2 Introduction Mission of ESA 1. Euratom Treaty, chapter VI to ensure that all users in the Community receive regular and equitable supply of ores and nuclear fuels. to establish a common supply policy for the nuclear fuel, based on principle of equal access to sources of supply. 2. New role by revised Statutes in 2008: enhanced market observation and monitoring role. 3 Introduction Role of ESA Nuclear Market Observatory - provide the Community with expertise, information and advice on any subjects connected with the operation of the market of nuclear materials and services, - play a market-monitoring role by monitoring and identifying market trends that could affect security of the European Union s supply of nuclear materials and services, - give its detailed analysis of the EU market, as well as its vision of the global nuclear fuel market (Annual report, Quarterly reports, News on web, Weekly news). 4 2

3 Introduction Analysis of EU market / annual survey Data, including prices, are collected directly from utilities or via their procurement organizations through end-of-year questionnaires. ESA compares the data on deliveries and prices reported in questionnaires with the data submitted at the time of conclusion of the contracts. NB: individual commercial data are never published by ESA, only aggregate information is made available 5 Proformae Please note that the data presented in the Proformae used as examples are neither related to real contracts nor particular utilities 6 3

4 Fictitious data created for the purpose of training At the given level of enrichment and tails assays, the quantities should match each other Remarks: 1. Separate Excel file for each contract 2. Each Excel file should list all individual deliveries. 3. Feed content and quantities of SWU services should match respective quantities of EUP received 4. Quantities also reflected in Proforma E2, and also in D and E1 in case NatU deliveries were executed during the reference year 7 Fictitious data created for the purpose of training Remarks: 1. One line for each reactor. 2. If the reactor is using MOX fuel, indicate in the fields for Savings in NatU/ Separative Work the estimated equivalent quantity which would be otherwise needed for fuelling the reactor working with uranium-based fuel. 8 4

5 Fictitious data created for the purpose of training Grosso modo, the Gross requirements should be equal to the two respective components of the fuel loaded into reactors, as indicated in Proforma B Proforma C Remarks: 1. Include the requirements for the new reactors being fully approved/ and built. 2. Use Comments box to indicate the reasons for any changes as compared to previous years' estimates. 3. Gross reactor requirements are defined as the maximum estimated quantities needed to fuel reactors in a reference year in case no alternative sources of supply are used 4. Net requirements = Gross RepU Pu Inventory usage The reductions/savings, if applicable, are expressed as the NatU equivalent that would otherwise be necessary, as well as the intrinsic SWU component included in the RepU before re-enrichment, or SWU saved when using Pu-fiss in place of U235; for the MOX (Pu-fiss) fuel, the NatU feed equivalent should be calculated on the basis of a hypothetical U235 fissile component, i.e. Pu239 fissile component. Price: Indicate the natural uranium price paid, currency, unit of weight and chemical form. Indicate conversion price 3. Indicate whether conversion is included in the NatU price and, if known, mention the applicable conversion price (or your best estimate). This information is particularly important. 10 5

Concerns stocks of natural uranium equivalent (expressed as U3O8, UF6 and enriched UF6, UO2 and fresh fabricated fuel), reprocessed uranium and separated plutonium held at the end of the reference year. 2. Total inventory includes natural uranium contained in concentrates ("yellowcake") and natural uranium equivalent contained in UF6, LEU or as unused fabricated fuel. It includes borrowed material, but excludes material loaned to third parties or held on behalf of third parties. It includes pipeline material and can be held at any point of the fuel cycle, prior to loading in the reactor. 3. Secondary sources inventory includes reprocessed uranium and separated Plutonium. 4. Strategic inventory is defined as the minimum desired level which would be maintained for security of supply, based on policies set by your company or governing agencies. 13 Case study no

8 Fictitious data created for the purpose of training Proforma A - should reflect EUP deliveries or SWU service deliveries or ERU deliveries, should reflect only physical deliveries of EUP or SWU - it is recommended to make an explanatory comment in the "comments box" while reporting not a standard contract e.g. ERU delivery 15 Proforma A Fictitious data created for the purpose of training Physical deliveries of SWU services or EUP are executed - SWU details are reported in the relevant section of Proforma A and in the relevant section of Proforma E2 - feed content for enrichment services should be reported in the relevant section of Proforma A and, if relevant, in Proformae E1 and D - EUP quantities should be reported in the relevant section of Proforma A - Purchase of SWU credits with deliveries estimated for future years should not be reported in Proforma A, but in the relevant cell of Proforma E2 indicating future deliveries. 16 8

9 Example: Fictitious data created for the purpose of training Proforma E2 Data from Proforma C 17 Proforma A Physical deliveries of EUP are executed, while there is no Feed content contract. - ESA creates an AGN reference for Feed content, which is communicated to utility in ESA correspondance - Details with regard to the created reference for feed content should be reported 18 9

10 Proforma A Physical deliveries of ERU are executed. - 50% reduction for SWU related to ERU use is notified by ESA, in Proforma A the total amount of SWU should be reported it is always recommended to make an explanatory comment in the "comments box" - Do not indicate the NatU equivalent in Proforma D for ERU deliveries 19 Case study no
