5 EU funding programmes Short term measures: - research, development of alternative technologies; - investments in new technologies; - alternative fuel solutions; - development of green infrastructure in EU ports; - State aid measures. Long term measures (2012): - regulations and incentives; - support programmes; - new funding instruments.

8 TEN-T Objectives Objectives of the TEN-T network: to establish by 2020, a single, multimodal network that integrates land, sea and air transport networks throughout the Union. Scope of the network transport t infrastructure, t traffic management systems; transport networks and interconnection points between modal networks. Priorities: necessary measures to promote long-distance, short sea and inland shipping. (Decision No 661/2010/EU of the European Parliament and of the Council of 7 July 2010 on the Union guidelines for the development of the TEN-T) T)

11 TEN-T n 21 - Motorways of the Sea (MoS) MoS - the maritime dimension of the TEN-T Main objectives: - increasing cohesion; - reducing road congestion through modal shift Promotion of Short Sea Shipping. Projects of common interest: - motorway of the Baltic Sea; other European seas

12 Priority projects: MoS Priority projects Maritime link based projects (new or improved maritime links, facilities, infrastructure); Projects of wider benefit (shore-side electricity, alternative fuels, icebreaking, dredging operations, traffic monitoring and reporting systems).

13 TEN-T multi-annual work programme 2011 for grants in the field of TEN-T for the period priority will be given to those actions which contribute to addressing the environmental challenges faced by the short sea shipping i sector, in particular in view of MARPOL Annex VI requirements. Actions supporting for instance the deployment of LNG or scrubber technologies or which promote the use of shore-side side electricity fall under this category.

17 Marco Polo II: Priority Actions catalyst actions: - synergies between transport sectors; - reducing structural barriers in the EU freight transport market. modal shift actions: - shifting freight from road to short sea shipping, rail, inland waterways. - improving freight transport chain and logistics. motorways of the sea: - shifting a proportion of freight from road to short sea shipping.

18 Marco Polo II - Priority projects Projects using low sulfur fuel, innovative technologies/operational practices reducing air emissions from ships, alternative fuels (LNG), abatement technologies (scrubbers), shore side electricity. at least two MS or one MS and a neighboring g country; projects related to infrastructure and passenger traffic are not eligible to seek funding.

21 INTERREG IVC Objectives: to improve the effectiveness of regional policies i and instruments. The areas of support: innovation and the knowledge economy, environment and risk prevention. Budget: 321 M EUR: innovations - 55%, environment - 39% Participants: at least 3 countries, one EU MS; governments, national authorities, universities, municipalities, private companies (own expenditures).

22 Conclusions No direct compensation for compliance costs; Funding is possible for projects related to: - R&D, - New technologies (scrubbers), - Alternative fuels (LNG), - Green infrastructure in ports. TEN-T and Marco Polo are the most suitable funding programmes for shipping related projects.
