1 Page 1 of 5 Please refer to the Request for Proposal (RFP) for Provision of Service Delivery Platform & Payment Solution for Mwananchi Gas Project REF No. NOCK/PRC/03(1194) issued on Wednesday, 17 th May 2017 We hereby issue this 1 st addendum giving clarifications/amendments to the tender document as below: 1. How many copies of the technical proposal (TP) should be submitted? This has not been stated. National Oil clarifies that the tenderer shall submit two copies of the technical proposal clearly marked ORIGINAL or COPY as appropriate. and two copies of the financial proposal clearly marked ORIGINAL or COPY as appropriate 2. Section C (l) on page 19 lists one of the bidder requirements as: Bidder must be approved & regulated by CAK & CBK. At the same time one of the mandatory requirements on page 3 is stated as Copy of valid license from CAK &/or CBK. Confirm if the requirement from the regulator is to have both or either. 3. Evaluation criteria #3 on page 14 states The Bidder MUST have implemented a comprehensive registration and/or payment solution in at least one public sector / government project funded by Kenyan government. We find this a bit restrictive and would like the requirement for GOK funding to be removed. 4. Evaluation criteria #5 on page 14 states The Bidder must provide at least three (3) referees, one of which must be from a government entity operating in Kenya. We feel the timelines for response is not enough to acquire formal reference letters especially from a government entity. Can this requirement be removed? The tenderer to submit a copy of valid license from either the Communication Authority of Kenya (CAK) or Central Bank of Kenya(CBK) National Oil maintains that; The Bidder MUST have implemented a comprehensive registration and/or payment solution and/or mobile application in at least one public sector entity in Kenya either directly as a contractor or as a subcontractor National Oil maintains that; Bidder must provide at least three (3) referees, one of which must be from a government entity operating in Kenya. Tender closing date and time has been extended to among others cater for this.

2 Page 2 of 5 5. Section E (1) on page 19 as well as Evaluation criteria 7 on page 14 requires the proposed solution to be ready and implemented within one month of the award. Our request would be for this to be reviewed and instead bidders allowed to submit a clear implementation roadmap with weekly deliverables / milestones that are commensurate to the solution being proposed. National Oil clarifies that; The core deliverables of the solution should be ready and implemented within one month of the award. However enhancements of the system should continue for another two months after going Live Bidders are therefore advised to submit a clear implementation roadmap with weekly deliverables / milestones commensurate to the solution being proposed but this should be within the provided time frame 6. Scope of work item c on page 17 states Web, USSD, mobile app self-care, social media integration functionality will allow for customer self-pre-registration before presentation at the cylinder collection center for vetting and issuance. Please clarify the relevance of social media integration to the pre-registration process. 7. Scope of work item d on page 17 talks about linkage to IPRS for identity verification and KYC. Can bidders assume that NOCK has made the requisite administrative and technical arrangements with the NRB to consume the IPRS web service? 8. Scope of work item f on page 18 states The platform will be a robust information and knowledge management platform on all matters LPG.., as well as information and requirements to register as a customer, distributor, wholesaler or retailer. What type of information will the system capture when registering as a customer, distributor, wholesaler or retailer? National Oil clarifies that; The relevance of social media integration is to allow users to get more information that is not available with the Web, USSD and Mobile app selfcare by linking the customer directly to National Oil Social Media Platforms National Oil clarifies that the process of making the requisite administrative and technical arrangements with the NRB to consume the IPRS web service is in progress. Bidder should therefore provide the integration platform. National Oil clarifies as follows for the type of information that the system will capture at registration: Customer National Identity details, Payment details, Geographical Location, Mobile number and cylinder serial number Distributor, Wholesaler or Retailer Business Licenses, Product lines / Segment, & Geographical Location,

