2 ASME Section III Requirements Workshop Scope ASME Certificates of Authorization Quality Assurance Requirements Discussion of Specific Quality Requirements (Material Control, Supplier Approval, Auditing)

3 ASME Nuclear Certificates of Authorization Companies may apply to ASME for Authorization to use the ASME Certification Mark to Nuclear Components and Parts. Depending on the Scope of Work and successful survey by an ASME Team, Companies may be granted permission by the Issuance of a Certificate of Authorization.

4 ASME Nuclear Certificates of Authorization Each Certificate limits authorization to Components, Parts, Activities, Class of Service. If granted, authorization to use the Mark is applied with a Code Designator, such as N- Nuclear Components (e.g. Vessels, Valves, Piping Systems) NV- Nuclear Pressure Relief Valves NPT- Nuclear Parts NA- Shop Assembly and/or Field Installation

5 ASME Nuclear Class of Components Class 1 Components (III, Subsection NB) those components that are part of the primary core cooling system Class 1 Components (III, Subsection NH) those components that are used in elevated temperature service Class 2 Components (III, Subsection NC) those components that are part of various important-to-safety emergency core cooling systems Class 3 Components (III, Subsection ND) those components that are part of the various systems needed for plant operation

6 ASME NQA-1 Certification "Quality Assurance Requirements for Nuclear Facility Applications". Certification of the quality assurance program for organizations that supply items or services that provide a safety function for nuclear facilities in conformance with the requirements of the ASME NQA-1 standard. Part item: an all-inclusive term used in place of any of the following: appurtenance, assembly, component, equipment, material, module, part, structure, subassembly, subsystem, system, or unit.

7 Nuclear Quality Assurance Requirements Applicant s for ASME Nuclear Certificates of Authorization shall establish a Quality Program. (ASME Boiler and Pressure Vessel Code (BPVC) Section III, NCA-4100) ASME Survey Team shall evaluate adequacy of Program and assess implementation (ASME BPVC Section III, NCA-8161)

8 Nuclear Quality Assurance Requirements Quality Elements based on NCA-4134 with references to NQA-1 (2008 Edition/2009 Addenda) For N Type Nuclear Certificate Holders, there are 18 Elements 1. Organization, 2. Quality Assurance Program, 3. Design Control, 4. Procurement, Document Control 5. Instructions, Procedures, and Drawings, 6. Document Control, 7. Control of Purchased Items and Services, 8. Identification and Control of Items, 9. Control of Special Processes, 10. Inspection, 11.Test Control, 12. Control of Measuring and Test Equipment, 13. Handling, Storage, and Shipping, 14. Inspection, Test, and Operating Status, 15. Control of Nonconforming Items 16. Corrective Action, 17. Quality Assurance Records, 18. Audits

10 Specific Quality Requirements Definition of Terms NCA-4120 and NQA-1 Part I Introduction KEY to understanding Code Requirements Commonly misunderstood Terms Certified Material Test Report (CMTR) Examination Items, Components and Parts Material, Source Material and Unqualified Source Material Surveys and Audits

11 Specific Quality Requirements Organization NCA and NQA-1 Requirement 1 (a) senior management establishes overall expectations and is responsible for obtaining the desired end result (b) quality is achieved and maintained by those assigned responsibility for performing work (c) quality achievement is verified by those not directly responsible for performing the work.

12 Specific Quality Requirements Quality Assurance Program NCA and NQA-1 Requirement 2 Program shall identify the activities and items to which it applies, Program shall include monitoring activities, Program shall provide for indoctrination, training, and qualification as necessary of personnel performing or managing activities affecting quality Quality Assurance Manual states the who, what, when, where and how the program is being implemented.

14 Specific Quality Requirements Control of Purchased Items & Suppliers NCA and NQA-1 Requirement 7 All suppliers required to be Surveyed and Audited (NCA-3561, 3661 and 3761) Exception Made for Subcontracted Calibrations (NCA-3126 NVLAP, A2LA and ILAC Accredited Laboratories) Components, parts, and appurtenances shall be fabricated and manufactured from materials which meet the requirements of Article NB (NCA-4110)
