2 General - Remarks Quality has always been an important issue, and numerous publications have appeared on this subject in the past in all parts of the world. The spirit of globalization has been blowing throughout the world triggering an immense exchange of products and services, hence an emergence of new perspective Aspects of quality are now being transformed from subjective perceptions into worldwide marketable and generally agreed objectives within organizations. In these organizations, structures have been put in place for harmonization and facilitation of mutual recognition by partner states.

3 Challenges There is a great challenge national policy makers are facing when adapting the quality infrastructure of a country to harmonized criteria and international requirements. To enable also small national economies with limited resources to master this challenge, it is necessary instead of developing many separate quality services to create a joint national concept for a recognized quality infrastructure, a concept which does not aim for the highest technical level but is rather tailored to the needs of the respective users.

8 Engagement so Far Technical Committees and NMC s National Workshop Agreements (NWAs) draws much more resources than earlier anticipated Regulation mainstreaming Development of PAS Note: more often than not the challenge is inherent in the constitution of committees

10 Challenges revisited Quality scope is too large and keeps on expanding by the day. This stretches the NSBs capacity in terms of human resource, financial, etc. Information asymmetry between the NSBs and the TPOs. Plethora of legislations leading to duplication of roles. Dwindling resources

11 Conclusion Adherence to applicable Standards improve ethical practice in training, consultancy, certification, accreditation Use of competent personnel (structures) Strengthen the PVoC systems More budgetary and otherwise allocations More focus on SMEs and services sectors Strengthen professionalism
