SESAR SUPPORTING GLOBAL HARMONISATION AND INTEROPERABILITY Michael Standar, SESAR JU Chief Strategy & External Affairs

Mobility challenges and opportunities

The need for harmonisation/interoperability Ensure that the same flight/aircraft can operate in all systems; Ensure that common standards are available when needed; Minimize costs by sharing results and efforts. 3

The European context

The Single European Sky The Single European Sky 18 Driven by performance A holistic approach Increased Capacity Greater Safety Lower costs Lower Environmental impact Safety, Technology, service provision Civil & military users, providers Human factor Global interoperability High Level Goals Challenge Dedicated & evolving legal framework Involving & supporting stakeholders tkhld Implementing & managing change in a complex multi national environment Binding EU Regulations/Decisions Implementing instruments & mechanisms Civil Military cooperation Governance Cooperative mechanisms Incentives

The SESAR Project Dfii Defining, delivering dli i & deploying solutions SES Performance targets Common Projects Dfiiti Definition Development Deployment DEPLOYMENT MANAGER European ATM Master plan SESAR 1 & 2020 WP SESAR solutions Deployment Programme Implementation projects 1 project 3 interrelated processes

Involving all Actors The SJU was established by Council Regulation (EC) 219/2007 The SJU was further extended dby Council ilregulation (EU) No 721/2014 of 16 June 2014 Airports Ground Industry Airborne Industry Service Providers ANSP, etc. Staff associations Airspace users National Authorities/ Military R&D community

The European ATM Master Plan The ATM Master Plan is the agreed roadmap identifying the "Essential Operational Changes" for development and implementation leading to the full deployment of the SESAR solutions by (RPAS and Cyber Security activities included) Contains: Performance ambitions (The Why) Description and prioritization of technical solutions and mapping to the ICAO Global Context, standards and regulations (The What) Deploymentscenarios (The Where andwhen) Investment needs and performance gains over time (The How Much)

WHAT: Considering trends & value chain

WHY: Delivering value to airspace users & passengers

WHEN: Reaching the market on time Technology is like fish. The longer it stays on the shelf, shelf the less desirable it becomes. Andrew Heller, IBM

WHAT: developing the aviation ecosystem TODAY WITH SESAR SESAR DEPLOYMENT FIRST SET OF SWIM FIRST SET OF SWIM SERVICES

WHAT: Extended Arrival Management (E AMAN) Cross border E AMAN fo London Heathrow (XMAN) Heathrow is one of the world s busiest dual runway airports Operations are at full capacity Average holding is 8 mins (fuel intensive) XMAN flight trial results (since April 2014): Reduction of up to 1 minute in holding times 1.25 million in fuel savings Reduction by 5,000 tonnes in CO 2 Reduced noise for communities underneath the stacks Extra aircraft slotted in represents approx. 1 million extra revenue for the airport per annum Traffic synchronisation To be deployed in 24 airports across Europe by 2024 covers all aspects related to improving arrival/departure management and sequence building in en route and TMA environments. It aims to achieve an optimum traffic sequence

WHAT: Ground/ground interoperability Share updated and enriched flight trajectory information Better forward planning Allow earlier optimization of flow and reliable sequencing of traffic Seamlessly manage flights across borders Validation status Validation exercises underway since 2013 Pre operational validation (involving ATCOs) achieved in Q Final validation in 2016

WHAT: Remote Tower Services Manage remotely the traffic situation in real time of one or more airports OUT THE WINDOW VIEW Technology Video cameras with zoom in and infrared Ground sensors 360 panoramic high resolution screen Navigation aids SESAR validation exercises: Cost Effectiveness Able to operate for longer periods Lower staffing costs Supporting Regional Economy

WHAT: Airport Operations Centre (APOC) Example of A CDM 1 st SESAR derived dapoc opened for business Prevents islands of knowledge Improve information sharing at airports Improved efficiency i and predictability of flights The opening of the APOC is a major milestone for Heathrow, bringing to life many months of planning and hard work. It is also recognition of quality of solutions that the SESAR Programme is delivering in response to the airport operational needs Normand Boivin, Chief Operating Officer, Heathrow AIrport.

WHAT: Initial 4D TBO Sharing and synchronising air/ground Trajectories Improved predictability Better consistency of air and ground trajectories Enhanced automation between air and ground Enhanced conflict detection and resolution Flying to a time constraint when traffic requires it More strategic management of arrival flows, less tactical interventions Improved flight efficiency through p g y g optimised speed and descent profiles

WHAT: Combining solutions for maximum benefit Extended AMAN Horizon 4D Trajectory Management

WHAT: Demonstrating SESAR Solutions Worldwide 66 demonstration projects 30,000+ flight trials More than 50 locations

SESAR supports global harmonisation and interoperability: Operating under the SES legal framework to increase overall network performance and interoperability Bi Bringing i in all actors early in development and operational validations of SESAR solutions for implementation. Aligning the European ATM Master Plan by supporting the ICAO GANP/ASBU s, close collaboration with other modernisation initiatives in other regions of the world, notably between SESAR andnextgen as well aswith StandardsMakingOrganisations Organisations. Recognising gthe performance needed in the next 25 years and the opportunities and challenges ahead Validating and demonstrating performance benefits of interoperable SESAR solutions The pardigm of seeing is believing. 23