Evaluation criteria #6 on page 14 states Bidder must show how The Number of transactions envisaged is 1.2million over a 6-month period. the initial cost incurred in developing the solution will be recovered through transactional charges to the end user over the first 6 months of the project. The winning bidder is not involved in executing the operational plan therefore payment should not be pegged to NOCK operations, for which we will have no control. Is NOCK open to considering alterative models? What type and volume of transactions are envisaged? 10. What is the tentative proposed sale price of the 6kg gas cylinder The tentative price is Kshs 2,125 for a complete LPG Cylinder with Gas, Burner and Grill 11. The TORs include integration to NOC back office systems including inventory management, RFID, Barcode Tagging and the financial system- how robust are these system and what do they run on to help determine integration processes. The National Oil clarifies that RFID, & Barcode tagging are currently being sourced. Bidders are advised to propose a solution to provide flexibility of future integration with these systems The current financial system is on ERP (Oracle E-Business Suite) 12. How many collection centres and vetting agents are envisioned for the project There will be two (2) collections centres per Sub County in Kenya totaling 580. Each sub county outlined above will have four vetting agents 13. Which are the sub counties to be involved in the first roll out for early vetting, registration etc. 14. What are the minimum eligibility criteria to be used in selecting beneficiary households 15. On page 3 the tender document, the requirements state that we are required to furnish a CAK and/or CBK certificate. Attain is an IT firm that integrates payment solutions using existing payment National Oil amends the tender document giving the sub counties for first roll out as those within the following counties: Kiambu, Muranga, Siaya, Kisumu, Bungoma, Kajiado, Narok, Nyeri, Baringo, Uasin Gishu, Kericho, Machakos, Kirinyaga, Turkana, Garissa, Narok, Meru, Embu The minimum eligibility criteria is a monthly income averaging KShs15,000 Per Month The tenderer should submit a copy of valid license from either the Communication Authority of Kenya (CAK) or Central Bank of Kenya(CBK)

4 Page 4 of 5 channels e.g. MPESA, USSD, Debit/Credit etc., and we do not store any cash; therefore, we are not licensed by CBK. On page 19, it states that we should submit both. Kindly confirm if we can submit either/or? 16. What duration do you require the system to be hosted by the service provider? 17. Kindly clarify how bidders are required to prove Investigations and issue solving for payment solutions? 18. How many users will be trained internally by the service provider? About 150 Staff 19. Kindly confirm in writing the deliverables expected for the first phase of the project i.e. after one month. 20. I would like to suggest that you rephrase the statement on page 19 to.within one month after contract signing. Not Specific but it should be until National Oil puts up the required infrastructure. This could take more than one year. Bidders must provide evidence of support contracts of similar systems with any of your existing clients The deliverables expected within one month is development of the core systems and Go-Live to enable the registration of eligible citizens BIO- DATA, Geo-mapping, payment processing, generation of uniquely serialized collection vouchers upon payment, bulk SMS broadcasting and capture of cylinder serial numbers at issuance The deliverables after one month will include customization and enhancement and optimization of all functionalities to ensure full system specifications are met including refill / redemption vouchers and cylinder swapping capabilities, information platform to capture LPG safety information, where to get the gas, pricing, promotions etc. (as outlined in no. 8 above), dealer/stockist platform, Within one month after contract signing 21. Are we required to quote for RFID features as well? No but system developed should have capability of uploading data generated from scanning an RFID tag

My suggestion is that you indicate to bidders that responding the RFP automatically means that bidders comply with the specifications. 23. In addition, I would like to request for an extension of the bid submission date to 2 nd June 2017 to give bidders time work on the clarifications. In order to give bidders ample time to effectively respond to the tender, the Cover Page, Clause 1.7, 1.8, of the tender document that give tender closing date and time as 31 st May 2017 at 1000hrs have been amended and the closing date and time extended to 5th June 2017 at 1000hrs (East Africa Time). Except as clarified herein, all the other terms and conditions of the tender remain as is and are unchanged. In order to give bidders ample time to effectively respond to the tender, the Cover Page, Clause 1.7, 1.8, of the tender document that give tender closing date and time as 31 st May 2017 at 1000hrs have been amended and the closing date and time extended to 5th June 2017 at 1000hrs (East Africa Time). Bidders who have already submitted their tender documents (proposals) and wish to amend them after this 1 st addendum prior new tender closing date and time (5 th June 2017 at 1000hrs), can do so by submitting additional documents clearly labeled amendment/addition to the Request for Proposal (RFP) for Provision of Service Delivery Platform & Payment Solution for Mwananchi Gas Project REF No. NOCK/PRC/03(1194).
