TELSTRA TEMPLATE 4X3 BLUE BETA TELPPTV4 TELSTRA S EXPERIENCE OF GPS IN VEHICLES PRESENTED BY STEVEN STONE FLEET OPERATIONS MANAGER BUSINESS SERVICES AND IMPROVEMENT JULY 2013 E3956

A BIT ABOUT TELSTRA S FLEET OF 11,500 UNITS! Telstra has 2 distinct fleet groups Operational and Salary Sacrifice Approx 6,000 operational vehicles used to service customers and maintain the network. Presence across all of Australia Majority of field workforce operate on a ticket of work basis. Field workforce generally start from home and have little direct daily supervision - are remotely supervised and have regular visits from Team Manager. 2

SO WHY INSTALL GPS? TO BETTER SERVICE CUSTOMERS BY IMPROVING MANAGEMENT OF: TENS OF THOUSANDS OF TASKS MILLIONS OF KILOMETRES TRAVELLED 3

THE VISION IN 2006 WAS THE CT (COMMUNICATION TECH) OF THE FUTURE OR CTOF 4

CTOF SEEN AS AN INTEGRATED SOLUTION USING TECHNOLOGY GPS Front Mount Total Power Management Satellite Navigation Locates the vehicle Enhances deployment Improves safety Improves Toughbook access in the vehicle Improves security Manages the total power load in vehicle Improves safety Uses the vehicle location coordinates to direct CT to jobs/home Always on and Fast Standard Toughbook Build and Updates Toolkit and Information for the CT Scheduling and Dispatch Working Fleet Manages Toughbook communications connectivity i.e. one log-on per day Improves testing access Optimises Toughbook build Hot swap out Improves download of software updates Reduces the need for paper-based instructions Embeds job workflow management Provides easy access to information at point of need Automatically connect to schedule work 5

CTOF DELIVERED REAL IMPROVEMENTS Ability to better adjust resources for urgent tasks with real time tracking of vehicles Integrated into Telstra workforce management system Placement of Toughbook PC up front with the driver Provision of real time network fault reports and test data to CTs Productivity improvement of tasks completed per km (along with improved routing scheduling and better sequencing of work) some 13% Analysis of historical data to manage: Vehicle utilization Un-authorised vehicle use Police investigations Stolen vehicles Infringements Public complaints 6

THE JOB IS NOT YET COMPLETE!!! THERE ARE STILL MORE OPPORTUNITIES Further integration of data with Telstra reporting systems to allow matching of GPS data to tasks completed by CTs Derive drive times, locations, best route, forecast travel time to improve deployment and customer experience Automatically onsite a ticket of work when CTs are within a predetermined distance of the customers premises Automatically SMS the customer to advise CT is on there way and expected arrival time Assist with disaster management through geo-fencing Enhance driver safety Potential for backup system for Telstra s workforce management system 7

WHAT SYSTEM ARE WE USING & HOW DOES IT WORK??? 8

TRIMBLE GEOMANAGER The Trimble GeoManager is a hosted solution that combines GPS, wireless and internet technologies with fleet locations and reports viewable via webbased console Data sampled every 2 minutes, as well as vehicle stop/start and engine stop/start Provides a direct data-feed into Telstra systems Utilises Trimble vehicle installed GPS device 3100-W (850 model now being rolled out) with integrated: NextG Modem WiFi link 3 axis accelerometer (New model) Power management signal (for external relay) Monthly service fee paid covering system support, base system updates and device warranty 9

GPS Telstra CTs Wireless Carrier Data Center Reporting via Team Managers Network 10

INTEGRATED VEHICLE INSTALLATION INCLUDING POWER MANAGEMENT 11

GEOMANAGER FUNCTIONALITY Administration for device naming and associated set up Hierarchy to mimic company structure System access control limited on a need to know basis, eg Team Manager to Director Landmarks Geofencing Many on screen reports Ability to programme repeat reports Access to 369 days of historical data 12

