4 Executive Summary Executive Summary 1. Introduction 1.1 Background According to the Ministerial group agreement dated January 14, 2003, assigned the Ministry of Natural Resources and Environment to consider and find alternatives to reduce the use of plastic and foam by coordinating with related organizations. In order to select the appropriate measures for reducing and recycling plastic and foam as much as possible prior to the final treatment and disposal. The use of plastic and foam has been increased gradually. In 1992, 1.12 million tons of plastic were used and increased to 2.93 million ton in B.E.2546 or equivalent to 10 times within 10 years. This caused the increasing of plastic and foam wastes in environment with the percentage of 16% of total wastes or 2.3 million tons. These wastes have been disposed off in landfill site as general waste. These types of waste required the areas more than organic or food wastes 3 times since their volumes were greater than food waste and high tolerant for the compressing process. Furthermore, they required more times for decomposing these wastes, resulting in the releasing of toxic substance that may affect the human health and environmental problems. Therefore, in 2003, Pollution Control Department (PCD) asked Energy and Environmental Centre, Kaset-sart University to conduct the feasibility study, impact assessment of plastic and foam products management, recommend the alternatives and measure the reduction of plastic and foam usage in department stores and retails shops. The recommendations earned from this project are the economic, regulation, taxable, technology and reception measures that will influence the trader and consumer. This is necessary to apply further for target groups. In order to achieve the aims, PCD launched the project of plastic and foam reduction and the results could be expanded and applied for reducing plastic and foam wastes in department stores and convenient stores. 5 Executive Summary 1.2 Objective To create the network for coordination and cooperation of plastic and foam reduction in department stores and convenience stores. 1.3 Target Department stores and convenience stores in Bangkok and their vicinities applied to join this project at least 60% and support the activities. 1.4 Operational period 135 days 1.5 Scope of work or Procedure 1. Coordinate all department store and convenience store office centers in Bangkok and its vicinities to clarify the project description and asking for the coordination to apply and perform the activities. 2. Coordinate department stores and convenience stores at least 60% of applied agents in order to set up the action plans for reducing plastic and foam. The contents of action plans should cover the alternative, method and focusing the network establishment, operational period, and monitoring and evaluation of project. 3. Follow the designed action plans and analyze the problems and obstructs of project. The recommendation and alternatives of mentioned problems should be provided for effective operation, the period of operation would be at least 45 days. 4. One day seminar should be conducted to summarize the project performance and obtain public participatory towards project as well as the evaluation result in issue The invited participants from related agencies should be at least 50 persons. 5. Summarize the project performance, publish the document of project and guidelines for reducing the plastic and foam in department store and retails shops to PCD after project completion for 500 copies The Office of Public Health and Environmental Technology Services (OPHETS) page2

The results of customer attitudes The survey of project monitoring and evaluation was performed for 200 customers at Future Park Rangsit; the result can be summarized as follows. 4.1 General information and knowledge on the use of plastic and foam characteristics It was found that 60% of respondents were female and 40% were male. The major age group was years (74.5%). The result indicated that 34.5% of respondent was student. The results of attitude survey were summarized in Table Behavior and attitudes towards this project Mainly, customers used plastic approximately 6-10 bags per week with 31%. They awared and gave the priority of plastic and foam reduction (58%). The respondents had the method to manage plastic and foam waste (39.5%) by means of the reuse (53.5%) and selecting to activity that used a few plastic bags. 17 Executive summary support project and agreed to have the promotion or campaign of plastic and foam reduction. The respondents (98%) indicated that this project was good. The results of proponent attitudes in Future Park Rangsit During January-June 2005, the reduction of waste can be done in the ranges of 71,802 98,696 kilograms per month with the average of 87,825.5 kilograms per month from total wastes of 366, , kilograms per month or equivalent to 423, kilograms per month. Wastes can be reduced 22%. Regarding to the recycled materials in terms of plastic from the shops located in this department store, it was determined as 2, ,283 kilograms per month in the period of 6 months (January June 2005) with the average of 3, kilograms per month (12.77% by weight of total sold recycled materials (average of 29, kilograms) or equivalent to 0.88% of total waste (423, kilograms per month) The Office of Public Health and Environmental Technology Services (OPHETS) page 14

