Nearly ne in every five peple in Oxfrdshire listen t BBC Oxfrd each week, making it ne f the mst listened t radi statins lcally. BBC Oxfrd TV News reaches ne in every three peple in Oxfrdshire, and BBC Oxfrd nline regularly attracts mre than twenty thusand hits a week. At the end f Octber, BBC Oxfrd will celebrate 40 years f serving Oxfrdshire. T mark that anniversary we want t invlve ur audience in a unique and truly memrable appeal. This dcument sets ut what the Appeal aims t achieve and hw it will wrk, what BBC Oxfrd expects frm ur Appeal partner charity and what prspective charities will need t d t submit a successful applicatin. THE APPEAL Scale f Invlvement Our aim is t invlve EVERY member f ur audience in a pwerful campaign that makes a dramatic impact and which generates great, talk-abut radi, televisin and nline cntent. This will nt necessarily be by raising the mst amunt f mney raising awareness and engaging audiences in the issues behind the need will leave a legacy just as lasting as the mney that is raised. We will lk t ur charity partners fr ways in which we can make this appeal accessible enugh fr everyne t play a meaningful part, and newswrthy enugh t encurage listeners t spread the wrd t bring in mre funds. Fundraising What wuld yu suggest and hw wuld yu make that happen? What tls r assets wuld yu make available? What ideas d yu have t add t the pt? We have a cuple f fundraising events already planned, which we hpe will be a significant starting pint fr the Appeal. In mid-octber, we have the Crnerstne Arts Centre in Didct bked fr a fundraising variety shw, and at the end f the mnth, we hpe t run a fundraising mile arund the Iffley Rad track, made famus by Rger Bannister s recrd-breaking sub-fur minute mile. The mst inspiring need We are pen t suggestins when it cmes t where the mney frm this appeal shuld be spent. We need t find prjects that address a need that ur audience will quickly "get" and that deliver a change t peple's lives in Oxfrdshire that can easily be demnstrated. The Appeal will be restricted t thse charities and prjects that benefit the peple f Oxfrdshire. Appeal principles

2 Changing hearts and minds t meet lcal needs and achieve psitive change will play a large part in ur appeal. The charity we wrk with will appreciate that perhaps the lngest lasting impact f the Appeal lies nt slely in the mney raised but in the understanding f the issues and the cnnectins frged between ur audience and peple the appeal tries t help. The cntent that we bradcast in ur prgrammes and make available n ur website must deliver rbust infrmatin and make a cnnectin with many thusands f peple. We want ur appeal t be pen t all. The primary bjective is t ensure the maximum participatin f ur audiences. We are hping t stimulate them, whatever their circumstances, t be participating, discriminating, critical, active individuals in this appeal. Timelines The search fr ur new appeal partner will begin in August 2010, and we will ask fr applicatins t be submitted by September 6 th The selectin prcess will take place and we will annunce a shrtlist sn afterwards. We aim that presentatins by the shrt listed charities wuld take place in mid September 2010 when a decisin n the successful partner will be made. The fundraising campaign will start in Octber 2010 and cntinue int the new year. The precise timeline will be agreed when a fundraising partner has been selected. The decisin f the BBC Oxfrd Charities Steering Grup is final and n crrespndence will be entered with unsuccessful parties after the final decisin is made. Our requirements We intend t place the appeal right at the heart f ur prgrammes. We will be lking fr cmpelling stries t illustrate the issues and thse wh will benefit frm the appeal. Offering ur audience a chance t take part will be essential t the appeal s success: We will need fundraising packs frm yu with advice abut different ways listeners can get invlved, which can be dwnladed frm yur websites. We will need mnthly regular updates n the appeal s prgress fr ur use internally and externally. Fundraising branded resurces (psters etc) where pssible. Marketing The successful partner will already have the infrastructure and expertise t deal with marketing, administrative and rganisatinal aspects f the campaign. BBC Oxfrd invlvement is purely as a media partner and the statin will nt be able t devte any administrative r marketing effrt t the publicity campaign. These and related areas will be the respnsibilities f the successful charity partner wrking in clse c-peratin with BBC Oxfrd. Access t Case Studies The bradcast and nline cntent will include fundraising infrmatin and inspiratin alng with appeal packages depicting "the need". It wuld be hard t verstate the imprtance f the "need" as we will rely heavily n ur partner charities fr inspiratinal case studies and cntributrs t make them as pwerful as they can be. Supplementary editrial pieces will als be made shwing hw the fundraising is ging, and the charity's resurces may be required t secure the requisite access. Targets Specific targets fr fundraising will be agreed prir t the Appeal launch, but it is imprtant t reiterate the first Appeal principle that the bjective is NOT nly t raise as much mney as pssible, it s als t raise awareness f the wrk f the charity.

