All samples shall be reviewed against the requirements of CPSIA Requirements supplemental protocol to determine if additional testing or labeling is required. -- Shall be included if it contains filling material. Record each objective (factual) claim which can be substantiated by the testing within the protocols and rate accordingly. Record testing that extend beyond existing net quantity / dimensional testing on this protocol. Record all other objective (factual) and subjective (opinion) claims as NT and rate as DATA. Record information evaluated between the graphic imagery and the product. 4 NY, MD, WA, VT, HI, ME, and OR / CPSD- AN * Flame retardant in upholstered furniture and children products - Children products for use by children under 12 years of age and residential upholstered furniture shall not contain any of the following flame retardants in concentration more than 1000ppm in any product component: - Tris(2-chloroethyl) phosphate (TCEP); - Tris(1,3-dichloro-2-propyl) phosphate (TDCPP); - Decabromodiphenylether (DecaBDE); - Hexabromocyclododecane (HBCDD); - Tetrabromobisphenol A (TBBPA) Note: Report actual results or include data table within report. - Actual testing of children products shall be conducted on toys, jewelry, products designed or intended by the manufacturer to help a child with sucking or teething, to facilitate sleep, relaxation, or the feeding of a child, or to be worn as clothing by children, and child car seats. - Refer to CSPA Reporting Rule WAC for the complete product list. - See RCW Chapter for children's products that are exempt. - Actual testing would be conducted on: i. Major accessible and inaccessible foam materials ii. Covering materials, excluding leather, covering major foam materials iii. Major textiles and plastics of costumes and products with electrical components (Note: Refer to CPSD-AN for material selection on testing) - Major materials are considered materials comprising >20% area of the product. - Covering materials include woven and non-woven materials such as textiles, upholstery and PVC. - A maximum of 5 major materials will be tested. - No need to perform testing if the major components contain insufficient sample weight based on 3 pieces. - Vendors shall be responsible for the compliance of all other materials. - Composite up to 3 like materials. - Individual materials will be analysed if the composite result exceeds the adjusted limit (regulatory limit divided by the number of materials). 6 ASTM F section 3.4 Bean bag chair with zippers - intended to be refilled Surface scratching CPSD-HL The zipper shall always lock when closed. The use of a special tool as described in the product literature or supplied at the time of purchase shall be required to open or reopen the zipper. A force to open the zipper of 15 lbf (67 N) or more shall be required to produce a direct path unless a special tool is used. - Prior to shipment the zipper shall be closed and the special tool required to open or reopen the zipper shall be removed from the zipper. 1 Slide the sample 6 in. (± 1/4 in) forward, in the most unfavorable orientation to make the worst effect, at a rate of approximately 1 in/s and then repeat in reverse direction. Apply force as close to the base of the sample as possible to maintain contact between the sample base and the test surface during sliding. Repeat for a total of 3 cycles over the same area. 1 cycle include a 6 inch forward and backward movement.
