3 0 Basic Data Brief Description of the Survey IKT-PODJ is an annual survey on the equipment and the usage of information and communication technologies (ICT) in enterprises. With the survey we obtain information on the usage of computers, computer networks, about the types of Internet connections and the purposes of the Internet usage, about automated data exchange (within the enterprise, on the supply chain management, with ICT systems outside the enterprise), about the extent of e- Commerce, usage of Radio Frequency Identification technologies etc. In the year 2011 the emphasis was on the topic of the usage of e-government services and on ICT and environmental impact (Green ICT). In the first quarter of 2011 the Statistical Office of the Republic of Slovenia also conducted survey on ICT usage among enterprises, with at least 10 persons employed, in the financial sector (IKT-FIN). The basis for the questionnaire was the questionnaire for the IKT-PODJ survey adapted for the financial sector. Observation Units The observation units are enterprises registered on the territory of the Republic of Slovenia in the following economic categories of NACE Rev. 2 classification. Enterprises in the following economic categories are included in the survey: manufacturing; supply of electricity; construction; trade; transportation and storage; accommodation; food beverage service; information and communication; real estate activities; professional, science and technical activities; administrative and support services activities (sections C N in the NACE) and group 95.1 (repair of computers). The financial sector (section K) banks, insurances and other auxiliary financial activities are excluded from the general observation. Because this sector is very specific, the questionnaire had to be accommodated accordingly. The enterprises were also classified by the number of persons employed: small enterprises (10-49 persons employed), medium size enterprises ( persons employed), and large enterprises (250 or more persons employed). Coverage The basis for the sampling frame was the Business Register of the Republic of Slovenia. The sample included enterprises with at least 10 persons employed. The sample seize was 1849 enterprises. The survey on ICT usage in the financial sector included all the enterprises, with at least 10 persons employed and registered in the activities of financial sector (57 enterprises - complete coverage). Units have problems reporting the following variables: the share of persons employed using computers with access to the World Wide Web and the share of sale and orders via computer networks (via websites and Electronic Data Interchange). Because enterprises do not keep special record they have problems reporting these data. 5 2.2.2 Coverage Errors Over-coverage Errors From among units selected in the sample, 22 of them were ineligible, meaning that the share of over-coverage is 1.2% Misclassification Rates Since enterprises did not report their real economic activities or size classes, a calculation of the share of misclassified units was not possible Measurement Errors Editing Rate There is no exact record of corrections in the editing phase. Key statistics are also displayed in graphic form at the beginning of the publication Level (Detail) of Presentation Data are displayed for the entire territory of the Republic of Slovenia. Aggregated data are published for enterprises with at least10 or more persons employed. Eurostat publishes the data for EU countries for enterprises with 10 or more persons employed. Data are also displayed by size of enterprise with regard to the number of persons employed, and by the Standard Classification of Activities (SKD 2008). The enterprises are classified by number of persons employed: small enterprises (10 49 persons employed), medium size enterprises ( persons employed), large enterprises (250 or more persons employed). The enterprises are classified by activity according to SKD 2008 (NACE Rev. 2): Manufacturing activities (manufacture of food, textile, wood, paper products, printing), Manufacturing activities (manufacture of petroleum, chemical and products from rubber, non-metallic mineral products,), Manufacturing activities (manufacture of, metal, non-metal products), Manufacturing activities (manufacture of computers, electronic products, machinery, transport, electrical equipment), Supply of electricity, water, sewerage, Construction, Trade, repair of motor vehicles and motorcycles, Transportation and storage, 55 Accommodation, 56 Food and beverage service, Information and communication, 68 Real estate activities, Professional, scientific and technical activities, Administrative and support service activities, 95.1 Repair of computers , 64.92: Financial and insurance activities (IKT-FIN), 65.11, 65.12, 65.20: Insurance, reinsurance and pension funding, except compulsory social security (IKT-FIN), 66.12, 66.19: Other financial activities (IKT-FIN). 7/9

8 5 Comparability 5.1 Comparability over Time Length of Comparable Time Series SORS conducts the IKT-PODJ survey from 2004 onwards. Due to changes in classification (NACE Rev. 2) and inclusion of additional economic activities data for 2009 indicators is not comparable with indicators from previous years. In the year 2010 economic activities 95.1 (Repair of computers) were included in the survey. Thus published data from the year 2009 are not comparable with data from the year There were also changes in the dissemination of data in manufacturing activities. Enterprises registered in the manufacturing activity manufacturing of non-metallic mineral products are from 2010 onwards disseminated together with enterprises in the manufacturing activities (manufacture of petroleum, chemical and products from rubber). The length of the time series is therefore Breaks in Time Series Do to the changes in classification the values of indicators from 2009 and previous years are not compatible therefore there is a breaks in time series. Although backasting of indicators from previous years was conducted to NACE Rev.2 the indicators from previous years are still not comparable do to inclusion of additional new economic activities. In 2010 additional break in series accrued due to inclusion of activity 95.1 in the survey and changes in the dissemination of data in manufacturing activities. 5.2 Geographical Comparability Comparability with Other Members of the European Statistical System The IKT-PODJ survey is regulated by the Regulation of the European Parliament and Council as of 21 April 2004, No. 808/2004. The regulation perceived collection of statistics on information society for the period of five years. Due to the needs for data the regulation No. 808/2004 was extended on the day as of 16 September 2009 with the regulation No.1006/2009 for the period of 10 years. A uniform survey is conducted in all 27 EU Member States, therefore data are comparable. The survey is based on a uniform questionnaire which allows for the addition of individual questions for national needs. 5.3 Seasonal Adjustment The data obtained by means of the survey are not seasonally adjusted. 6 Coherence 6.1 Coherence between Provisional and Final Data Coherence between Provisional and Final Data Only final data are published. 8/9

To reduce the costs of reporting units an empty envelope and a postal stamp was added to the sent questionnaire. To reduce the burden on micro enterprises (5-9 persons employed) SORS took the decision not to include micro enterprises in the IKT-PODJ survey from the year 2010 onwards. The decision was adopted in line with established procedures of SORS by the methodological collegium. With the purpose to obtain information about equipment and the usage of ICT among micro enterprises they will be included in the survey only in a certain period of years. 9/9
