1 2017 Mozambique Local Charges Tariff Version 14.2 Effective 01 October 2017 Dear Valued Customer, In order to give you a complete overview of our local charges and shipping line detention charges we are presenting the following summary. This document provides amounts and explanations for each charge making it easier for you to verify your Safmarine invoices. We have categorized the Mozambique Local Charges Tariff as follows: Section 1 Standard Charges: Pages 3-5 These standard charges are applicable to all import and export containers Section 2 Optional Charges: Pages 6-8 These charges relate to value adding activities that provide you with the flexibility and quality of service you require from Safmarine. These services and the charges attached to them are triggered upon customer request Section 3 Punitive Charges: Pages 9-10 This is a very important section of charges as many of the charges are there to ensure that we have all the qualitative data needed to service you in an efficient and effective manner. Section 4 Detention Charges: Pages These are Safmarine charges for import & export containers covering charges for containers that are not returned to the container depots on time and/or export containers that are not delivered to the port for shipment on time.

2 We have endeavored to consolidate charges and ensure that the categories and descriptions are clear to simplify invoicing and accuracy. Origin Handling Charge: This charge is associated with the terminal costs of loading containers onto the vessels. We pay the respective Mozambique Ports Authority to load the containers and this is not covered by the freight rate. Maputo Port Additional (Channel Fee): Charges associated for Maputo Channel Fee included in the Origin THC. This is port additional when the Carrier is collecting port dues from the customer on behalf of the port. Applicable only for cargo to/from Maputo Port.

Destination Handling Charge: This charge is associated with the terminal costs of discharging containers from the vessels. We pay the respective Mozambique Ports Authority to discharge the containers and this is not covered by the freight rate. Maputo Port Additional (Channel Fee): Charges associated for Maputo Channel Fee included in the Origin THC. This is port additional when the Carrier is collecting port dues from the customer on behalf of the port. Applicable only for cargo to/from Maputo Port. Container Deposit Guarantee: The container deposit fee has been instituted to guarantee the return of containers in good condition and limit the liability incurred by the Carrier and agent. A full deposit refund will be done upon container return and after all relevant checks and inspections to assure good conditions of returned unit as well as all outstanding amounts cleared. Container Deposit can be paid in Mozambique Meticals or in United States Dollars.

Notes: *Rates applicable for all Reefer, Hazardous Cargo & Special Equipment (such as Open Top, Flat Rack etc)

6 Pick-up/Drop-off Fee: This charge covers the costs incurred of having to reposition containers due to original depot as stated on the Bill of Lading/Transport Document as place of delivery or place of receipt. Pick-up/Drop-off penalty fee only applicable to containers that were advised by customer as turn but they want to drop off. Freight Collection Fee: Fee associated with the collection of freight. This Charge is applied when freight is collected at destination (Mozambique) and is 10% of all freight related cost. Manual documentation processing fee: Applicable when a client submits a manual booking and/or shipping instruction.

7 Transport documentation amendment:: This is not a core service offered by Safmarine, but a supporting Value Added activity. Applicable when amendments to the bill of lading are requested after the draft Bill of landing has been sent. First amendment is free and we charge AMF for each request from the second request of amendment. Certificate Issuing Fee This charge covers the costs incurred of creating an issuing requested certificate Electronic Cargo Release Previously named Telex Release Fee this covers administration of bills of lading handed in at another location for telex release. To release bills of lading as soon as possible, we require the correct information prior to stack closure. To avoid this charge requires the timely submission of shipping instructions (SI s). We need your co-operation to allow us to deliver the service you expect and deserve.

8 Booking/Cancellation Fee : In case not agreed otherwise, applicable for any bookings cancelled or rescheduled to a later vessel once stacks are closed. Late Collection or Issuance of Bill of lading: This charge is applicable to all Bills of ladings that have not been collected within 5 working days after vessel sailing. Weight discrepancy fee: Applicable to all containers that have a weight discrepancy compared to initial booking in excess of 1000 kgs (either under or over declared). It is imperative to declare accurate weights from the initial booking. Please also ensure that correct weights are indicated on the shipping order. This is critical to ensure safety, prevent accidents, damage to equipment and to ensure optimal usage of available vessel capacity. Section 3.2 Import Punitive Charges Charge Description Charge Code Charge All container types Agent Nomination Fee ADD Per Bill of Lading USD 60 Explanation of import punitive charge: Clearing Agent Nomination Fee Applies if the merchant has not supplied to the carrier, the name of the forwarding/clearing agent, latest seven days prior to cargo arrival at the last discharge port e.g. Beira Port, either mentioned on the Bill of Lading or on documentation system, for cargo in transit under merchant haulage mode.

9 Section 4.1 Import Detention (Release of full import containers until same returned empty at the terminal/designated depot): All container types : LOCAL CARGO : Standard freetime is 7 calendar days for all container type, EXCEPT REEFER WHICH IS 3 DAYS CALENDAR, from vessel discharge date until Gate In Empty at the terminal/designated depot. TRANSIT CARGO (Merchant Haulage) : Standard freetime hinterland locations (Malawi, Zambia and Zimbabwe) is 21 calendar days for all container type from vessel discharge date until Gate In Empty back to coastal port/designated depot. Inland hinterland container empty drop off subject to prior approval and applicable to a Drop Off Fee available upon request.