19 Executive summary The operation was performed in the department store and shopping centre for 45 days started from August 1, 2005 to September, However, some activities have been carried out consecutively under the supervision of OPHETS, Faculty of Public Health, Mahidol University until the complete phase. After the end of this project, Pollution Control Department and related organizations will have the alternatives to support the activities. The results can be classified into 2 types namely quality aspect and quantity aspect. For the quality aspect, it indicated that customers and people have been interested and joint the project, some activities were conducted such as using utensil replaced the plastic bag, using one bigger bag when shopping at the department store, avoid using foam for food container, etc. The major respondents reported that this project could reduce the plastic and foam wastes. Regarding to quantity aspect, the monitoring program was very difficult since the limitation of time for operation and the conducted activities were the knowledge distribution and awareness establishment of waste problems. The reduction programs were not performed clearly such as the refuse of plastic bag. However, the pilot project was done at Top Supermarket; it was found that it could reduce the plastic bag 3-4%. Concerning the proponents of department store and convenience store, they were interested in joining the project since it had been reviewed that this project was good to promote and distribute knowledge, awareness of waste problem particularly plastic and foam. Furthermore, it could draw all participates to take the responsibility and the reduction of expense for the plastic bag. According to the time limitation, other proponents did not make decision to join the project. 6.2 Result of coordination achievement from the companies owners of department stores. The activities joined with 6 organizations; Future Park Rang-sit center, Top supermarket: Rang-sit branch, Big C supercenter: Rang-sit branch, Robinson department store: Rang-sit branch, Seacon Square and Tesco-Lotus. The achievement factors for reduction of plastic and foam useful can be summarized as follows The organizations or the leaders of the department stores or convenient stores have good visions and policies to manage their wastes or their surroundings. Furthermore, they realize to solve their problems with the governmental sectors for coordinating together The activities for reduction of plastic and foam can operate for department stores which don t change their activities or haven t been worry to them such as the The Office of Public Health and Environmental Technology Services (OPHETS) page 16

20 Executive summary broadcasting activities. Normally, department stores and convenience stores have promoted to the publicity. The customers can perceive their activities all times. So the broadcasting activities performed in suitable times by the public relation staff of center The activities for reduction of plastic and foam are positive patterns activities for department stores or convenience stores owners. As the prices of goods are not changed. 6.3 The evaluation of this project Qualitative evaluation This project can be evaluated in terms of quality by means of questionnaires through the attitudes of 200 respondents. It was found that 64% of respondents agreed to join and support project. Ninety eight percent agreed to have the promotion or campaign of plastic and foam reduction. In addition to that, almost respondents select activities for reduction of plastic and foam such as using utensil to replace the plastic bag, using the bigger bag when shopping at the department store, etc Quantative evaluation The evaluation of this project in terms of quantity aspect was very difficult since there was the limitation of time for operation. However, the factors for evaluation of this project in the department stores or convenience stores are not only the period of the time, but also the seasoning, the festival and the economic, etc. However, OPHETS can evaluate the coordination of project achievement to other activities in department stores and convenience stores. The results can be summarized as follow. 1) The activities for reduction of plastic and foam of Big C Supercenter will be done broadcasting by mean of poster presentation in 43 branches throughout Thailand. 2) The activities for reduction of plastic and foam of Tesco-Lotus will be done broadcasting in 3 branches (In-Dra branch, Sukhumwit 40 Rd. branch and Ladprao branch) at the beginning and 174 branches throughout Thailand. In addition to that, Tesco-Lotus will sell the bigger bags (10 baht per one bag) for reusing the utensil and reduction of the smaller bag use. 3) The activities for reduction of plastic and foam of Top supercenter will operated in 10 branches. Now the managers are considering the patterns of activities. Furthermore, the CENCAR Co.Ltd. (Carrefour stores) will consequently coordinate the broadcasting activities for reduction of plastic and foam project in their department stores. 21 Executive summary Guides to the future expansion of networking for coordination and cooperation of plastic and foam reduction. The results of the seminar (on 1 November 2005) can be summarized as follows. 1) The PCD should be the organization center for planning the procedures or setting the details (in lines of business) of plastic and foam reduction and coordinating with the department stores and convenience stores. 2) The proponents require pressuring the society, arousing the attitudes consumers for the problems of plastic and foam wastes, promoting the reduction of plastic and foam such as using utensil replaced the plastic bag, using one bigger bag when shopping at the department store, using the UV or BIO Degradable bag, using only necessary bag, etc. Furthermore, invitation or persuasion the customers to select the department stores or convenience stores mentioned or established the awareness or the responsibility for our environment should be done. It can be department stores or convenience stores used the strategic of the plastic and foam reduction activities in their business The expected result of the networking expansion for coordination and cooperation of plastic and foam reduction to the regions. If the activities of the plastic and foam reduction operate the regional department stores or convenience stores, the head of department stores or convenience stores will have the basic policies or implements to the branches. The followings are the performed activities 1) Promoting by means of the brochure distribution, broadcasting and other techniques for the customers to reduce the plastic and foam (1) Promoting the reduction of many small bags. (2) Promoting the reuse of the plastic bags. (3) Promoting the use of plastic bags that can not reuse. 2) Describing the cashiers of department stores or convenience stores to ask the requirement of the customers (1) Promoting the reduction of plastic bags for the package can catch or carry. (2) Promoting the reduction of double bags. (3) Promoting the use of efficiency bags. 3) Promoting the use of utensil or the reuse of plastic bag (1) Promoting the use of HDPE plastic bags. 22 Executive summary (3) Promoting the use of utensil replaced the plastic bag such as cloth bags (have the bonus for the customers using the utensil replaced the plastic bag). 4) Promoting the use of the plastic bag that have the logos, pictures or the messages for reducing the plastic and foam in the department stores or convenience stores 6.4 Problems and Obstacles The project was done in the short period (135 days) for the whole activities however, the problems and obstruct of this project can be summarized below A few respondents joined the project and could not cover the Convenience store which was the target group due to time limitation. Due to Chain store having many branches, it could not make decision during the time of study. The reasons were simply due to the impacts of project for customer services, disadvantages as compared to the other proponents who did not join this project The action plans required more budget to perform the project, the proponents were not sure on the outcomes of this project. Therefore, they did not decide to do yet, however they require the supports form governmental sectors as pilot project. Furthermore, the many activities need the budget to do such as the promotion activities (brochure production, the advertisement via many medias) including the rewards to motivate the customers to motivate people to join the program The mentioned activities in the action plans could not be implemented exactly as indicated in the scheduled since the time limitation and some organizations were not ready to perform. Some activities might change the step or procedure of current works and some activities needed the training program prior to operation Some activities must be conducted continuously with the sufficient operation time. The short period of operation might cause the misunderstanding There are two parallel projects run by Department of Environmental Quality Promotion with the same target. 23 Executive summary 6.5 Recommendations from seminar There are 3 main aspects mentioned in this seminar that hold on 1 November 2005 namely: (1) the pattern of network extension to join the project (2) Role of governmental sector to support the project (3) Role of proponent site to maintain the project as sustainable project. The results can be summarized below The alternative to expand the network, it can be done by the coordination and agreement of governmental sectors and private sectors The proponents required supporting from governmental agencies to promote, establish the awareness and the enforcement of legal in terms of tax payment At the initial stage, the proponents required governmental sector to perform the project for the department stores and convenience stores by means of continuous promotion to be sustainable project. 6.6 Recommendations for the implementation of project According to the problems and obstacles mentioned above, the following are the recommendations for this project Pollution Control Department as governmental sectors should provide sufficient budget to perform the activities of project promotion for department store and convenience store. If the budget is limited, it might not achieve the objectives and targets Pollution Control Department should draft the procedure for the proponents as a guideline to follow and should be the core organization to perform the activities. The people would be familiar to follow that may lead to the successfulness Governmental organizations should support and promote agencies /firm that have the promotion activities to reduce the using of plastic and foam. In addition, the research should be provided for the modification of utensil to replace the use of plastic and foam Pollution Control Department should set up the similar project covering other areas of the country. Furthermore, there should be the program for all concerned groups such as the production sector, distributor, consumer and local organization who deal with waste management. There should be the evaluation program to monitor the previous projects, the problem and obstruction or operation project, the sustainability of The Office of Public Health and Environmental Technology Services (OPHETS) page 20

PCD should support the proponent to conduct the activities continuously Project run by governmental sector should be examined the double working that might cause confuse to people to refuse the project coordination Governmental sector should support the proponent who joined the program as a volunteer by means of various techniques such as incentives or others The volunteer approaches could be done the first stage (1-5 years), if the project could not be done continuously, the government should find the alternatives such as economic and legal approaches. However, the effect of the approaches should be taken into account The activities recommended to the proponents who did not join the program were the promotion by means of broadcasting, knock door approach, promotion by walking through the stores and extra channel for customer who did not use plastic bag Referring to the implementation of action plans, it could be classified the types of proponent into 3 types of (i) Department Store Centre (ii) Department store and (iii) Supermarket. The activities for reduction of plastic and foam use can be summarized as follows. 1) Department Store Centre According to the characteristics of department store centre, each proponent has their own management.
