1 RFP ADDENDUM #1 & ACKNOWLEDGMENT Description: Online Employee Background Checks RFP #: Addendum #1 Date: February 22, 2017 The following clarifications, changes, additions or deletions for this project shall be made to the above mentioned RFP; all other conditions shall remain unchanged. The Addendum supersedes current conditions shown in the RFP document. This Addendum forms a part of the Contract Documents and modifies them as follows: QUESTIONS AND ANSWERS No further questions will be answered. Below are responses to the questions that were received regarding this RFP. If your question(s) was not specifically answered it may be because it was not pertinent to your ability to respond to the RFP; did not address what was requested in the RFP; was similar to a question previously asked; was information that only the successful proposer will need and will be provided when they start working on the project; and/or the answer is already contained in the RFP package or available on our website. Please note the questions are in black, with the response following in blue. When possible wording for each question was kept in the same format as received but may have been edited to provide clarity. Questions may be placed in a different order and renumbered. Responses to questions received are as follows: Q1. Why is MCCCD going out for RFP? o Are you not happy with your current vendor and looking to make a change? o Are you required to go out to RFP for these services annually or on a scheduled bases? A1. MCCCD is issuing this RFP because the current contract is out of renewals. RFP contract length vary as determined by MCCCD to be in its best interest. Q2. How many companies were invited to participate in the RFP? A2. The initial bidders list contained fifteen (15) companies which were determined by a list provided by the using department as well as an internet search of firms capable of providing such services. The announcement is also distributed to the local chamber of commences as well as posted to the MCCCD Purchasing website. 1

2 Q3. How did you hear about Universal? A3. Universal was one of the vendors provided by the end using department. Q4. How did you hear about Universal? A4. They were a company providing work in another Maricopa operations system. Q5. Can you please confirm the number of employees within the Maricopa Community Colleges in total? A5. Approximately 14,677 employees. Q6. Are there pain points that Maricopa is experiencing that is driving this initiative? A6. There are no significant issues besides the contract term issue as indicated in Answer #1. Q7. What is your anticipated annual volume of background checks? A Q8. Does this RFP cover the entire MCCCD district? A8. Yes. This includes all 10 colleges and the District Office. Q9. Are you interested in reviewing pricing for drug testing services? A9. We do not drug test at this time. You may elect to include pricing as an additional service but this will not be a point of evaluation. Q10. Can you tell me MCCC's anticipated volume of background checks? A10. See Answer #7. Q11. Are you able to specify which services MCCC is needing or what checks you are currently running so I have a clearer understanding of your needs as I review the RFP? A11. Who is the current contractor performing the Online Employee Background Checks? A12. TrueScreen Q13. What is the anticipated annual volume? A13. See Answer #7. Q14. What is the current pricing for these services? A14. Pricing is provided at the end of this Addendum #1. Q15. Can you provide a list of your current background check packages in order to price? A15. See Answer #14. Q16. What are the job classifications that you are screening? A16. Entry level to Executive job classifications will be needed. Q17. What are your package components today for these jobs? A17. See Answer #14. Q18. Are you interested in pre-employment drug testing? A18. Not at this time. Q19. What is prompting this RFP? A19. Spend will be determined by need and services offered. Q23. Are there any pain points with your current provider? A23. See Answer #6. Q24. Why are you evaluating new providers for online employee background check services? A24. See Answer #6. Q25. Will preference be given to providers that are accredited by (not just member of the National Association of Professional Background Screeners (NAPBS)? A25. No. Q26. What is your current package mix? A26. See Answer #17. Q27. In order to help the District compare vendor pricing apples-to-apples, please define the specific Search items you wish to be included in your package. A27. See Answer #11. Should vendors build packages that utilize primary source records which is considered industry best practice or are you looking for database searches only? A29. We are looking for a company that will utilize the most current methods and technology to obtain the most thorough and accurate background check possible. 4

5 1-Entry Level/Volunteer Package: $28.50 SSN Verification Pricing /Packages (Reference Q14) o Education Verification ($7.00 per degree) - Verify all "received" degrees that are provided 2-Professional Position Package: $28.50 plus $7.00 per degree *The difference between this package and Entry Level is that Education Verification is an add-on for Entry Level vs. a minimum of one degree for this package. SSN Verification Education Verification Verify all "received" degrees that are provided 3-Executive/Specialty Position Package: $43.00 plus $7.00 per degree Credit Report Includes information reported in SSN Verification Federal Criminal Search Primary Name; covering all residence addresses within the last 7 years 5
