3 Introduction This document describes the planned trial and test activities for the Integrated Single Electricity Market (I- SEM 1 ) Financial Transmission Rights (FTR 2 ) market in advance of the first FTR product auctions. The I-SEM FTR Market is one of the markets being delivered by the I-SEM arrangements 3. SEM Balancing & Imbalance Intraday continuous trading (SEM) Forwards Market (within SEM) I-SEM Arrangements Intraday regional coupling (SEM-GB) FTR Market (Crossborder forwards) Day Ahead coupling (European) Figure 1: I-SEM Arrangements Overview The I-SEM high level design identified Financial Transmission Right Options as the cross-border forward products to be offered on both the Moyle and EastWest (EWIC) Interconnectors. This document is produced as part of the I-SEM arrangements and targeted at current Single Electricity Market (SEM) participants on the island of Ireland who are familiar with the I-SEM implementation and timelines but new to JAO platform. The Joint Allocation Office (JAO) has been chosen as the provider for FTR market services under I-SEM. The trials, training, and testing will be facilitated by JAO and coordinated by the Moyle and EWIC teams via the joint I-SEM Interconnectors Project. The main usage of the current cross-border platform is user interaction via the platform website and this is the focus of the planned trial and test activities. The current focus is to support the initial trial activities. Exclusions Feedback was requested from future I-SEM participants on the expected computer-to-computer interfacing using web services with FTR/JAO systems. At this time no requirement for this testing has currently been identified and it has not been considered in the scope of this document. 4 Timeline The figure below gives an overview of the trial, testing, and training timeline. Phase 2017 Jul Aug Sept Oct Nov 2018 Dec Jan Feb Mar 1 Enrolment Initial Trial 2 3 Survey Additional Registration Support Training (dates tbd) Trial Platform go-live Figure 2: Trial, training, and testing timeline The first phase is the initial trial which is to facilitate an early sight of the IT systems so that participants can assess and validate their requirements to interact with the JAO platform. The initial trial is proposed for the week starting 28 th August with enrolment for this in July. The second phase is for participant training on the platform. A survey of participant training needs will be carried out in October to help identify specific training requirements. Training dates in January are shown below for illustration but are to be determined based on the Training Survey feedback received. The third phase is the formal FTR market trial. It s expected that participants will have registered in advance of participating in this trial. This trial will be similar to the initial trial but covering the full scope of products available. Finally, the go-live for Moyle and EWIC on the JAO platform is planned for 1 st March From this point Moyle and EWIC will be shown on the JAO platform, the auction calendar will begin to be populated in the system, and participants can enter default bids. As noted in the introduction, this document will be developed further based on the learnings from the various trial, test, and training activities. Page 4 of 12
5 Initial Trial Objective and exclusions The objective of the initial trial is to facilitate an early sight of the JAO IT systems so that participants can assess and validate their requirements to interact with the JAO ecat platform. Please refer to the JAO Information System Rules for details on the user technical requirements for access. As previously noted, computer-to-computer testing has not been identified as a requirement and is not planned at this time. The initial trial will use the currently configured ecat IT platform and is based on the ecat Dry-run that JAO performed in 2015 to on-board participants as JAO was being established. The test scenarios will use FTR products on the France/Belgium border, with auctions in both FR-BE and BE-FR directions. Enrolment and Governance The minimum requirements for initial trial enrolment are being kept as light as possible to avoid any potential barriers to participation. The initial trial enrolment form is provided in Appendix A. Initial trial participants will be encouraged to provide as-live information including the use of digital certificates to get maximum value from the initial trial. It will be possible to register with minimal details such as a name and address however with dummy data being used for codes or other data items. It s advised that a participant user is identified that is familiar with the auction process and auction systems, for example a user of the current Auction Management Platform. To set expectations for the initial trial a governance document will be produced. A sample of this is provided in Appendix B. Proposed scope and schedule The table below provides a daily overview of the expected testing during the initial trial. Specific scenario details will be confirmed in August Communications The planned initial trial communication activities and timings are outlined below. After enrolment the main communication will be via the morning and evening calls held on each day of the initial trial. 1. July: Enrolment forms circulated, to be returned by 3 rd August 2. 3 rd August: Test pack circulated (detailing each scenario) 3. Weekly pre-trial calls: Wednesday 9 th, 16 th, and 23 rd August 4. Daily update calls on trial days, after testing is completed 5. Trial close-out calls: Wednesday 6 th and 13 th September 6. Close-out report draft circulated 11 th September, discussed on 13 th September 7. Final close-out report by 22 nd September These timings are indicative and we will try and accommodate participants requesting alternate timings where possible. Training A survey to assess participant training needs will be circulated in October The initial trial should help to inform participants on their individual training requirements, especially those that are new users of the JAO platform. The training survey will consider aspects such as number of participants, the preferred training delivery (on-site locations or web based), and appropriate dates. The results will inform the logistics and scheduling of the training course(s). Page 6 of 12
7 Trial Objective This is the formal I-SEM FTR market trial and the objective is to allow participants to validate their readiness to participate in FTR auctions using the JAO platform. The planned tests are similar to those for the initial trial but extended to the full scope of products that will be available for Moyle and EWIC, and use those borders in the testing. The specific tests and scenarios will be based on learning and feedback from the initial trail. Governance and Registration The trial is to support participants registered to trade on either or both of the Moyle and EWIC interconnectors. This trial approach will be to interact with the systems in an as close to live manner as possible, for example using digital certificates and valid registration information. Registered participants will be provided with a user enrolment form linked with a trial governance document to outline expectations. Samples of these for the initial trial are included in Appendices A and B, and similar documents are expected to apply for the trial phase. Proposed scope and schedule The table below provides a daily overview of the expected testing during the trial. Please treat the specific dates shown as illustrative the trial is scheduled to occur between January and February 2018 and specifics will be updated based on the training schedule, learning from the initial trial, and feedback on project scheduling requirements. The France/Belgian border (FR-BE and BE-FR directions) will be used for the initial trial test scenarios. The optional items in italics in the tables below refer to computer-to-computer interactions which are currently not planned to be included in the trials but are included here for information.
