3 1. CERTIFICATION OF MATERIALS The European standard which specifies the different types of inspection documents supplied to the purchaser is EN Metallic Products Types of Inspection Documents. This standard can also be applied to non metallic products and defines the following types of documents: Type 2.1 (declaration of compliance with the order) Type 2.2 (Test Report) Type 3.1 (Inspection Certificate) Type 3.2 (Inspection Certificate) 3

4 Declaration of Compliance Type 2.1 Document in which the manufacturer declares that the products supplied are in compliance with the requirements of the order, without inclusion of test results Test Reports Type 2.2 Document in which the manufacturer declares that the products supplied are in compliance with the requirements of the order Test results of non specific inspection are included. Inspection Certificate 3.1 Type 3.1 Document issued by the manufacturer in which he declares that the products supplied are in compliance with the requirements of the order and in which he supplies test results. Tests to be carried out are defined by the material specification, and/or the order and other regulations The document is validated by the manufacturer s authorized inspection representative, independent of the manufacturing department Inspection Certificate 3.2 Type 3.2 Document prepared by both the manufacturer s inspection representative, independent of the manufacturing department and the purchaser s authorized inspection representative in which they declare that the products supplied are in compliance with the requirements of the order Test results are supplied. 4

6 2. SUPPLY OF MATERIALS Depending on specific project requirements the materials to be installed may be purchased by the Owner of the project or the Construction contractor. In any case the following steps have to be followed: Procurement Planning The quantities, technical specifications and delivery schedule of the materials must be known following completion of the design activities. Other quality requirements, Certification levels and Inspection coordination must also be taken into account during the purchase contract compilation. A critical supply analysis will also highlight any risks to the project associated with the delivery of each material and equipment type. For materials supplied by the Contractor, the Owner s prior approval shall be provided through the submission of a material requisition which will be reviewed and commented. Evaluation of offers Depending on the type and importance of the materials and equipment to be purchased, the evaluation shall include technical, qualitative, and financial criteria. These criteria shall be clearly defined on Instruction to Bidders (ITB) documents which shall also define the evaluation procedure. 6

7 Inspection Requirements and Coordination Depending on the complexity of the supply and the specific technical requirements for each type of material, the inspection and testing activities and the involvement of each party shall be agreed prior to start of the manufacturing activities. Inspection activities and involvement of each party are described on Inspection and Test Plans (I&TP). As a normal practice, all aspects of a specific material supply contract (I&TP, production schedule, delivery requirements) are discussed and clarified during a pre production meeting with the participation of all involved parties (Owner, Supplier, Construction Contractor, Appointed Inspectors etc.). A procedure for handling any non conforming materials during production shall also be agreed with the supplier and the appointed inspector as well as a procedure for final release of the materials from the manufacture s facilities to the work site or warehouses. 7

9 Material Receipt on Work Site / Warehouses Upon arrival of materials on the work site, the Contractor is responsible for reviewing the material certificates and performing the required examinations to verify the proper condition of the delivered materials. These activities shall also be verified by the Owner appointed representatives and the relevant records signed by all parties. Any damaged or non conforming materials shall be handled based on an approved procedure. Such procedures typically include separate storage and suitable marking of non conforming materials so that they will not be accidentally used in construction activities. Only after satisfactory completion of the agreed corrective actions can these materials be used on construction activities. Storage conditions shall be suitable for each type of material so that any damage or material degradation during the storage period can be avoided. Such conditions might include proper stacking of pipes, closed warehouse storage for sensitive mechanical equipment etc. A traceability system shall also be applied to ensure knowledge of the remaining material quantities at any stage during the construction period. Following project completion, all remaining quantities of Owner supplied materials shall be properly documented and returned to the Owner. 9
