2 Construction Manager At Risk (CMAR) RFP January 3, 2013 Question #1: We have been invited to submit a RFP for CMAR for the One Stop Center Facility by on December 31 st, would Workforce Connection accept a Design Build Contractor to participate bidding this project. Thank you for your consideration. Answer #1: We will accept bids from any organization that can provide the services listed in the RFP. And that is qualified to do so, as outlined in the RFP. This project is not a traditional design build. We will only require those services listed in the RFP. We have already contracted an architect for the project that will provide the engineering drawings as well. January 8, 2013 Question #2: I am writing in regards to the following project: RFP: One Stop Center Facility and Administrative Offices Development Project I am looking for the following three things: 1. To confirm the bid date of 1/28/13 2. For a bidders or plan holders list if you have one 3. For any addenda Answer #2: The proposal end date is 1/28/13, There is a mandatory pre-proposal meeting tomorrow at the job site. There are no plans but the architect for the project is listed in the RFP as, The Richardson Partnership. And the addenda will be posted as it is published on the website below.

3 January 11, 2013 Question #3: Would it be possible to send me the list of contractors who attended the mandatory prebid? Is the closing date still January 28? Answer #3: It is posted on the public site for the RFP: Q &A from Bidders Conference January 09, 2013 Question #4: With the economy, being what it is, a lot of companies don t have the same staffing around that they have in some of these projects over three plus years. Is there any modification to that requirement by any chance? Answer #4: In those cases just put the super and the principal that worked on those projects. Question #5: Do you have an anticipated date for the interviews or the time frame? Answer #5: Because of the time frame that we want the project completed, it will be as fast as possible. We will complete the preliminary review on January 28th. We hope to complete the interviews and award within the two weeks following that. Question #6: You are federally funded so do you have any small businesses or disadvantaged business goals? Answer #6: In the RFP, pages 14 and 15 talk about those goals, our definitions of those businesses are covered there as well. Question #7: Is the FF&E going to be by owner? Answer #7: Yes Question #8: In the RFP, there's a four-month gap between phases, can t we move through it simultaneously to keep our economies of scale? Answer #8: This requirement is based on move in dates. We're planning to open the 8000 sq. ft. One-Stop center first. Then the 10,000 sq. ft. administrative offices will need to be ready for move in by September So there is no restriction on starting work on the entire building at the same time. However the 8,000 sq. ft. One-Stop will need to be ready for occupancy by May Question #9: Is the plan that you gave us to scale?

4 Answer #9: Yes, It s 1/16 =1-0. Question #10: When will the meeting sign in sheet be distributed? Answer #10: It will be posted on the website. Question #11: When things are posted, like the sign in sheet or addenda, will we be notified or should we just need to check the website from time to time? Answer #11: Checking the website from time to time is your best bet because we update it often. The last date for questions is the 17th and the last date for changes is the 21st. Question #12: I noticed some leaks on the roof, is that part of our scope? Answer #12: The landlord will handle the roof, exterior shell, and windows, etc... Question #13: The demising walls on grid line 2 and 4, are they going to remain (referencing a handout)? Answer #13: Yes Question #14: Are the cubicles to be system furniture? How will the power/data be fed? Answer #14: Yes, systems, furniture; with power poles. Question #15: Where is the head end room? Answer #15: On the current plan there are two, one at the North East end of the building and one at the North West end. Question #16: What about the existing HVAC systems and package units on the roof can we reuse those? Answer #16: It s our intent to utilize the existing equipment; not move any of the rooftop units. This building is about five years old. Question #17: On the top of the T grid ceiling are we putting insulation, like R19 or are we just going with the insulation on the roof? Answer #17: There are definitely privacy concerns and needs for sound insulation. We will be looking at thermal insulation during design.

5 Question #18: I m [concerned about the details in order to work out the] pricing portion of it right now? Answer #18: We re not asking you for any kind of a construction bid. This is just Fee only information that we re looking for right now for CMAR. This is outlined in the pricing response section of the RFP. Question #19: How many meetings do you anticipate during DD? Answer #19: We are thinking weekly conference calls and/or face to face meetings every couple of weeks. Question #20: Because it s paid for with federal funds, is it anticipated that the build out is going to be a LEED contract? Answer #20: It will not be a LEED project, however, my entire design staff, are all lead APs and Building Design and Construction accredited, we will be looking at sustainable products in every place that we possibly can. With that said, we ll loosely follow the guidelines of LEED but we won t go for full certification, at least at this point Question #21: Because it is federally funded do you guys have a certain budget that you re already looking at? Answer #21: There s an estimated budget in the RFP for 700k to 1M. Question #22: Is MP&E going to be design-build? Answer #22: No, we have engineers on staff already. Question #23: How many update estimates are required during this process? Answer #23: At each milestone submittal and at 90% prior to final construction documents and a final, probably, Plan for three, possibly four. Question#24: Is the [stained] flooring going to remain? Answer #24: Right now I m going to say yes, it does not appear to be an overlay. This is just the building slab with an opaque coating on it. Question #25: Is there going to be a lot of under slab rework? Answer #25: There will be, yes. Please remember that this RFP is about the pre-design and management of the construction. Not about the construction details at this point.

6 Question #26: How much actual design-build time by percentage do you anticipate during the construction process? By design time I mean with your contractor, their in-house design-build department. Answer #26: I don t anticipate any design build per se; TRP will provide the construction documents and drawings Question #27: Would we need to put any fees in the pre-construction fee for any designing inhouse? Answer #27: No, TRP will handle all of the AE services including all the architecture MEP engineering. Any incidental structural that we determine that we do need to move a unit we ll have that also. Question #28: Would you need a CAD drawings or anything from us? Answer #28: I don t anticipate it. Question #29: We can take the CM to the nth degree. It s such a straight forward TI. How do we figure out CM? Answer #29: It is a very straightforward TI, essentially this is Design Assist. It s much that same philosophy. We want the contractor on our team during the development of the design. We have already produced a Gantt chart schedule and overall project schedules. Of course the construction part of it we don t go into that much detail with sub trades. That would be an area, for example, where the CM would play a larger role as to how to expedite the process. For example, do we come in with an early package for demolition, release that upfront before the final building permit is issued, that sort of feedback etc? Question #30: Each suite will have its own address? When it s all said done they ll have their own address? Answer #30: Yes, two (2) suites. Question #31: If we get so far into the design with the owner, I ve seen it happen in the past that s why I want to throw it out there. All of a sudden the owner says, Oh, I want to scrap that plan. I ve seen the sun come up in the west. I mean at that point would there be compensation for going back to square one?

7 Answer #31: The sample contract, the AIA contract attached does say that once we get to that guaranteed max price, change orders have to be approved and it would be considered additional scope. Question #32: Will the inspection report be made available? Answer #32: After the award of this contract we will make it available, again we don t need you to focus on the details of the construction phase at this time. Question #33: Do you anticipate asbestos? Answer #33: No it is a newer building, it was built in 2007, and so we do not anticipate there being an asbestos issue. Question #34: On the RFP there are 40 points for the budget, please explain? Answer #34: Page 22 Section F outlines that the pricing we are looking for is for Pre- Construction, Constructions Services (Overhead, Management, etc...) and lastly the bond rate. We do not need the details of sub-trades and materials at this time. The GMP will be needed after the design phase. Question #35: Is slab post tension or is it just rebar? Answer #35: We will clarify this during design.
