1 EGG HARBOR TOWNSHIP POLICE DEPARTMENTAL DIRECTIVE Date Issued: June 26, 1997 Date Effective: Immediately Directive: GENERAL ORDER Directive # 97-7 Subject: AT THE ATLANTIC CITY INTERNATIONAL AIRPORT Section # K-9 The following procedures will be utilized for incidents involving aircraft accidents at the Atlantic City International Airport: I. Initial Call - Alert 1: A. Upon receipt of an Alert 1 at the Atlantic City International Airport, the dispatcher shall do the following: 1. Dispatch area car to South Jersey Transportation Authority firehouse (old FAA firehouse) and standby at AOA Gate #5. II. Initial Call - Alert 2: A. Upon receipt of an Alert 2 at the Atlantic City International Airport, the dispatcher shall do the following: 1. Dispatch EMS according to EMS policy. 2. Dispatch area car to South Jersey Transportation Authority firehouse (old FAA firehouse) and standby at AOA Gate #5. III. Initial Call - Alert 3: A. Upon receipt of an aircraft accident or Alert 3 at the Atlantic City International Airport, the dispatcher shall request the following information from the caller: 1. Size of aircraft. 2. Number of souls on board. 3. Location of plane crash or Alert 3 on airport property. 4. Name and telephone number of caller. ** NOT FOR PUBLIC DISSEMINATION **

2 Page Two IV. Initial Dispatch - Alert 3: A. The dispatcher shall do the following after receiving the telephone call from the airport: V. Notifications: 1. Dispatch EMS and Fire as requested by the airport. 2. Dispatch area patrol car to respond to South Jersey Transportation Authority firehouse (old FAA firehouse). 3. Make announcement over EMS channel: "Egg Harbor Township to all Stations; Egg Harbor Township to all Stations. Atlantic City International Airport advises of an Alert 3 and requests EMS Task Force (1, 2, 3 or all). Repeat announcement. A. The following notifications will be made: 1. On-duty Police Officer in Charge. 2. Communications Official for additional dispatch personnel (Alert 3). 3. Egg Harbor Township Emergency Management Alert 3). B. Other notifications that may be requested (Alert 3): 1. Atlantic County Fire F Atlantic County Emergency Management Coordinator. 3. Absecon Police, Galloway Township Police, Hamilton Township Police, State Police/Expressway to respond to their pre-designated traffic control points.

3 Page Three VI. Definitions: A. Alert 1: This indicates an aircraft approaching the airport with a minor equipment malfunction. B. Alert 2: This indicates a potential aircraft accident or incident where a pilot/company representative or control tower personnel have requested fire/rescue equipment standby. (Alert 2 closes the airport.) C. Alert 3: An aircraft accident/incident has occurred on or adjacent to the airport. VII. Police Procedures: A. The area patrol unit, along with the Officer in Charge, will report to Building The Officer in Charge will evaluate the situation and contact the Patrol Division Commander. 2. The Chief of Police or his designee may request a Police Recall (General Order #93-1, Section N-2). 3. The Chief of Police or his designee may request Law Enforcement Mutual Aid (General Order #81-36, Section K-5). 4. The Officer in Charge will start filling inner and outer perimeter positions. 5. Responding police support will stage at the Egg Harbor Township P.A.L. building on Tilton Road. VIII. Police Responsibilities: A. Chain of Command : The Egg Harbor Township Police Department takes command of all security and law enforcement procedures except those of a Federal nature. The Officer in Charge will work directly with ACT-6 and the Air National Guard Security Chief in coordinating the effort.

4 Page Four B. Crash - Inner Perimeter : The crash site will be secured by an inner and outer perimeter as designated by the Police Officer in Charge. 1. The inner perimeter will be secured by law enforcement officers only. 2. Police are responsible for the following: a. Securing all U.S. mail until the U.S. Post Master is on the scene. b. Securing all personal property of victims. c. Securing any weapons located on passengers. d. Flight recorder box. e. Drugs or contraband. f. Any other property at the scene. C. Crash - Outer Perimeter: The outer perimeter may be secured by law enforcement, FAA Security and ANG Security. D. Control Points: FAA Security, ANG Security and Egg Harbor Township Police are also responsible for securing all gates into and out of the Tech. Center. E. Crowd Control: Officers will also be placed in certain critical areas to control or prohibit media or spectators' entry. These areas include, but are not limited to, Gate 3 at the City Terminal where the survivors will be transported, and the hangar on the FAA ramp where a temporary morgue will be placed. F. Traffic Control Points: Traffic control points will have to be staffed according to where the aircraft accident is located in the airport (see attached maps). The only personnel who are authorized to go onto the airport property are: 1. Emergency response uniformed personnel in marked emergency vehicles.

5 Page Five 2. Emergency response personnel out of uniform who possess an Emergency Response Team card ONLY (sample attached). No one else is allowed access into the airport regardless of their identification card. 3.
