1 CITY OF TACOMA Tacoma Rail ADDENDUM NO. 2 DATE: May 11, 2015 REVISIONS TO: Request for Bids Specification No.: TR F SR-509 TRACK UPGRADES NOTICE TO ALL BIDDERS: This addendum is issued to clarify, revise, add to or delete from, the original specification documents for the above project. This addendum, as integrated with the original specification documents, shall form the specification documents. The noted revisions shall take precedence over previously issued specification documents and shall become part of this contract. REVISIONS TO THE SUBMITTAL DEADLINE: The submittal deadline remains the same. REVISIONS TO THE PROPOSAL PAGES: The previous Bid Proposal Pages are deleted and replaced with the revised Bid Proposal Pages marked Addendum #2, as attached. Bidders shall submit the attached Bid Proposal Pages marked Addendum #2 with their bid submittal. Failure to do so may render your bid nonresponsive. REVISIONS TO THE SPECIAL PROVISIONS: Change #1 Section (1) General Work Requirements is replaced with the following: A. Access to the work site is available via the Tacoma Rail access road located at approximate Station or by rail. If the contractor deems it necessary two other access points from SR-509 may be established at the mid-point of the siding, approximate Station 38+00, and the old Port of Tacoma access road at approximate Station Only rail-mounted equipment shall be used when working on the tracks and track bed unless otherwise approved in writing by Tacoma Rail. No other access to the SR 509 is allowed and all work must be kept within Tacoma Rail right of way. Form No. SPEC-220A Revised: 02/09/2015

2 There shall be no storage of material or equipment within 20-feet of the centerline of any railroad track without prior written approval of Tacoma Rail. Where work is required within 20-feet of the track centerline, it shall be coordinated daily with Tacoma Rail s representative. While conducting the work the contractor shall cone off the work zone along the Tacoma Rail right of way line adjacent to the highway. Cones shall be placed in accordance with the traffic control plan for Shoulder Work with Minor Encroachment found in Appendix A. When working in the excavation zone near Taylor Way work shall be done under compliance with the WSDOT traffic control plan for Shoulder Closure Appendix A. When working in the excavation zone near Alexander Avenue work shall be done under compliance with the WSDOT traffic control plan for Right and Left Single Lane Closure Multilane Roadway found in Appendix A. The contractor will be required to submit traffic control plans to the State of Washington for approval prior to initiating work. All work to furnish, implement and maintain the traffic control as described in this section shall be paid for under the lump sum pay item Temporary Project Traffic Control. B. The contractor shall notify the railroad prior to each day of work to confirm track accessibility and determine the need for track safety and protection measures provided by any rail operators. All adjacent tracks in the vicinity of the work must be kept operational during the term of this project. To assist Tacoma Rail in keeping its operations efficient the contractors work shall be phased as follows Form No. SPEC-220A Revised: 02/09/2015

3 Tacoma Rail has routine train movements along this section of track. Therefore the contractor shall have the track under construction operational at the end of each working day for nightly train operations unless otherwise approved in writing by Tacoma Rail. The contractor will be allowed to work on the track Monday through Friday during daily out of service windows from 8am to 8pm. However, when working in the excavation areas or whenever lane restrictions are necessary, and/or when accessing the site from SR-509 the following shall apply: There shall be no restrictions or interruptions to traffic on the day prior to a holiday or holiday weekend through the last day of the holiday or holiday weekend. Lane restrictions shall be held to a minimum time and length needed for each operation. If the Project Engineer determines that the lane restrictions are causing congestion, the Contractor will be required to open all lanes to traffic until the congestion is eliminated. All work activities that require vehicles 10,000 GVW or greater to enter or exit the work area shall be required to use lane restriction and associated work hours. Traffic control vehicles are excluded from the gross vehicle weight requirement. Lane, Ramp, and Roadway Closures Lane restrictions will be permitted during the following hours: State Route 509 (westbound) Mon 10:00am to Mon 3:00pm Mon 6:00pm to Tues 6:00am Tues 10:00am to Tues 3:00pm Tues 6:00pm to Wed 6:00am Wed 10:00am to Wed 3:00pm Wed 6:00pm to Thur 6:00am Thur 10:00am to Thur 3:00pm Thur 6:00pm to Fri 6:00am Fri 10:00am to Fri 3:00pm Fri 6:00pm to Sat 8:00am There are no restrictions for shoulder closures. Should high volume hours differ from those specified, as determined by the Project Engineer, the Contractor will be required to adjust the hours of work accordingly. Exceptions to these restrictions may be considered by the Project Engineer on a case by case basis following a written request by the Contractor. Special events that generate increased traffic volumes through the work area may occur during the life of this project. Lane restrictions may be denied if severe traffic congestion is expected. There shall be no delay to medical, fire, police, or other emergency vehicles with flashing lights or sirens. The Contractor shall alert all flaggers and personnel of this requirement. Change #2 Section (6) Ties the last paragraph is revised as follows: Form No. SPEC-220A Revised: 02/09/2015

