1. Introduction - Qinghai Tibet Line (7) Opening the Qinghai- Tibet line, the highest railway in the world On July 1, 2006, the 1142km new line between Goldmud and Lhassa is commissioned, which climbs up to 5,072 metres. 154 million euro budget was granted for environmental protection. High technologies are used, such as GSM-R communication system, 35 Kv long-distance power supply, high power diesel locomotive and pressurized coach. Podala Palace in Lhasa 9/25/2007 9

1. Introduction - Administration structure (8) Tertiary Administration System: Ministry of Railways Subsidiary Institutions i.e. Projects Management Center Railway Administration Bureaus (18 ) Subsidiary Enterprises i.e. CRCTC, & PDL Companies Railway Stations & Depots (627) 9/25/

2. The 11th Railway Five-year Program ( ) (1) Major Targets : 1) to build up a high-speed passenger transport network. By constructing PDLs (with a total of 7000 Km), developing intercity track transport and renovating and speeding up the existing lines, a high-speed passenger-transport network shall be built, which takes Beijing, Shanghai, Guangzhou and Wuhan as pivotal centers. By 2010, passenger trains shall be able to run at 200 Km/h on the existing 13,000 Km lines, while the high-speed passenger transport network shall reach Km. 9/25/

2. The 11th Railway Five-year Program ( ) (2) 2) To strengthen coal transport corridor. By 2010, the capacity for coal transport corridor shall be over 1.5 billion-ton. 9/25/

2. The 11th Railway Five-year Program ( ) (3) 3) To strengthen the construction of harbor- and porttransport corridors. To build 18 container logistics centers in major cities as Beijing, Shanghai, Guangzhou etc, construct double-deck container train transport corridors, and develop multi-mode through transport. 9/25/

2. The 11th Railway Five-year Program ( ) (4) Chinese Railway Network 5) To greatly expand railway networks in Western China. 9/25/

2. The 11th Railway Five-year Program ( ) (5) 6) to modernize technical equipment and facilities Guideline for rolling stocks and locomotives manufacturing: domestic manufacturing, import advanced technologies, design and manufacture by co-operation, and make Chinese brandproducts. To construct a modern railway information system 9/25/

2. The 11th Railway Five-year Program ( ) (6) 7) Main Transport Targets by 2010: Key indices Coal-transport corridors capacity: 1.5- billion-ton or above; Passenger Transport Volume: 1.9 billion person-time Passenger Transport Turnover: 820 billion-person-km Freight transport amount: 3.2 billion-tons 0 Track length (1000km) P.Trans.(100 m- person) F. Transp.(100 m-ton) Freight transport turnover: 2500 billionton-km /25/

3. Forward-leaping development strategy Targets (1) In 2003, Minister announced a forward-leaping development strategy, with the following major targets to be fulfilled by 2020 : Transport capacity: Km tracks in total, with Km PDLs Technology: import advanced technologies, design and manufacture by co-operation, and make Chinese brand-products Modern enterprise system 9/25/

3. Forward-leaping development strategy - Strategies (2) Strategies for Infrastructure Development: Build dedicated lines for passenger and heavy haul lines for freight in traffic density areas Construct the necessary new lines in the West of China Qin-Shen dedicated passenger line designed for a operating train speed up to 200km/h 9/25/

3. Forward-leaping development strategy - Strategies (3) Strategies for Passenger Development: Increasing train speed up to km/h on PDLs; Reduce the journey time on conventional lines, esp. for inter-city lines (200km/h) Develop urban railway 9/25/

3. Forward-leaping development strategy - Strategies (4) Strategies for Freight Development: Develop heavy haul for bulk, esp. for coal, and fast freight train(120km/h) Create inter-modal or container network (double stacked) Create logistic chains IT application: Transport Management Information System (TMIS) 9/25/
