8 How to do it 4 i s and 40 actions nternal market: Create a genuine Single European Transport Area by eliminating all residual barriers between modes and national systems. nnovation: EU research needs to address the full cycle of research, innovation and deployment in an integrated way. nfrastructure: nternational: EU transport infrastructure policy needs a common vision and sufficient resources. The costs of transport should be reflected in its price in an undistorted way. Opening up third country markets in transport services, products and investments continues to have high priority. 28 Next steps for CEF implementation. Adoption of the 2014 Work Programmes Draft 2014 work programmes (Annual and multi-annual) approved by CEF Committee Members on 5 th of March Delegated Act on CEF funding priorities to enter into force on 7 th March European Coordinators officially appointed on the 12 th of March. MoS : Valente de Oliveira until 30 June + Brian Simpson from 1 st July Work Programmes to be adopted by the Commission before 31 st March 2014 calls for proposals Size of the calls is evaluated on the basis of MS project pipelines Target date for launching the calls to be discussed with the CEF Committee Roadmap to a Single European Transport Area 28

33 Conclusions On Financial Engineering EU Public funding is too limited to provide grants for all projects on the TEN-T Using Financial instruments is a must and the only solution for some sectors (airports, motorways not cross-border, on-board equipment for alternative fuelling) Instruments are available at EU level and Capital Markets and banks are responsive Liquidity is available But suitable projects are lacking EU and EIB can provide technical assistance to help developing administrative capacity and project pipeline Roadmap to a Single European Transport Area 33

34 Financial instruments under the CEF Who?.Management of FIs under the CEF Implementation by financial partners (EIB) in accordance with Financial Regulation Possible combination of innovative financial instruments and grants to optimise the impact of financing.role of EC and EIB EC determines general eligibility criteria (TEN-T Guidelines + CEF article 7) EC (assisted by INEA) and EIB Technical support help developing project pipeline & institutional capacity for PPPs where appropriate EIB selects specific projects using standard eligibility criteria and credit risk policies, select type of support EU and EIB share risk, but EU risk capped at budgetary contribution, no contingent liabilities.