4 Concrete ties shall be spaced at 24 inches on center. Change #3 Section (7)F Angle Bars and Bolting the second to last paragraph is revised as follows: This project requires 4 pairs of 115 RE to 9020 compromise joint bars. All costs to furnish and install these compromise joints shall be included in the unit price pay item Remove and Replace Track. Change #4 Section (7)F Angle Bars and Bolting the final paragraph of this section is deleted. Change #5 Section (8) Turnouts (switches) is supplemented with the following: The assist the contractor in bidding the project the following information is provided to provide a clear understanding as to where the track work ends and the switch work commences. Existing switch on east end that remains (115 lb. switch) (Station 56+15): At the west end of the switch concrete ties shall end approximately 4 ahead of switch points. At the east end of the switch concrete ties shall begin approximately 31 after the point of frog. At the west end rail relay begins at the existing joints ahead of switch points, approximately 6 & 8 (staggered joints) ahead of points. At the east end rail relay begins approximately 42 on the south rail and 67 on the north rail after the point of frog towards Taylor Way. All costs to perform the work described here shall be included in the unit price pay item Remove and Replace Track. East Portac Switch (Station 34+03): Relay rail shall run into the siding 62 from the point of frog. Comp. into 90RA (9020) (2 pair). Outside of the switch leave existing ties in the siding and replace existing OTM with Pandrol plates per standard rail relay requirements. Anchor 100% of ties into siding on new 115lb. rail. All costs to perform the work described here shall be included in the unit price pay item Furnish and Install 115RE, Turnout. West Portac Switch (Station 42+90): Relay rail run into the siding 55 from the point of frog. Comp. into 90RA (9020) (2 pair). Form No. SPEC-220A Revised: 02/09/2015

5 Outside of the switch leave existing ties in the siding and replace existing OTM with Pandrol plates per standard rail relay requirements. Anchor 100% of ties into siding on new 115lb. rail. All costs to perform the work described here shall be included in the unit price pay item Furnish and Install 115RE, Turnout. Change #6 Section (10) Crossing Upgrades is replaced with the following: This work shall consist of all labor, equipment and materials to remove the asphalt access crossing at Station Demolition of the crossing shall include the work described in section To assist the contractor in bidding the project the following quantities, and material data is provided. All quantities and information shall be field verified by the contractor: Access Crossing Materials Size Quantity Class A8 Removal Assumed 8 Asphalt Section 106 sq. yds. Change #7 Section Measurement the fifth paragraph is replaced with the following: Excavation, Incl. Haul and Disposal, per ton The price per cubic yard for Excavation, Incl. Haul and Disposal shall be full pay for all labor, equipment, and materials necessary to excavate the track bed to final grade, haul, temporarily store the material on site and load the material into contractor supplied trucks, and dispose of the material. Disposal costs shall include all costs for disposal at LRI. Change #8 Section Payment the final paragraph is replaced with the following: Remove Crossing, shall be per each. Change #9 Section Payment the final paragraph is replaced with the following: Remove Crossing, per each. The price per each for Remove Crossing shall be full pay for all labor, equipment, and materials necessary to remove and dispose the crossing material. Form No. SPEC-220A Revised: 02/09/2015