ON-SCREEN DISPLAYS DESIGNED TO MAKE IT EASY TO INTERACT & INTERPRET - Satellite view & ground topography features - Direct links from map screen to current activity report, historical device path, land marks, updates, etc - Overall device status bar and alart bar visible in map screen. - Live chat link for support available from all screen - Current alerts pop-p at top of map 13

ON-SCREEN DISPLAYS - Selectable Grouping of Devices and Landmarks when viewing a large area/number of devices - Intelligent Labelling option to reduce onscreen device clutter - Device Labelling, Configuring and Grouping all linked from the one screen - Groups created and presented in a cascading Org Code structure, mimicking company structure - Multiple levels of reporting structure available 14

ON-SCREEN DISPLAYS - Full 369 Days of ondemand Report data available - Driver activities are measurable and reportable - Speed Violation in Indicated Speed Zone reports available - Speed and Harsh Manoeuvring reports assist in improving driver safety (yet to be explored) 15

CRITICAL ASPECT IS TO MAINTAIN PRIVACY 16

OBSERVING PRIVACY IS EVERYBODYS RESPONSIBILITY BREACHES ATTRACT SEVERE CONSEQUENCES 17

USE OF DATA WAS CLARIFIED THROUGH ONLINE COURSE SO STAFF UNDERSTOOD THEIR ACCOUNTABILITY Vehicle location checking after hours is allowed only where: the Manager reasonably believes it is required to lessen or prevent a serious and imminent threat to the health or safety of an employee or the public vehicle is identified as missing or has been reported as not garaged by a third party e.g. police another exceptional requirement e.g. there is legitimate reason to believe Policy has been breached Checking vehicle location for personal reasons is prohibited Continuous monitoring of a vehicle or vehicles without a business reason is prohibited e.g. frequent checking of vehicles without cause Accessing the records of any vehicle other than those an individual is approved to access is prohibited 18

THE JOURNEY HOW DID WE GET THERE? 19

THE LOGISTICS OF ROLLING OUT 7,000 DEVICES ACROSS AUSTRALIA TOOK 6 MONTHS TO COMPLETE & MANY CHALLENGES!!! Engagement with HR, workplace relations, Unions, etc including review of individual workplace agreements, driver agreements. Management of Drivers/vehicles/Installers/ parts/facilities minimising minimal impact on staff productivity. All fitted with tamper proofing Legislative requirement in NSW and NT, had to provide notice to staff of pending installation (provided 30 days) and placed a decal on dash indicated GPS system fitted Geomanger placed on local Telstra Platform 20

JOURNEY CONTINUED WITH CONTRACT RENEWAL AFTER 3 YEARS Move from Telstra to Trimble platform Latest version of Geomanager and opportunities Improved KPIs Extended warranty of devices Commencement of rollout of new ilm Direct GPS feed to other Telstra system Faster sampling rate 21

IT HAS NOT BEEN ALL PLAIN SAILING!! 22

Limitation with the technology Hardware issues Logistics Corporate Policy on IT. Time for GPS to link up takes a few minutes hence do not record short travel distances. WiFi link drop out on low voltage due to cranking. Install, de-install and infield servicing can be a nightmare!! Policy requirement to have data stored inside firewall Can cover up antenna to make system inoperable Additional power drain can cause flat battery In field fault diagnosis is troublesome. Does not work in covered car parks or other non-line of sight to Satellite locations Placement of device in vehicle for easy to access to assist fault finding, install and de-install and off the floor where risk of getting wet!! Constant administration needed to keep records up to date. Data transmission does not occur where there is no mobile phone coverage. (Is stored in device for later transmission) Naming convention important 23

WHAT HAVE WE LEARNED ALONG THE WAY Real gains can be achieved Field acceptance OK Logistics management critical Pre-install system prior to vehicle delivery if possible Fit better Mobile antenna where on limit of network range Understand the physical limitations to GPS technology Care required prior to updating firmware. Close working relationship needed with supplier 24
