My name is Robert Thomas, and my business address is Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company. A. I am Manager of the Rate Design Group in the Regulatory Policy and Affairs Department at Southern California Edison Company. In this position, I am responsible for development of SCE s rate designs. I have held this position since November 0, 00. Q. Briefly describe your educational and professional background. A. I hold a Bachelor s of Science and Engineering from the University of Arizona, a Masters in Business Administration from California State Polytechnic University, Pomona and a 1 Professional Engineering License in Mechanical Engineering. Prior to my present position, my responsibilities have included Manager of the Analysis and Program Support Group, within SCE s Business Customer Division, where I was responsible for providing complex customer specific rate and financial analyses involving selfgeneration, load growth, contract rates, and hourly pricing options. Prior to this position, I was the SCE s Program Manager for the Self Generation Incentive Program. In this position, I was responsible for all aspects of the program to include dispute resolution, processing applications, program promotion and was SCE s lead representative on the Working Group. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor those portions of Exhibits SCE-, SCE-, SCE-, and SCE- of Phase of 01 General Rate Case, as identified in the Table of Contents thereto. 1

Nelson, and my business address is Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company. A. I am a Senior Economist and Project Manager in the Market Strategy and Resource Planning Division within the Power Procurement Department. In this position, I am responsible for marginal cost analysis and economic analysis relating to regulatory issues. Q. Briefly describe your educational and professional background. A. I received a Bachelor s Degree in Economics from the University of Southern California in 1 and a Master s Degree in Economics from Claremont Graduate School in. I joined Southern California Edison in my present position in October 001. Prior to joining SCE, I was employed at an economic consulting firm to develop a utility regulatory framework consulting practice and to perform litigation support work. Prior to consulting, I was employed by SCE in the regulatory area. From 1 to 1, I was a Project Manager responsible for regulatory issues in the Distribution and Customer Service Business Units and represented SCE at CPUC sponsored workshops. From 1 to 1, I was a Regulatory Economist in the Regulatory Policy and Affairs department responsible for marginal costs studies. I have testified before the CPUC on marginal cost and performance based ratemaking issues Q. What is the purpose of your testimony in this proceeding?

My name is Cyrus Sorooshian, and my business address is Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company. 1 A I am the Manager of Load Research in the Regulatory Policy and Affairs Department. My responsibilities include development, analysis, and reporting of load research studies in support of regulatory proceedings, pricing, forecasting, demand response, and load profiling for Direct Access Q. Briefly describe your educational and professional background?. A. I have a Master s degree in Economics from University of Southern California (USC) where I also completed all coursework required for a Ph.D. in Economics, with special emphasis in Econometrics. As a research assistant at USC, I was involved in energy research projects and specifically in load research studies. I joined SCE in 1, as an Environmental Statistician in the Research and Development Department. I began working in SCE s Load Research group in 1 as a Load Research Analyst. In that capacity, I was involved in all aspects of load research including sample design and selection, data management, estimation of load profiles for various rate groups and customer classes, market segmentation, statistical estimation, and econometrics modeling. I was promoted to my current position in 1. Q. What is the purpose of your testimony in this proceeding? A. I am the Manager of Tariffs and Complaint Cases in the Regulatory Policy & Affairs Department. In this capacity, I oversee the development and management of SCE s California Public Utilities Commission (Commission) jurisdictional tariffs, and the management and resolution of customer Complaint Cases filed with the Commission. Q. Briefly describe your educational and professional background. A. I hold a Masters Degree in Business Administration from California State Polytechnic University, Pomona and a Bachelor of Science degree in Organizational Management from the University of La Verne. I began my career with SCE in 1 and have held various professional, supervisory, and management positions within the Customer Service and Regulatory Policy & Affairs Departments. My name is Steve Verdon, and my business address is Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company. 1 A I am a financial analyst in the Rate Forecasting and Analysis in the Regulatory Policy and Affairs Department. My responsibilities include the development, analysis and reporting of the rate group level forecast and Present Rate Revenue models in support of regulatory proceedings, pricing, forecasting Q. Briefly describe your educational and professional background? A. I have a Bachelor s degree in Economics from University of California Los Angeles (UCLA). I also completed all coursework required for a Ph.D. in Economics at the George Washington University, with special emphasis in Econometrics and Public Finance. I joined SCE in 1, as a Financial Analyst in the Regulatory Policy and Affairs Department. I began working on SCE s rate group forecast in 1, and in 1 took over the Present Rate Revenue Model. In that capacity, I was involved in all aspects of forecasting customers, usage and demand by rate group including, program design, data extraction and verification, and econometric modeling. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor those portions of Exhibit SCE-, entitled Phase of 01 General Rate Case Marginal Cost And Sales Forecast Proposals, and appendices to Exhibit SCE-, entitled Phase of the 01 General Rate Case Rate Design Proposals as identified in the Table of Contents thereto.

I am a Project Manager in the Load Research and Rate Design functions within SCE s Regulatory Policy and Affairs (RP&A) department. Part of my responsibilities includes developing revenue allocation and rate design in support of Edison s 01 GRC. Q. Briefly describe your educational and professional background. A. I received a Bachelor s degree in Engineering from California State University, Los Angeles in 1 and a Master s Degree in Business Administration from the University of La Verne in 1. I began my association with SCE in 1 as an Engineer and was responsible for designing and developing standards for Electrical apparatus. In 1, I joined Edison Source, an un-regulated affiliate company, as an Energy Analyst. In 001, I was hired back at the utility and began working as a Financial Analyst in the Rate Design section of the Regulatory Policy and Affairs department. In my current capacity, my responsibilities include cost allocation, Revenue Allocation, and Rate design support. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor those portions of Exhibit SCE-0, entitled Phase of 01 General Rate Case - Revenue Allocation Proposals, as identified in the Table of Contents thereto. Garwacki, and my business address is Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company. A. My current responsibilities include managing the Load Research and Rate Design functions within SCE s Regulatory Policy and Affairs (RP&A) department. These functions include the development of billing determinant and present rate revenue forecasts. Q. Briefly describe your educational and professional background. A. I received a Bachelor of Arts degree in Economics from Whittier College in and a Master of Arts degree in Economics from Claremont Graduate School in 1. I have been employed by SCE since 1. From 1 to 1, I worked in the load research area of RP&A, ultimately supervising the group. During that time, I gained an understanding of sample design, cost allocation, and other regulatory policies and procedures. In 1, I joined the Customer Service Business Unit (CSBU) as the Credit Analysis Manager, working to reduce both write-off and credit operational costs. From 1 to 1, I managed the Measurement and Efficiency group, delivering process improvements for CSBU s Field Services, Credit, Payment, and Customer Communication Center functions. From 1 to 00, I managed various CSBU activities including Job Skills Training, Internet Delivery, Benchmarking, and various technical support functions. In 00, I returned to RP&A to assume my current responsibilities. 1

I am the Director of Customer Experience Management, in the Customer Service Business Unit, at Southern California Edison. I have responsibility for the development and implementation of customer communication and outreach efforts (collaborating with various parts of SCE) to all classes of customers, enhancement of delivery channels such as SCE.com to meet customers preferences, customer satisfaction management and market research within the Customer Service Business Unit. Q. Briefly describe your educational and professional background. A. I received a Bachelor of Science degree in Business Administration, with a major in Marketing, from Arizona State University in 1. I have over years of management experience leading marketing, product management and communications efforts to reach diverse audiences, working in a variety of industries including: utility, not-for-profit, financial services and telecommunications. My three most immediate positions prior to SCE were: Director of Marketing, KPMG, LLC; Vice President of Marketing, United Way of Greater Los Angeles; and Director of Marketing and Marketing Communications, Transamerica Life Companies. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor the portion of Exhibit SCE- 0, Section VI, entitled Customer Education and Outreach, as identified in the Tables of Contents thereto. Q. I am a Director in SCE s Customer Services Business Unit and I lead a department entitled Tariff, Programs and Services. This department is responsible for SCE s load management programs including demand response, permanent load shifting, electric vehicle load management. Q. Briefly describe your educational and professional background. A. I earned a Bachelor of Science Degree in Civil Engineering from Southern Methodist University in 1. Prior to joining SCE as an employee in 00, I was a business consultant in the energy industry for over 0 years. I was a principal and director of an international economics consulting firm, Putnam, Hayes and Bartlett, Inc., and a business consulting partner of Arthur Andersen. In past four years, I provided consulting services to SCE in the areas of demand response and advanced metering. Q. What is the purpose of your testimony in this proceeding? A.
