1 Thank you for your interest in the 2017 season of the Lake Mills Artisan/Farmers Market! 2017 Season Our season will begin the SECOND Wednesday in May and continue through the third Wednesday in October (May 10 through October 18), from 2pm 6:30pm, which is a total of 24 weeks. Your cost to participate will be $90 ($3.75 per day) for the season, $50 for once a month (one free week during the six month season), or a per week (daily) fee of $10. The Lake Mills Farmers Market will continue to be held on the east end of Commons Park. Attached in the packet, please find a map of the booth locations. Please indicate on your application your choice for your 2017 stall location, and we will try to accommodate your request. The Lake Mills Main Street Program office must receive a completed application, Wisconsin Temporary Event form and payment (if paying for the season) from participating vendors by April 1, 2017 to guarantee preferential placement of your stall for the 2017 season. Note: Applications for the market will be accepted throughout the 2017 season. The FM Committee will review all applications for jury approval of acceptance into the Lake Mills Farmers Market. Upon jury approval, you will receive notification of your stall location. Note: There will be no pre season vendor meeting, as there are no major changes to the guidelines this year. If you have questions, concerns or suggestions, please contact Ed Grunden at Your input is important. Suggestions and concerns brought to the attention of the Market Manager/Staff are always appropriate. We will have an Input Box at the Information Table for your thoughts and/or concerns throughout the season. Complaining to other vendors and/or customers is never appropriate, and could result in removal from the Market. All complaints are welcome but should be directed to the Market Manager. The LMFM is organized and supported by the Lake Mills Main Street Program (LMMSP), a nonprofit community based program dedicated to the enhancement of downtown Lake Mills, Wisconsin. The LMFM Committee, with approval from the LMMSP Board of Directors, is responsible for the decisions governing the Farmers Market. The LMFM Committee considers comments received throughout each season in setting directions for the betterment of the Farmers Market as a whole. 2 LAKE MILLS ARTISAN/FARMERS MARKET 2017 RULES & REGULATIONS Please keep for your records Market Dates, Times and Location The market season begins Wednesday, May 10, 2017 and ends on Wednesday, October 18, 2017, for a total of 24 weeks in The market operates on Wednesdays, from 2pm until 6:30pm, May through October; however, we encourage vendors to stay open later than 6:30pm as business dictates. The market is held in Commons Park, downtown Lake Mills. Rental Payment Cost per stall is $90 for the season; once per month rate is $50; and daily rate is $10. Seasonal vendors who pay by April 1, 2017 will receive consideration for prior location. Daily vendors must pay BEFORE they are assigned a stall on the day of the market and must have contacted the Market Manager by the day prior to that Market; stall location may vary from week to week. Vendors shall make available for inspection the lands or areas where their crops or products are grown or produced. Artisans/crafters shall make available for inspection the production of any item being sold at the market. Market Stall Assignments Each Street Stall will be approximately 10 x 10 along the sidewalk surrounding the park. Stalls will be located & marked off by the Farmers Market Committee. Vendors must stay within these boundaries. Market Set Up Procedures Seasonal and Once per Month Vendors: Please contact the Market Manager at by 11am on market day if you will be arriving late, or it will be assumed that you are not attending, and your space may be made available for a daily vendor at the discretion of the Market Manager, whose decision is final. Vendors who consistently set up late may lose their assigned stall location at the discretion of the Lake Mills Farmers Market Committee. Daily Vendors: Please contact the Market Manager at by the Tuesday prior to the market day (the day before) if you wish to reserve a stall at the Lake Mills Farmers Market. Daily vendors MUST PAY BEFORE THEY ARE ASSIGNED A STALL on the day of the market, and must have contacted the Market Manager by the day before the market. Daily vendors must meet with the Farmers Market Manager no earlier than 1:00pm at the Main Street Program Information Table in the park shelter located on Lake Street for your stall location on the day of the market. Stall locations may vary week to week. Parking: From 2pm until the end of the market day, no vendor vehicle parking is permitted next to Commons Park. Violations may result in the termination of Lease Agreement. Vendors may park near their stall to unload. Vehicles MUST be moved immediately after unloading and before setup begins, to provide adequate customer parking. Backing into the parking stall is against Market policy, and the Market is not responsible for damage that may occur by backing into a stall. Vendors with special needs must make arrangements with the Market Manager on an individual basis prior to market day. February 2017

