Zoosanitary Export Cedificate lmportea / Broker lnstructions DOCUMENTATION INSTRUCTIONS lmport PERMIT - Needed to import the animal or product at the time of import - Please contact the CFIA Centre of Administration to apply for an import permit BEFORE the animal(s) or thing(s) are imported. EXPORT CERTIFICATE -Is issued by the exporting country -Must contain all statements and information as required by the Import Permit CONDITIONS OF IMPORT The original or a copy of the signed origjnal of this permit and any other necessary import / export documentation pertaining to the shipment of animal(s) or thing(s) must be provided for inspection at the first port of entry. The conditions in this permit can only be changed or amended by a CFIA inspector. Any change to the permit by an unauthorized person will render the permit invalid. Accompanying export documentation must be issued in either English or French, The zoosanitary export documentation pertaining to the shipment must clearly describe the animal(s) and the country of origin. The export document must be issued within 30 days prior to exportation by an inspector of the Australian Quarantine and Inspection Service, DAFF. The CFIA import permit number must be indicated on the export certificate. Should the disease status of the country of origin change, the import shipment may be refused entry into Canada or be subject to additional quarantine and testing or treatment. 3 Automated rhpon Reference svst.m: lmpon Requirem nts follows: 1)The country or zone (as previously approved by the CFIA) remains free of the following diseases: (list all diseases for which country or zone freedom has been designated, as indicated in the import requirements). Africanized genetics - The country or zone of origin must have been designated by Canada as free from clinical or epidemiological evidence of the African honeybees, (Apis mellifera scuttellata), and Africanized honeybees hybrids including European honeybee hybrids with Africanized bees. Varroosis of honey bees remains a notifiable disease in the country of origin and the bee(s) must be certified as originating from a country or zone designated ftee from varroa (Varroa jacobsoni, Varroa destructor and other Varroa spp). Tropilaelaps spp. remains a notiflable disease in the country of origin and the bee(s) must be certified as originating from a country or zone designated free from Tropilaelaps spp. mites. The premises must be certified free of small hive beetle (SHB) (Aethina tumida) as follows: 1)All premises from which packaged honeybees are derived or prepared for export, from where they will be shipped to Canada, are located in a SHB-free zone in Western Australia or Tasmania. These zones are defined as being all Iand within the state boundaries of Western Australia, south of the Tropic of Capricorn and Tasmania. SHB has not been detected in these zones for at least 6 months immediately prior to export. These zones are recognized to be free of the SHB by the CFIA All locations from which packaged bees are derived or from where they will be shjpped to canada have been inspected for SHB with negative results by federal or state apiary inspection within thirty (30) days prior to export. The bee(s) must be free from contamination with the Asian Honeybee (Apis cerana) as follows: 1)The bee(s) or germplasm must originate from an apiary certified free from contamination with the Asian Honey bee (Apis cerana). The apiary must be certified free from bee diseases (AFB and EFB) as follows: 1)The apiary does not have any visible clinical evidence of American Foulbrood (AFB) and European foulbrood (EFB) when subjected to the following protocol: Five percent of the colonies or a minimum of 25 bee colonies (whichever is greater) must be randomly selected and examined from each of the packaged bee production and mating apiaries from which bees will be exported. Inspection for AFB and EFB must occur within 30 days prior to export. Bees will be eligible for export if no clinical evidence of AFB or EFB was found. Bee colonies will be examined as follows: Visual examination of brood for symptoms of AFB or EFB is required. Bee colonies used in queen production and mating apiaries must be free from visible clinical evidence of AFB or EFB. If either disease is found, queens will not be eligible for export. 4 Automated hport Ref ien(e Syslen: lmport R quir ments A declaration pertaining to the food supplied to the bees, signed by the shipper must accompany the shipment. 1)Food supplied to the bees during transit must not contain honey, or, if honey is used, the honey must have been irradiated to an approved level. The animal(s) described on this permit must be shipped by the most direct and appropriate route from the point of export to the address of destination in Canada. Transhipment through another country requires written authorization from the Canadian Food Inspection Agency. 1)Written approval for routing of the shipment of animals through another country must be attached to the permit and accompany the shipment. With the exception of changing planes, animals must not be off loaded at any port of call en route. a) Acceptable routing will be from Australia (Sydney, Melbourne or Brisbane or Perth) via Hawaii (*xacceptable only if no change in airplane occurs) or San Francisco or Los Angeles, USA; Seoul, Korea; Singapore; Hong Kong; or London, United Kingdom; or the CFIA may approve alternative routing options on request. b) Transit must be in a manner that (i) precludes the outside storage of the bees in transit; (ii) the shipment remains in a secure area on the airport premises, inaccessible to bees or bee pests (SUCH AS SNIALL HIVE BEETLE, WHERE APPLICABLE), and is kept separate from any other animals and animal products; and (iii) includes verification by a representative of the exporter or importer that the outer covering of each shipment is free of hitch-hiker bees or bee pests, prior to departure for Canada. The shipment may be ordered removed from Canada if the manner of shipping is found to be in contravention of transport regulations under the Health of Animals Regulations. The animals must be accompanied by a declaration by the certifying veterinarian or shipper in the country of origin stating: When transport is by air, transportation of the animals is in accordance with the International Air Transport Association (IATA) Live Animal Regulations, approved by the Office International des Epizooties (OIE). For all forms of transport, suitable arrangements have been made for the feeding, watering and care of the animals during transportation, as far as can be determined. IMPORTER'S OBLIGATIONS Documentation for importation must be presented to a CFIA