3 What we expect frm ur partners The Appeal relies n a very clse relatinship between BBC Oxfrd and the incumbent charity's team. This requires the allcatin f a dedicated accunt/prject manager t act as the main pint f cntact fr BBC Oxfrd and all related external cntacts. This accunt manager shuld have authrity t make decisins n behalf f the charity. There will be a letter f agreement drafted, agreed and signed by all parties, accmpanied by a dcument utlining agreed rles and respnsibilities. This may be re-visited during the campaign but acts as a useful pint f reference fr bth sides at the utset. This is what we expect ur partners t d: Fundraising-related Cntent T wrk in an advisry capacity n all aspects f prducing fundraising-related cntent and prvide full supprt fr the duratin f the partnership T develp and prduce all the fundraising cntent required by the Appeal campaign bth in print and nline. Press & PR T assist with the prmtin f the campaign and the prductin f PR materials fr this, in liaisn with BBC Oxfrd and BBC's Press & Publicity team Design & Branding T ensure that BBC Oxfrd s apprval is btained fr any piece f material, cpy r design prduced t supprt the Appeal Third Parties T be respnsible fr the management f relevant third parties invlved in the Appeal: e.g. banks etc Fundraising Lgistics The partner charity will be expected t prvide an nline dnatin mechanism which can be linked t frm BBC Oxfrd s website. The charity is expected t be respnsible fr the administratin and management f fundraising aspects f the Appeal which are likely t include: Liaising with rganisatins, grups, businesses. Dealing with individual enquiries, bth directly and referred by BBC Oxfrd Finances and reprting prcesses T spend the funds apprpriately (as agreed with BBC Oxfrd befre launch) and within a timeframe agreed befre fundraising begins T cntinue t reprt back quarterly n spending f funds until all the mney has been spent T cmplete the BBC Charity Appeals Advisry Cmmittee's appeal evaluatin 100% f the mney raised fr the Appeal shuld g t the charity s wrk featured in the Appeal. Therefre, administratin csts fr Appeal prject management incurred by the charity partner are nt deductible frm the amunt raised.

4 Other At the end f the Appeal the charity cncerned submits its accunts t the BBC's Charity Appeals Advisry Cmmittee. BBC Oxfrd als submits a reprt n the verall impact f the Appeal t that Cmmittee. The applicatin prcess Once yu've read this dcument, and assuming yu wish t submit an applicatin, there are three stages t the prcess befre BBC Oxfrd appints its appeal partners. Infrmal Meeting Yu are mre than welcme t arrange an infrmal chat by phne with the BBC s Appeal Crdinatr Paul McCauley. This is ptinal and the functin f this wuld be t find answers t any questins yu may have regarding the prcess r the respnsibilities f the partner during the appeal r t get feedback n any suggestins yu may be cnsidering. CONTACT: paul.mccauley@bbc.c.uk Telephne: Written Prpsal Every charity wishing t be cnsidered fr appintment as appeal partner must submit a written dcument detailing their prpsal. There are sme suggestins fr things yu shuld think abut including in yur applicatin belw, but beynd that, the cntent and frmat are up t yu. We wuld anticipate prpsals being wrds in length. DVDs f relevant film cntent are always helpful. We're happy t have applicatins submitted as electrnic dcuments (MS Wrd, PwerPint r PDF etc), but if yu send in hard cpies, please supply us with fur cpies. The prpsals are then read and "lng-listed" by the Executive Editr, BBC Oxfrd. This lng-list f is then cnsidered by the BBC Oxfrd Steering Grup and the BBC Charity Appeals Advisry Cmmittee t arrive at a shrt-list f n mre than fur pssible candidates. The shrt-list will be finalised and the successful applicants infrmed by the steering grup immediately after the decisin. Live Pitch Shrt-listed charities will be invited t attend a live pitching sessin at BBC Oxfrd. Each pitch shuld last n lnger than 40 minutes, including questins. We wuld strngly suggest that yur main presentatin lasts fr n mre than 20 minutes leaving 20 minutes fr questins frm the steering grup. The panel assessing will include the Executive Editr and Assistant Editr f BBC Oxfrd, a representative f the BBC's Charity Appeal Advisry Cmmittee r the BBC s Charity Appeals Advisr and members f the BBC Oxfrd Charity Steering Grup. The cntent f yur live pitch is at yur discretin, thugh if it were a departure frm the prpsal utlined in yur written applicatin, that wuld jepardise yur success. The use f audi-visual presentatin cntent is encuraged we wrk in sund and pictures, s it's easier fr us t relate t ideas with rich presentatin. Technlgy will be available fr presentatin including a prjectr, DVD player, laptp and audi mnitrs.

5 The panel will deliberate immediately after the live pitches and will cme t a decisin as quickly as pssible. The unsuccessful shrt-listed candidates will be infrmed shrtly afterwards. Yur applicatin There is n set way t apply fr this rle r t pitch t us but the mst bvius is t be brief and tthe-pint. Prepare a shrt and accessible dcument which sets ut each aspect f yur suggested Appeal. Yur applicatin will be cnsidered against the fllwing criteria: The Need: Must be relevant t ur audience and prmpt an emtinal respnse in them Must be newswrthy Must wrk well in radi and nline terms and capture the imaginatin f ur audience The Change: Change t peple's lives in Oxfrdshire must be demnstrable Our audiences shuld feel empwered by making even a tiny cntributin The mney must g t peple wh need help: we wn't pay fr administratin, cmputer systems r PR advisers The cntributins shuld make the charity demnstrably mre sustainable at the end f the fundraising. There shuld als be evidence that there are lng-term benefits as a result f the Appeal s that the rganisatin can mve frward and develp. Yur Organisatin: Yu shuld be prepared fr yur rganisatin's financial wellbeing t receive sme scrutiny, in terms f capacity and sustainability. We can't save the wrld.
