2 INTRODUCTION: Incorporated on 31 st March 2014, Fuel Handling & Storage Solutions Sdn. Bhd. () was established to provide value added solutions to its customer in planning and development, commissioning, operation, maintenance and upgrading of petroleum products storage facilities. During the planning and development stage of the facilities, offers consultancy services in feasibility study, conceptual design, Front-End Engineering Design (FEED) and project management. can be your Business Process Outsourcing (BPO) partner to operate and maintain fuel storage facilities. We have the capability, experience and expertise in managing storage facilities for safe, efficient operations and in accordance with industry standards and guidelines. We specialize in the operations of Liquefied Petroleum Gas (LPG) storage and bottling terminals, bulk fuel storage terminals and aviation fuel storage terminals and into plane operations facilities. also provides Technical and Operation Support Services (TOSS) in ensuring that your facilities are running smoothly and efficiently to support your business requirements. 4 MANAGEMENT TEAM: Mr. Ahmad Kamel Mahmud, 50 MD/CEO Ahmad Kamel started his career with PETRONAS Dagangan Berhad (PDB) in 1992 as an Assistant Superintendent at Bandar Tun Razak Bottling Plant and later Port Klang LPG Import Terminal, when the operations shifted to the new location. He was responsible for the day-to-day operations of the plant specifically in the product receiving, product storage, product quality maintenance, LPG bottling, product delivery and plant maintenance. He was then assigned as an Operations Engineer whose responsibility was to coordinate and oversee common operational requirements for various PDB petroleum products storage terminals for Klang Valley area. In 1997, he was entrusted to manage the newly built aviation fuel farm and hydrant operations of the KLIA Aviation Fuel Terminal. His last stint in fuel operations was in Penang Aviation Depot as Depot Superintendent. After spending 11 years in fuel operations and in 2003, Ahmad Kamel joined the commercial fuel sales outfit. He was involved in the sales, marketing and business development of various petroleum products such as industrial diesel, marine fuels, lubricants, aviation fuels and industrial fuel oil. His last position in the PDB was as a Manager of Aviation & Marine Sales. He joined Oman Oil Marketing SAOG (OOMCO), Muscat, Sultanate of Oman in late 2008 as General Manager of Aviation & Marine Fuels. He was responsible for the business strategic planning, sales and operation of the business in ensuring profitability and sustainable growth. He was also a member of the 4

5 company s management committee. He left OOMCO in December 2013 to pursue his own business career. Ahmad Kamel has accumulated more than 20 years of experience in the petroleum products operation, distribution, sales, marketing, business development, strategic planning and business management. He graduated from the University of Evansville, Indiana, USA in Mechanical Engineering in 1987 and attended a management course from University of Melbourne, Australia. 5

6 Mr. Ilias Yahya, 56 Technical & Operations Director Ilias joined PETRONAS Dagangan Berhad (PDB) in 1985 as Technical Assistance responsible for supervising the construction of the PETRONAS retail station in Klang Valley area. He then moved to Kota Kinabalu and worked as an Assistant Superintendent at Sapangar Bay Bulk Fuel & LPG Bottling Terminals and Warehouse. He managed the operations of the product receiving by ship, fuel storage, product dispatching, and maintenance of the facilities. In 1990, he was transferred to Kota Kinabalu Aviation Fuel Terminal as Terminal Superintendent. After this assignment, he moved to the head office in Kuala Lumpur to become Deputy Chief Aviation Inspector and he held this position for two years before being assigned as Terminal Superintendent at Subang Aviation Fuel Terminal. He was then assigned to handle bigger responsibility as Manager for Forward Fuel Base operations in the newly built Kuala Lumpur International Airport (KLIA). He was involved in the setting up of the fuelling facility, including big move operations from Subang Airport to KLIA. He was later promoted to be the Terminal Manager in charged of both fuel farm terminal and hydrant system and the into plane operations. Ilias spent two years in Prai Fuel & LPG Terminals as a Terminal Manager responsible for the management and operations of the facilities. He was a Deputy Global Chief Inspector, providing technical service assistance to PETRONAS downstream operations overseas, such ENGEN Limited (South Africa), PETRONAS Marketing Limited Sudan, PETRONAS Energy Philippines Inc., PETRONAS Retail Thailand & PETRONAS Niaga Indonesia. 6

7 Formally, he was appointed as Head of Supply and Logistic Division for PT PETRONAS Niaga Indonesia based in Jakarta for three years. In his career in PDB he was also involved in the project management, and retail fuel operations. Ilias retired from PETRONAS in He accumulated more than 30 years of experience in the area of petroleum products fuel storage operations, sales, and specialized in related technical support. Ilias graduated from Institute Technology of MARA (UiTM) in Mechanical Engineering. He also attended a management course from University of Melbourne, Australia. 7

8 Ir. Kevang Yong, 64 - Project & Engineering Director Ir. Kevang started his career in 1974 as a college lecturer at the Ungku Omar Polytechnic, Ipoh, Perak. He then joined SEH Malaysia Sdn Bhd in 1975 as Plant Superintendent. He was accountable for efficient and cost effective production of silicon wafers. His long career in the oil & gas industry started when he joined PETRONAS Dagangan Berhad (PDB) in His first position was as a Project Engineer. He then moved ranks to become Section Head in 1987 and Engineering Manager in In 2003, Ir. Kevang was appointed as Deputy General Manager for PETRONAS Donghai LPG Company Limited, Jiangsu Province. He was responsible for all technical, operational and HSE aspects of the LPG Terminal & marketing facilities. From 2004 until 2007, Ir. Kevang was the Manager in-charged of engineering and operation supports for PETRONAS s downstream marketing activities outside Malaysia in Sudan, Vietnam, Indonesia, Thailand and Cambodia. He was a Project Manager of PDB from 2008 until he retired in Among major projects handled by Ir. Kevang were KLIA2 Fuel Hdyrant System (RM180 Million), Bunker Fuel Pipelines at MLNG Bintulu (RM30 Million), Petroleum Bulk Storage Depot at Tanjung Manis, Sarawak (RM110 Million) & LPG Bottling Plant Upgrading Works at Ho Chi Minh, Vietnam (RM7 Million) His top skills are in project planning, project management, contract negotiation, and engineering. Ir, Kevang possessed Diploma (1 st Class) in Mechanical Engineering from Universiti Teknologi Malaysia (UTM) in 1974, Bachelor of Science (Hons) in Mechanical Engineering from Heriot Watt University, Edinburgh, UK in He is also a Professional Engineer registered with the Board of Engineers, Malaysia. 8

Advice on the provision, operations and maintenance of petroleum products facilities and equipment for products receive, storage, handling and transportation; b. Advice on the provision, operations and maintenance of into-plane delivery and dispensing equipment for the safe and efficient operations including defueling for storage and redelivery of the fuels; c. Advice on the provision and operation of equipment to test and certify the petroleum products for quality and condition; d. Advice on the selection of equipment connected with any phase of the day-to-day handling, storage, transportation and delivery of the petroleum products; e. Provision of scheduled audit of Health, Safety and Environment (HSE), operations, facility maintenance and quality control practices against established industrial standards; f. Provision of on-site assistance with day-to-day operational challenges to operate the facilities; g. Develop, enhance and review manuals for facilities, equipment, HSE and operations for training, handling emergencies, safety and fuel quality assurance. h.
