LAWA Update Ground Transportation Planning and Metro Coordination

SPAS Approved LAX Ground Transportation Projects The Specific Plan Amendment Study (SPAS) includes LAX Ground Transportation Projects: 1. Automated People Mover (APM) System 2. Intermodal Transportation Facility (ITF) 3. Consolidated Rental Car Center (ConRAC) Over the past year, LAWA has moved forward with detailed planning and analysis on the LAX ground access program, as well as the necessary procurements of technical planning experts and engineers. Further analysis and public outreach has also begun on critical access projects and possible roadway/highway network concepts, as well as a Century Corridor District Study, including preliminary market analysis, land use and streetscape planning for the gateway area.

LAX Ground Access Program Detailed Planning Work Automated People Mover (APM) System Central Terminal Area (CTA) Conveyance to transport passengers throughout and between terminal areas to off airport facilities Various alignments and station locations currently under study Preliminary life cycle cost analysis completed to better understand potential phasing and triggers Collaborating with Terminal Planning team in anticipation of Midfield Satellite Concourse conveyance systems Spine Alignment Roadway Alignment Terminal Alignment APM Alignment-Loop with Airside Alignment

LAX Ground Access Program Detailed Planning Work Off Airport Alignments of APM connecting to ITF and ConRAC 96 th Street and 98 th Street alignments currently under study

LAX Ground Access Program Detailed Planning Work Roadway/Highway Network Concepts Roadway improvements are included in all concepts for offairport facilities 96 th and 98 th Street, Airport Blvd. and La Cienega Blvd. Skyway Bridge Relocation at 96 th Street for improved CTA interface system Regional Network connectivity to ConRAC from I 405 and I 105 I 105 Connectivity at Aviation Blvd.

Metro Rail System Metro Long Range Transportation Plan is the 30 year Metro Board adopted public transportation plan for the region, and includes the Crenshaw/LAX Transit Corridor Project and the Airport Metro Connector Project Crenshaw/LAX Transit Corridor Project: Metro Board approved for construction on June 27, mile line through Baldwin Hills, Leimert Park, Crenshaw Plaza, Inglewood and Westchester Will connect rail passengers from Expo Line to Green Line Crenshaw Line will include a transit station at the intersection of Aviation and Century Construction to begin imminently and expected to be fully operational by 2019

Existing/Planned Metro Station Locations Central Terminal Area Planned Aviation/Century Station Existing Aviation/LAX Station Metro Crenshaw / LAX Transit Corridor Metro Green Line

Metro Rail System Airport Metro Connector Project (formerly known as Metro Green Line to LAX) Measure R dedicated $200 million to complete a transit connection to LAX Metro is examining ways to connect the growing Metro Rail system to provide regional transit connectivity to LAX. Metro conducted early public workshops, completed preliminary Alternatives Analysis in April 2012, and identified four build alternatives: (1) Direct Light Rail Transit Branch (2) Modified Light Rail Transit Trunk (through LAX) (3) Circulator (Automated People Mover) (4) Circulator (Bus Rapid Transit)

Early Airport Metro Connector Alternatives 2 Metro Light Rail Alternatives: (1) Modified LRT Trunk (Through LAX Alternative), and (2) Direct LRT Branch Line : Risky tunnel construction beneath terminals and airfield High cost infrastructure Did not anticipate LAWA s planned future APM development Does not serve all LAX Ground Transportation needs, full aerial LAWA APM still required Modified LRT Trunk (Through LAX Alternative) Direct LRT Branch Alternative

Refined Airport Metro Connector Alternatives Metro Rail Station Options Working together with Metro staff, we have identified three viable interface options for Metro light rail connection to LAX Automated People Mover: 1. West side of Sepulveda Blvd., east of the Central Terminal Area (CTA) 2. Intermodal Transportation Facility (ITF) 3. Consolidated Rental Car Facility (ConRAC) at Manchester Square

Aviation/Century Station Current Design

Aviation/Century Station Proposed Modifications

Refined AMC Light Rail Alternative to CTA Stub Alignment Metro proposed underground station with stub alignment into the CTA `

Refined AMC Light Rail Alternative to ITF Through Line Underground Metro station directly integrated into the Intermodal Transportation Facility.

ITF Opportunity for Integrated Station

Function of ITF with Integrated Metro Station

Metro Coordination: Next Steps Continue Coordination with Crenshaw Construction Team on Century Aviation Station Modifications Continue to Refine Airport Metro Connector Alternatives Analysis and Modeling Work Conduct Public Outreach on Various AMC Alternatives and Gather Stakeholder Feedback Together, with Metro, Identify an AMC Locally Preferred Alternative and Initiate Environmental Work Continue to Advance Detailed Planning and Project Level Analysis for LAX Ground Transportation Access Program, including the ITF, APM, and ConRAC
