2 APEC Cooperation Network on Green Supply Chain Progress Report Background Since the establishment of the APEC Cooperation Network on Green Supply Chain (GSCNET) by the 22 nd APEC Economic Leaders Meeting, to implement GSCNET proposed activities and further develop the network, the following progress on GSCNET has been achieved in And the next steps are listed as follows. Progress - Dialogue on APEC Cooperation Network on Green Supply Chain In Boracay, the Philippines on May 11, 2015, the Dialogue on APEC Cooperation Network on Green Supply Chain was hosted by the Ministry of Environmental Protection (MEP) of the People s Republic of China. To implement this decision of establishment of the GSCNET, the Dialogue aims to share experiences and good practices in the management of green supply chain, and to facilitate the dialogue among representatives from governments and institutions. In the meantime, it also discussed the Work Plan on APEC Cooperation on Green Supply Chain, which is to define objectives, actions and timeline of APEC cooperation on Green Supply Chain. Participants from 11 APEC economies, including government officials from trade, industry and environment sectors, and experts attended the dialogue. The dialogue included three sessions: i) Exchange of Best Practices of Green Supply Chain (GSC); ii) Brain Storming on Interested Topics and Demands for GSCNET; and iii) Discussion on the Work Plan on APEC Cooperation on GSC. - 1 st Pilot Center of GSCNET Launching Workshop on 1 st Pilot Center of APEC Cooperation Network on Green Supply Chain was held in Tianjin on June 16-17, The officials, experts and business representatives of APEC Economies from trade and environment sectors participated the workshop. The workshop aimed to launch the Tianjin Pilot Center of the APEC Cooperation Network on Green Supply Chain, in order to implement the deliverable of the 22nd APEC Economic Leaders Meeting held in 2014 on establishing the APEC Cooperation Network on Green Supply Chain (GSCNET) and launching the 1 st Pilot Center of GSCNET in Tianjin. During the workshop, the draft Work Plan on the APEC Cooperation on Green Supply Chain was introduced, the progress of the Tianjin Pilot Center was reported, and the prospects of the future international cooperation on Green Supply Chain was discussed. After the workshop, the representatives from APEC economies launched the Tianjin Pilot Center of APEC Cooperation Network on Green Supply Chain. - Work Plan on APEC Cooperation on Green Supply Chain (WPGSC) The Work Plan on APEC Cooperation on Green Supply Chain (WPGSC) was drafted and circulated to APEC economies for comments and advices by APEC Secretariat before the CTI The WPGSC was discussed at the Dialogue on APEC Cooperation Network on Green Supply Chain on May 11th, Revised in accordance with representatives advices, the WPGSC was submitted to CTI2 for endorsement in principle. A deadline was provided for comments on the WPGSC, if any, but no comments were received by the deadline. During the Launching Workshop of 1 st Pilot Center, the WPGSC was reported and discussed, positive support was expressed from the representatives. -Website The domain name was applied and the design of the scheme is on-going. The website will be operated in 2016, as scheduled.

3 Next Steps -Application Study To set up an expert group consisting of representatives from research institutions, international organizations, enterprises, NGOs, etc. to provide technical support to GSCNET, and to advise on GSCNET s activities such as think tank alliance. To conduct a literature review of green supply chain-related work on specific sectors, e.g. automobile, electronics, retailing and finance sectors, and on segmentations, e.g. green purchasing, green production and consumption, green transportation. -Capacity Building To hold the first APEC Workshop on Capacity Building for Green Supply Chain in late 2015 in P. R. China, enhancing the awareness and understanding for green supply chain cooperation among APEC economies, and facilitate the dialogue channels between governments and enterprises of APEC economies. -Pilot Centers As approved in the proposal, pilot centers on Green Supply Chain would be nominated and participate in the network on a voluntary basis by APEC economies, serving as backbone framework to promote Green Supply Chain development and cooperation, and construct a longterm cooperative mechanism under the principles of common benefits. As the pillars of the network, a number of pilot centers are encouraged to be nominated and set up. The 1 st Pilot Center in Tianjin will play an active role in the experiences sharing, capacity building and demonstration on good practices. -Work Plan on APEC Cooperation on Green Supply Chain Seek endorsement in CTI3 and SOM3 and submit to the AELM for adoption. -Website The design of the website is to be continued and the website is going to be launched to share information in Timeline Work Plan on APEC Cooperation on Green Supply Chain is seeking for endorsement on CTI3 and SOM3 Late 2015 The first APEC Workshop on Capacity Building for Green Supply Chain Work Plan on APEC Cooperation on Green Supply Chain is seeking for adoption of AELM 2016 The website of GSCNET will be launched

Background and Objectives Background At the 2014 APEC Economic Leaders Meeting in Beijing, leaders from 21 APEC economies made following declaration on APEC Cooperation Network on Green Supply Chain (GSCNET): We positively value the APEC High-level Roundtable on Green Development and its declaration, and agree to establish the APEC Cooperation Network on Green Supply Chain. We endorse the establishment of the first pilot center of APEC Cooperation Network on Green Supply Chain in Tianjin, China, and encourage other economies to establish pilot centers and advance related work actively.
