Ares(2012) /06/2012 LOGICAL FRAMEWORK: SWITCH ASIA PROMOTING SUSTAINABLE CONSUMPTION AND PRODUCTION (DCI-ASIE/2012/23422) Overall objectives Project purpose Intervention logic Through promoting sustainable growth, to contribute to economic prosperity and poverty reduction in Asia and to support the development of a green economy and mitigation of climate change in the target countries. To promote sustainable production (i.e. development of less polluting and more resource efficient products, processes and services) and sustainable consumption patterns and behaviour in Asia, through an improved understanding and strengthened cooperation between Europe and Asia and within Asia, notably by supporting SMEs in adopting SCP practices and getting access to finance, and by mobilizing the private sector, financial intermediaries, retailers, producer and consumer organisations and groups, along with relevant public sector authorities. 1. Reduced poverty. 2. More trade with EC and intra- Asian trade and lower environmental burden. 3. Compliance with international environmental agreements and treaties. 1. Trends in eco-efficiency (energy, water, chemicals); 2. Pollution generation (tons of solid waste, amounts of waste water, amount of air emissions) in key sectors. Reports (including Monitoring and Evaluation) on the state of the environment and economy of each Asian country. Reports of international organisations (WTO, World Bank, IMF, UN, etc), environmental lobbies, research institutions, etc. Data from official statistics and professional associations. Reports on the state of the environment of each Asian country; specifically aggregated trend figures with regard to specific sectors National governments seriously seek to implement a sustainable and pro-poor development and adopt a strategy that enhances the compliance with international agreements. Continued support and progress for SPC at national and regional levels. Enlightened democratic leadership and an assertive civil society and media in Asia, able to ensure adequate support and discipline for sustainable growth and prosperity, above shortterm vested interests. 1

2 Results Intervention logic 1. Reduce the environmental and social cost of production and consumption 1. Tangible environmental improvements achieved at enterprise level (e.g. quantified in environmental indicators like reduction of CO2-emissions, reduction of water consumption, reduction of wastewater quantity and/or toxicity, etc.); 2. Tangible environmental improvements achieved at product group level (e.g. share of green public procurement, increased market share of eco products - all quantified in environmental indicators like reduction of CO2- emissions, reduction of water consumption, reduction of wastewater quantity a/o toxicity, etc.); Reports/surveys from country Industry Associations (private) a/o Environmental Protection Agencies (public) Project reports Availability and accessibility of adequate investment schemes, and adequate enabling policy playing field (removal of contra productive subsidies on raw materials, enforcement of existing regulations, etc.) 2

Move SCP practices from demonstration to replication - Number of SMEs actively adopting SCP practices; - Number of retailer organisations actively adopting SCP practices; - Increase in number of SMEs accessing finance for SCP and benefiting from financing schemes; - Increase of environmentally friendly manufactured products in the market; - Enhanced consumer awareness on eco-products; - Increased level of involvement and awareness of consumer intermediary groups with regard to sustainability issues; - Expansion and establishment of voluntary initiatives and/or partnerships among supply chain actors; -Number of Public-Private- Partnerships (PPP) established with focus on SCP; - Financial incentives earmarked with environmental performance improvements; - Inclusion of SCP in the strategies of consumer organisations. Norm shift in policy-making towards sustainability - Improved regulatory framework (e.g. production and/or product standards with greater emphasis on sustainability); - Number of newly developed or better implemented SCPinstruments (i.e. action plans, information-based instruments, voluntary agreements, economic instruments, regulatory instruments); - Enhanced awareness and understanding of SCP by governmental institutes (e.g. implementing agencies such as licensing and inspection bureaus, OH&S-inspection bureaus, certification and labelling offices) Assessment reports / Policy reports of relevant Government Departments in Asian countries Project reports Commitment of national and local governmental environmental agencies in Asia to enhance the development, implementation and reinforcement of legal instruments Activities for result 1 Reduce the environmental and social cost of production and consumption: 4

5 needs assessment towards opportunities for product innovation, eco-design; development, design and strengthening of sustainable products and eco-labelling schemes; country specific organisational networks/framework conditions supportive to sustainable consumption; induce technical innovations, if possible with indigenous or locally produced technology; transfer and exchange of know-how, technologies and best practices; supporting implementation of environmental technology and management systems, etc. testing of alternatives and demonstration activities and/or adaptation of tools and approaches; strengthen Corporate Social Responsibility (CSR) implementing Occupational Health & Safety (OH&S) measures; "greening" the supply chain management and strengthening SCP service providers; strengthen the understanding/exchange of existing international (EU) eco-label requirements; development/strengthen effective communication and marketing strategies to promote eco-products from SMEs in Asian countries and for intra-asian trade; incorporation of eco-related product standards or labels via supply chain (Business-to-Business) and/or retailers (Business-to-Consumers). Activities for result 2 Move SCP practices from demonstration to replication: training, capacity building, institutional strengthening for intermediary organisations; identify and promote successful approaches for replication of cleaner technologies; identification of market potentials for sustainable products; awareness raising and facilitate SMEs funding opportunities for SCP-related innovations; training on preparation of credible "green" business proposals; capacity building on moving to SCP and getting access to "green" finance; establish voluntary schemes; procurement (public and private) of eco-friendly products; "greening" the supply chain management and strengthening SCP service providers; matchmaking activities, linking suppliers with markets for sustainable products; incorporation of eco-related product standards or labels via supply chain (Business-to-Business) and/or retailers (Business-to-Consumers); develop/strengthen country specific organisational networks and framework conditions; strengthen dialogue platforms, disseminate results and raise awareness amongst target groups. 6 increasing awareness amongst Asian policy-makers; support the implementation of environmental legislation; contribute to policy dialogue at national/regional level to promote adoption of SCP; participate in existing/develop new networks and partnership with centres of excellence. 6
