L Sectin Fur Custmer Care and Life-Cycle Sustainment The Offerr shall prvide the fllwing infrmatin regarding public safety service delivery, including all linkages t sales, marketing, fulfillment, custmer care, and ther relevant functins: Describe hw the metrics prpsed and utlined in the Offerr s prpsed Quality Assurance Surveillance Plan (QASP) will be used t mnitr and manage the service delivery system including activatin, repair, technical assistance, replacement devices, and emergency restratin and custmer satisfactin ver the life f the cntract. Describe the Offerr's prpsed custmer care strategy, which shall address: Hw the Offerr will minimize churn and prmte custmer retentin amng public safety users. Hw an integrated custmer care mdel will be delivered fr public safety users. The custmer care rganizatin(s) that will supprt the NPSBN, including the rganizatin s functin, size, structure, gegraphic distributin (e.g., whether resurces are based in the United States; the lcatin and number f emplyees/subcntractrs lcated utside f the United States), and relatin t the Offerr (i.e., in-huse, cntracted ut). Custmer care systems and tls that will be used in supprt f public safety custmer care. Detail the prpsed cmprehensive billing management strategy fr public safety. The strategy shall include but is nt limited t descriptins f the current billing supprt services fr bradband services, wireless services, and, if applicable, public safety services; the billing supprt service delivery fr the NPSBN; custmized billing available fr state, lcal, and tribal agencies using the NPSBN; and the Offerr's apprach t billing thrughut the FirstNet service area, including prpsed raming charges. L Sectin Five Offerr Financial Sustainability T allw the Gvernment t assess if the Offerr has the financial sustainability t develp, implement, sustain, and enhance the NPSBN in accrdance with the time frames, duratin, and bjectives set ut in this RFP, the Offerr shall prvide the financial infrmatin listed belw. If the Offerr represents a cnsrtium, partnership, r any ther frm f a jint venture, apprpriate infrmatin shall be prvided fr all such entities cmprising the Offerr. D15PS00295 Sectin L Instructins, Cnditins, and Ntices t Offerrs r Respndents The technical prpsal shall nt exceed 300 pages in length (150 sheets f paper, duble-sided print); this excludes cverage maps and the fllwing Sectin J attachments frm the page limitatin: Sectin J, Attachment J-11, Device Specificatins Template; Sectin J, Attachment J-12, Test Strategy Template; and Sectin J, Attachment J-17, Cverage and Capacity Template. The technical prpsal shall cntain the fllwing infrmatin and be brken dwn by the fllwing sectins. L Cverage and Capacity The Offerr shall prvide a clear, cncise descriptin regarding its prpsed apprach in deplying a netwrk t implement cverage and capacity. This shall include: Cverage and Capacity Maps and Statistics Radi Access Netwrk (RAN) Slutins and Strategy IOC/FOC Milestnes fr Cverage and Capacity The prpsed slutin fr cverage and capacity shall address the elements described belw accrding t the IOC/FOC target timeline detailed in Sectin J, Attachment J-8. Maps submitted by the Offerr shall be based n a bin size n greater than 30 x 30 meters, include Esri shapefiles and MapInf files (in electrnic frmat), and reference the infrmatin cntained in Sectin J, Attachment J-1, Cverage and Capacity Definitins. The statistics shall utilize Sectin J, Attachment J-17, Cverage and Capacity Template. The Offerr must cmplete Sectin J, Attachment J-2, Natinwide and Rural Cverage Cmpliance Checklist, t demnstrate its ability t meet the bjective t prvide cverage in all states and territries and t ensure that rural cverage includes partnerships with rural telecmmunicatins prviders. The Offerr shall nte whether bth Band 14 and nn-band 14 cverage are included in each f the 56 states and territries (yes/n), as well as list current and planned partnerships with rural telecmmunicatins prviders by state/territry. Lastly, Sectin J, Attachment J-2, Natinwide and Rural Cverage Cmpliance Checklist, requests tabulatin, by state, f the percentage f rural cverage achieved via partnerships with rural telecmmunicatins prviders. The Offerr s slutin must demnstrate intent t exercise rural telecmmunicatins prvider partnerships fr at least 15 percent f the ttal persistent rural cverage natinwide. In the case f anticipated but unexecuted agreements, the Offerr shuld describe its strategy t mitigate any risks r impediments that may arise shuld the agreements nt cme t fruitin. While Sectin J, Attachment J-2, Natinwide and Rural Cverage Cmpliance Checklist, requests these data by states, the 15 percent cverage factr will be evaluated n a natinwide basis nly as stated in Sectin M, Evaluatin Factrs fr Award. L Cverage and Capacity Maps and Statistics The Offerr shall submit all applicable infrmatin as defined in Table 2 Cverage Maps Required fr Cverage and Capacity. The Offerr shall submit all netwrk statistics, as defined in Table 3 Netwrk Statistics Required fr Cverage and Capacity, fr each f the 56 states and territries in the Cverage and Capacity Template (Sectin J, Attachment J-17). The Offerr shall refer t the guidelines prvided in Sectin J, Attachment J-1, Cverage and Capacity Definitins. The Offerr shall describe the details fr the netwrk planning design as stated in Sectin L , Netwrk Planning and Design, belw and the methdlgies used t create cverage maps and assciated capacity infrmatin. The Offerr s prpsed cnnectin targets will be evaluated relative t the estimated current demand at a state and territry level fr the primary user grup, as well as the extended primary user grup as identified in Sectin J, Attachment J-24, Public Safety Device Cnnectins Template. This sub-factr will als evaluate the Offerr s prpsed strategy t minimize time required t prvide bradband services t public safety. This includes the Offerr s current sales and marketing structure, prpsed g-t-market strategy fr adptin, and natinwide sales and marketing plan t drive widespread adptin f FirstNet pririty- and preemptin-capable prducts and services by public safety users. Preference in the evaluatin will be placed n adptin by primary users.
