1 SUBSTATION TECHNICIAN East River Electric is seeking a substation technician to assist in the operation, maintenance, and installation of substation apparatus. This role requires the ability to install, maintain, test, adjust, troubleshoot and repair substation equipment. This includes, but is not limited to, electromechanical, solid state and microprocessor regulator control panels, indicating meters, recording instruments, regulators, transformers, and capacitors. The position will require the frequent use of computers to control, test, and program equipment, as well as the use of common and specialized tools and equipment needed for the job. The position will occasionally require working from ladders, structures and aerial bucket trucks to heights of approximately 50 feet. This is a full-time regular position. The successful candidate for this role will have, or have the capability, to acquire working knowledge of substation step voltage regulators, regulator control panels, transformers, and other substation apparatus. There is a residency requirement for this position and the applicant selected will be required to live in close proximity to Madison, SD. Position Requirements: Associate degree in electrical construction, automation controls, substation, or powerline construction with a minimum two years of related experience preferred. A minimum five years experience in electronic/electrical maintenance may be considered in lieu of a degree. Possess or able to obtain Class A Driver s license. Proficiency with computer technology. 2 POSITION DESCRIPTION Apprentice Substation Technician Reports To: Substation and Equipment PCB Foreman Directly Supervises: 0 Division Department Grade Classification Survey Group Operations Transmission and Substation 00 Trades and Crafts POSITION SUMMARY: RESPONSIBILITIES AND DUTIES: To assist in the operation, maintenance, and installation of substation apparatus; the testing of oil and equipment; the handling of PCB oil and equipment; the implementation and up-keep of computerized records. Keep the Substation Equipment and PCB Foreman or Substation Superintendent informed about work that has been accomplished and work in progress. Consults with him/her concerning problems which hinder efficient completion of the duties and responsibilities of the position. Foster a collaborative team environment by providing assistance, information and other support to coworkers and ensuring regular, consistent communication takes place. Test and maintain substation apparatus, such as voltage regulators, regulator and LTC control panels, power circuit breakers, switches, fused disconnects, electrical bus, substation wiring and conduit, station service wiring and transformers, power transformers, fan controls and wiring, capacitor banks and controls. Use computers, proprietary software and communication mediums to communicate with electronic devices for programming and data collection. Perform or assist with analyzing data from electronic devices such as regulator panels and SCADA to determine proper operation of the equipment in service. Filter oil, perform oil screen testing, and analyze test results to determine issues with oil quality. Clean and paint substation apparatus and other items as directed. Assist with acceptance, transfer, and keeping of records of PCB oil shipments and associated billing cost information. Assist in maintaining and distributing department test records and reports as required by cooperative policies and maintenance and regulatory standards. Assist with ordering and maintaining parts inventory of substation apparatus spare parts. Assist or perform underground locates of East River facilities. Assist or perform power quality testing by operating electronic, electrical, video, and computerized test equipment. Page 1 of 3 January 2018

3 Keep Substation Equipment and PCB Foreman advised when unavailable for duty and keep him/her advised where he/she can be reached in case of emergency. Assist or perform the installation and/or removal of substation apparatus and/or facilities by operating heavy equipment and helping other equipment operators. Assume responsibility for safe and proper operation and maintenance of all vehicles and equipment assigned. Coordinate with the East River or external utility system operator all activities requiring their notification. Requires the use of initiative and judgment in making decisions consistent with East River s strategic plan, and in the cooperative s best interests. Proposes new approaches, methods or technologies for the improvement of operations and efficiency. Apprentice technician will confer with the Substation Equipment and PCB Foreman in making decisions when policies are not clear, or require interpretation. Presents a cheerful, positive and professional manner in all contacts with member systems, other utilities, industry contacts, and the public. Perform all work in accordance with established safety rules and in the most efficient and safe manner as possible, all the while fostering safe work practices and mindset. Report to the Substation Equipment and PCB Foreman or Substation Superintendent all near miss incidents involving himself/herself, assigned equipment and vehicles and all incidents resulting in bodily injury and/or property damage. Also he/she will submit incident reports in accordance with cooperative policies. Assist in keeping the cooperative s property neat, clean and in good general condition. Perform other job-related duties and responsibilities as assigned. Requires finger dexterity, and effective communication and interaction skills, including speaking, hearing and vision capabilities. Uses visual inspection to verify proper color convention, often involving small components. Occasionally shovels dirt and works around noisy equipment, dirt, dust and fumes. Operates heavy equipment. Occasionally works in trenches, man holes, and other confined spaces. Travel may be required with overnight stays when working away from home.