inspector at the first pojnt of entry. The shipment of animal(s) must be presented to a CFIA inspector designated under the Health of Animals Act at the first point of entry. Prior arrangements must be made to ensure that inspection will be provided at the appropriate time. A physical inspection for the small hive beetle is required upon arrival at the port of entry and must be performed by an inspector of the CFIA. The packages must NOT be opened for packaged bees imported into Ca nada. 5 Automated lmpofi R.ference svstem: lmpon Requirements imposed by the Canadian province of final destination and any other Canadian province that the honeybees transit through en route to their final destination. The provincial apiarist(s) must be contacted prior to importation to obtain the current requirements. Some information contained in this permit may be released to the provincial government of the province of destination for the purpose of application and enforcement of that provincers beekeeping legislation. The importer must consult the provincial apiculturist of his province and provide him with the names of beekeepers who bought these packages. The importer is responsible for all costs incurred or associated with any testing or treatment of the animal(s) that may be required under the import permit or under the authority of the Health of Animals Act or the Health of Animals Regulations. The importer shall pay all fees for services required in respect of the importation under the National Animal Health Program Cost Recovery Fees Regulations in place at the time of importation. Consideration of an application necessary for issuance of a permit to import the described animal is subject to Class 1fees. The issuance of this pe.mit does not relieve the owner or the importer of the obligatjon to comply with any other relevant federal, provincial/territorial or municipal legislation or requirement. Failure to comply with the conditions contained in this permit or with the provisions of the Health of Animals Act and Regulations may result in the cancellation of this permit and will result in the forfeiture to the Crown of the animal(s) imported or in the removal of the animal(s) from Canada, all without compensation to, and at the expense of the importer. No person shall import any animal(s) into Canada frgm any country unless the animal(s) meet the conditions that are shown on the export certificate issued by the exporting country. The importer(s) are responsible for the animal(s) impoded their health, fitness, soundness, and freedom from disease, active or latent, and genetic or other defects. Where the canadian Food Inspection Agency (CFIA) carries out tests and takes precautions when animal(s) are imported into Canada to reduce the risk of the introduction and spread of disease in Canada, such tests and precautions do not constitute and are not a warranty, guarantee, assurance, undertaking or anything similar that the animals imported are healthy, flt, sound, free from disease, active or latent or genetic or other defects and such tests and precautions do not relieve or lessen the importer's responsibility as set out above. The importer, his heirs, executors, successors and assigns release and discharges Her Majesty the Queen in right of Canada and the CFIA of and from all claims and demands, damages, actions or causes of action arising or to arise by reason of the importation of the animals and agrees to indemnify and save harmless Her Majesty the Queen in right of Canada and the CFIA from and against all actions, damages, claims and demands which may be brought in respect of or arising out of the importation of such animal(s), their health, fitness, soundness/ freedom or otherwise from disease, active or latent, genetic or other defects. WOOD PACKAGING MATERIAL (for all origins except continental United States) Brokers/ Importers must attest to one of the following with respect to the packaging material being used to ship the product: - "Wood packaging contained with shipment displays the ISPM No. 15 compliant stamp." OR - " Wood packaging material is accompanied by a Phytosanitary Certificate ie: approved treatment per ISPi,4 no. 15. " (Please note that phytosanitary certificates are not accepted for wood packaging materials originating from China) OR - "Wood packaging material is made out of manufactured wood which is exempted from ISPM No 15." OR (when it applies) - "No wood packaging contained with shipment." The bees must originate from a SHB-free zone in Western Australia. The Permit and certificate must state the following: The country or zone must remain free of Africanized genetics, varroa, Asian Honeybee, Tropilaelaps spp, mite and small hive beetle. The food shipped with the bees must not contain honey or if it does the honey must have been irradiated The route of the shipment must have been adhered to as approved by the CFIA and shipping must prevent the addition of disease or organlsms to the shipment. Health of Animals Act and Regulations.Canadian Environmental Assessment Act Notes.The Health of Animals Act stipulates that an animal must reside in a country a minimum of 60 days before that country can be considered the country of origin,.the requirements of the Convention on International Trade in Endangered Species of wild Fauna and Flora (CITES) are not provided in this Memorandum. Refer to Memorandum D for further information and to ensure that restrictions do not apply. Exemption There are no exemptions to the requirements outlined in this section (commercial or non-commercial), Additional Relerences BEES - EXPLANAToRY NOTEST Fees for Import Permits - Honey Bees from Australia As a result of modifications that were negotiated in February 1999, for packaged & queen bees, the modlfied conditions surcharge ($65 for single-use permits or $115 for multiple-use permits) applies only to permits for honeybees from Australia. These modifications resulted from the incursion, in 14ay 1998, of Asian honeybees into Australia. Following a review ofaustralia's control and surveillance activjties, Canada negotiated modifications to its import requirements to allow the continued importation of European honeybees from all parts of mainland Australia, with the exception of the Northern Territory. The modified conditions surcharge will be in effect for all applications to import honeybees from Australia received between March 01, 1999, and March 01,2001. As the latter modification did not involve negotiations with Australian authorities, it incorrectly triggered the surcharge fee on permit applications received before March 01, Importers who submitted applications before this date will receive a refund or credit, as the case may be.
