1 Deviation from a Railway Group Standard (In accordance with the Railway Group Standards Code, Issue Four, part 7 and the Standards Manual, part 16) Deviation number: DEV Revised: 12/12/ Problem statement There is an existing non-compliance on Southall Platform 3 for distances between the edge of the platform and the canopy's four supporting columns. This non-compliance will be temporarily worsened, to accommodate track slews required under the Crossrail surface works, until a permanent compliant canopy can be designed and implemented. 2. Requirement Number: Document Number: Issue Number: Issue Date: Title of document: GIRT7016 Five 01/03/2014 Interface between Station Platforms, Track and Trains Isolated columns for new lighting, signs or other equipment (for example, stop markers) or alterations (as defined) to such items shall be located to provide the following minimum distances to the platform edge: a) 3000 mm where the permissible or enhanced permissible speed on the line adjacent to the platform exceeds 100 mph (160 km/h). b) 2500 mm at other platforms. 4. Why can't you comply with the existing requirement? As part of the Crossrail surface works, the Down Relief track is slewed, this encroaches into the existing non-compliance area on platform 3, further reducing the distance between the canopy supporting columns and the platform edge. The track slew is to be undertaken in May 2016; however, the new compliant canopy will not be in place until December A temporary deviation is sought until the existing canopy is removed and replaced with a permanent compliant canopy which, as per current programme, is December The planned track slew of the Down Relief cannot be achieved without narrowing Platform 3 at the country end with a maximum reduction of 171 mm. The greatest narrowing distance is recorded at the country end of Platform 3, between the last canopy support column 4, and platform edge is 171 mm (Image 2). The amount of narrowing decreases gradually towards the London end, down to 113 mm. The temporary deviation will provide sufficient time to design a compliant replacement structure whilst considering the final location of the new footbridge. The final structure will address Railway Group Standard requirement; in effect, will assure a compliant distance between platform edge and canopy columns. Four canopy columns are affected by the platform width reduction. The columns are made of cast iron and are ~200 mm in diameter with a distance of 9 m between each of the columns along the platform. The first two doors positions of the train fall within this noncompliant zone when the train is stopped. 5. Where can't you comply with the requirement? Southall Station Platform 3 canopy - the existing canopy columns (4Nos) are the only element affected by this work; the canopy does provide Mechanical and Electrical routes, but these are not impacted and are not considered as part of this deviation. The affected section of platform is to demolished over the Easter Weekend (25-28/03/2016) and replaced with a temporary platform to the existing position. The track slews are due to take place over the May bank holiday weekend (30/04/ /05/2016) at which point the platform edge will be reconstructed to the new dimensions. The new platform height, offset and recess dimensions will be compliant from this point, however, the columns will remain under this deviation until the canopy is replaced in The following controls have been discussed and agreed with Great Western Railway and Heathrow Express: a) On-site risk assessment conducted in order to identify hazards and risks prior to the commencement of the temporary deviation (outcome of Risk Assessment session attached). b) Train stopping point moved 9 m towards the London end in order to increase the driver's visibility with respect to the edge of the platform and place less of the train doors within the non-compliant area. c) Arrange for test trains to stop at the new stopping position in order to assess the feasibility of the proposed new stopping point. Both Great Western Railway and Heathrow Express confirmed acceptance of test results carried out on 26/02/ Image 10 and Image 11. Deviation number: dev Revised:12/12/ of 7

5 d) Yellow hatching to be painted on the copers where the temporary deviation takes place. e) The barrier fencing to be extended from canopy column 4 to column 3 shortening the operational platform and reducing the length of the non compliance. This is enabled by the movement of the train stopping position further back along the platform. This will be clearly marked as non operational platform and an anti-trespass panel used to prevent passengers encroaching on the wrong side of the barrier. Note: The applicant has noted that pedestrian flow analysis has been instigated but is not yet available to support this application. It is not expected that pedestrian flow will be significantly affected by this deviation. This temporary deviation will allow time for the following activities to take place to deliver a compliant canopy solution: a) Develop a GRIP 5 design for a replacement canopy for Local Authority planning approval, with agreement from all relevant stakeholders. b) Plan works to allow construction of a replacement structure without affecting existing, to provide continued passenger shelter provision throughout. c) Plan and complete de-commissioning of the existing canopy to remove the temporary deviation by December 2017 or prior to this date. 7. How long would you like the deviation to last and is there anything that would affect the length of the deviation? Start date End date 31/03/ /03/2018 To allow time to comply with the requirement at a future date. This section of the certificate was revised on 12/12/2017 to extend the validity of the certificate from 12/01/2018 to 14/03/2018. An application was made to Standards Committee in September 2017 to make this deviation permanent on the basis that the works to remove the non-compliance were not going to progress. This application was rejected. The extension to the deviation has been made on the basis that the project team are developing a scheme to remove the section of canopy which is non-compliant. 8. Demonstrate that what you are proposing to do instead is reasonable. A Health and Safety risk assessment has been conducted in collaboration with the stakeholders in order to identify mitigation measures to address the temporary deviation. The temporary deviation will take effect from 01/05/2016 and remain in place until 12/01/ Demonstrate consultation with all affected parties has been carried out and their agreed support. 6 Great Western Railway, Heathrow Express, Crossrail Ltd, local residents and commuting traffic. a) Great Western Railway, Heathrow Express and Network Rail held a successful operational assessment on 09/02/2016. b) Great Western Railway, Heathrow Express, Vinci and Network Rail held a successful operational risk assessment on 22/02/2016 (attachment). c) Great Western Railway and Heathrow Express have supported the proposal as per the attachments. 10. What alternative options have been rejected and the rationale? The requirement for deviation was identified as part of the GRIP 5 design development of the track alignment design. Several options were reviewed to avoid the non-compliance and subsequent deviation; some of the options considered are listed below: Partial removal of canopy to make it compliant, If the track slew could be avoided in design, If the track slew can be delayed, Removing canopy and replace with temporary shelters. It has been concluded that none of the above were feasible due to the staging of the works, and that the safest method to address the issue, whilst maintaining the operational use of the platform, is by requesting a derogation until a permanent design is developed and can be agreed with the Local Authority through the planning approval process. 11.
