20 Transportation / Delivery Task List Both the loading and unloading priorities for the ACS equipment and supplies are essential for effective and timely mobilization and demobilization of the ACS facility. Some of the ACS equipment and supplies may be pre-loaded and stored in trailers to expedite delivery. A. Loading Priorities for Delivery Since the first priority in the ACS set-up includes the beds, partitions, tables/chairs, and heavier equipment; these items and stockpiles should be identified for early delivery. Color-coding the equipment/supply boxes, bins, and blocks can also facilitate staging and management of these items upon delivery. Although the above diagram depicts the transport of equipment in blocks, much of the ACS supplies may be transported in pre-loaded trailers or placed in varied arrangements within the transport vehicles. Therefore, establishing organization and coordination at the delivery sites is essential to ensure that the equipment and supplies are delivered appropriately. Additionally, the unloading and staging process may require delivery to more than one location at the ACS site. Page 0 of 7

21 B. Delivery / Drop-Off Priorities Delivery and drop-off of the ACS equipment and supplies should be coordinated with the ACS Staging Manager. The Staging Manager will oversee the unloading process, and direct team members to pre-identified areas for each block of ACS equipment and supplies. The staging areas should be pre-identified with color-coded signs or placards, indicating the drop-off sites for each block of equipment and supplies (e.g. Red = A,B,C Block, etc.). 1. First Delivery / Drop-off Priority (see Staging Diagram on following page) Red Block (A, B, C): This block of equipment includes the chairs, tables, partitions, beds/cots, and major pieces of equipment. Blue Block (D): This block contains the supplies for patient bedding (sheets, blankets, pillows) and other patient supplies.. Second Delivery / Drop-off Priority (see Staging Diagram on following page) Green Block (E): This block contains the bins and supplies for set-up of the Nurses Station. Orange Block (F): This block contains the bins and supplies for set-up of the Pharmacy Unit. 3. Third Delivery / Drop-off Priority (see Staging Diagram on following page) Purple Block (G): This block contains the lab Yellow Block (H): This block contains the supply Grey Block (I): This block contains the radiology 4. 22 Staging Diagram Note: This staging diagram depicts the delivery route from High School Street to the northeast side of the Flock Gymnasium. Even though this diagram indicates the first three drop-off points on the east side of the gym, these staging areas are subject to change. The on-scene Staging Manager should have the areas pre-identified with appropriate signage prior to delivery and drop-off of equipment and supplies. Page of 7

23 C. Equipment/Supply Staging Areas 1. Individually labeled placards or signs to designate staging areas for specific equipment/supplies should be in place prior to the equipment/supplies delivery. (see sample staging areas in the following diagrams). Equipment and supplies to be unloaded outside the gym in the designated staging areas, under the direction of the Staging Manager. The first wave of equipment and supplies needed for the ACS set-up is the Red Block (tables, chairs, etc.). Since this first block of equipment will need to be accessed by the first three set-up teams (A, B, & C), it is important to allow sufficient space for all three teams to simultaneously access these items. The second wave of the ACS set-up will be the bedding and patient area supplies from the Blue Block (D). Note: Additional staging areas may need to be designated for the boxes and packaging supplies used for transporting the ACS equipment/supplies for later storage or disposal.. The next designated staging areas are for the Green and Orange Blocks for set-up Teams E and F, containing the equipment and supplies for the set-up of the Nursing & Pharmacy units. Page 3 of 7

24 3. The final staging areas needed at the Flock Gym are for set-up of the Supply, Radiology, and Laboratory units. These staging areas are designated with Yellow, Grey, and Purple signage. 4. After staging the equipment/supplies necessary for the ACS set-up, the additional equipment and supplies will be staged and stored at the ROP Classrooms to the west of the gymnasium, depicted with Pink signage. The finally staging area is designated with Brown signage at the Activity Room, to the south of the ROP Classrooms. Page 4 of 7

25 ACS Demobilization Task List A. Transportation Evaluate logistics and transportation capabilities to support demobilization. Establish communications with off-incident facilities, as necessary, to receive and store supplies. B. Staging Areas / Signage The Staging Manager should ensure that signage is in place for all ACS equipment and supplies being demobilized. C. Demobilizing Unit Supplies Work with ACS Unit Leaders to ensure an organized checkout function for all unit supplies. Develop a Demobilization Plan and timeline to ensure ACS unit supplies are properly stored and staged. Distribute a copy of the Demobilization Plan and Maps to all Sections/Units. 27 D. Demobilizing ACS Equipment After all ACS unit supply bins have been staged, work with Unit Leaders to coordinate check-out and staging of all ACS equipment.