3 Additional Information: Stalls are not transferable. Vendors must furnish their own booth items such as tent, tent weights, tables and chairs. Park picnic tables and benches are for public use, not vendor use. When setting up, do not extend into adjoining spaces or onto the sidewalk. All products sold at the market must be displayed and sold in a manner which meets Jefferson County regulations. Vendors may only sell the products that have been described on their application. Additional items require approval from the LMFM Committee prior to bringing product to the market. Some electrical outlets are available; if you need electricity, please state this on your application. There will be a $15 seasonal and a $1 daily surcharge for use of electricity in the park. All generators must be of the whisper quiet variety. Market Opening and Closing Procedures The Market hours will be 2pm-6:30pm, May through October. We encourage vendors to stay open later than 6:30pm as business dictates. We encourage you to stay open through the City Band concerts in the park every other Wednesday evening. Set up time for seasonally-paid vendors can begin at 1pm. Note: Unloading can begin at 12:30pm, but no set up, including equipment, will be allowed before 1pm. Daily vendors can check-in at 1pm at our Information Table for stall location and payment (location may vary week to week). No vendor may leave early unless arrangements have been made with the LMFM Manager. Note: Any vendor setting up prior to 1pm or leaving prior to 6:30pm will be grounds for consideration of vendor removal from the Lake Mills Artisan/Farmers Market at the discretion of the Lake Mills Artisan/Farmers Market Committee. The Market will be held every Wednesday from May 10 through October 18, for a total of 24 weeks. The stall must be cleaned up, taking all waste and garbage with you. Vendors will be charged a minimum fee of $50 for any items left behind that require clean-up. The Market will be held each Wednesday rain or shine; however, severe weather (high winds, heavy thunderstorms, tornado warnings, etc.) will close the market. If the Market Manager closes the Market for any reason, there is no refund and vendors must leave. If a vendor chooses to stay, they stay at their own risk without endorsement. Customer Items Left Behind Any items discovered should be immediately given to the Market Manager or one of the Market staff. Contact the Market Manager immediately at to arrange for pick up if you are too busy to return the item to the Information Booth yourself. Insurance LMMSP does not carry insurance coverage for individual vendors. All vendors will be held liable for damage caused by their product, equipment, etc. We highly encourage each vendor to carry personal liability and product liability insurance. Vendor Approval Guidelines All vendors will require approval by the LMFM Committee/Market Manager jury process prior to entering the Market. The LMFM Committee/Market Manager reserves the right to refuse an application at any time for any reason, and without explanation. The LMFM Committee/Market Manager has the right to reject any articles deemed not appropriate for the Market. Produce Vendors All produce must be locally grown and cultivated by the vendor in the state of Wisconsin. A copy of all permits, licenses and Certificate of Insurance, as required by the county and state, must be on file with the Lake Mills Farmers Market. February 2017

4 Art Vendors All art and craft items must be handmade by the vendor. Food/Drink Vendors A copy of all permits, licenses and Certificate of Insurance, as required by the county and state, must be on file with the Lake Mills Farmers Market. Vendors must have a copy of the Jefferson County Health Department permit with them at the Market. All foods and beverages must follow Jefferson County Health Department Guidelines and be sold by the vendor preparing it. Bona fide processed food vendors that have seasonal stalls can sell non-native shrimp and other shellfish. These products must be obtained from an approved source. All products sold will be reviewed and approved by the LMFM Committee/Market Manager prior to selling the product. Non-profit Organizations A number of free spaces are allotted to non-profit organizations each week. If you would like to reserve a space you must contact the Market Manager at by the Tuesday before the market. The Market Manager will make all determinations for free booth space; decisions are final. Please note: Non-profit organizations may obtain free booth space up to twice per market season per Farmers Market Committee approval. All information displayed and shared with the public, as well as any items for sale, must be approved by the Market Manager. Absolutely no active solicitation of passers-by will be allowed. Absolutely no political or religious information or goods will be allowed at the Lake Mills Farmers Market. Controversial causes are not appropriate venues for the Lake Mills Farmers Market. The Lake Mills Farmers Market Committee reserves the right to turn away any vendors representing controversial issues. Entertainers and Performers Entertainers and performers must be approved by the LMFM Committee/Market Manager prior to the Monday of the next market day. No monetary funds are available for entertainers/performers; however, we welcome entertainers to perform pro gratis and we do allow you to sell your merchandise while you perform. Booth fees are waived for pro gratis performers, but performers must be pre-approved with the Market Manager prior to the date(s) you wish to perform. Termination The LMFM Committee/Market Manager will handle any problems related to the administration of these rules and regulations. Disruptive behavior and/or frequent criticism and/or complaining regarding the market to other vendors or customers will be cause for immediate termination. Repeated or continuing violations of Market Rules and Regulations will be grounds for termination of Lease Agreements. If termination occurs, no refund will be awarded. February 2017

Vendors selling or processing any kind of food or beverage (does not include raw produce) must adhere to Jefferson County Health Department Guidelines and regulations. Copies of permits must be submitted. Note: Please contact the Jefferson County Health Department at for permit information. To the fullest extent permitted by law, I agree to defend, pay on behalf of, indemnify and hold harmless the elected and appointed officials, employees and volunteers and others working on behalf of the Lake Mills Main Street Program and/or the City of Lake Mills, against any and all claims, demands, suits, or loss, including all costs connected therewith, and for any damages which may be asserted, claimed or recovered against or from the City of Lake Mills and/or the Lake Mills Main Street Program., by reason of personal injury, including bodily injury or death and/or property damage, including the loss of use thereof, which arises or is in any way connected or associated with the Farmers Market.
