1 Office of Procurement Date: January 12, 2018 To: All Prospective Bidders From: Wendy Johnson, Assistant Director, Goods and Non-technology Services and Phan Truong, Senior Buyer, Technology Services Re: Addendum Number One to RFP Number Integrated Brand Campaign: Creative Services As a result of questions received, the following amends the above-referenced solicitation documents. Receipt of this addendum is to be acknowledged by completing the enclosed "Acknowledgement of Receipt of Addenda Form and including it in the Proposal. Note: shortlisted Proposers shall sign a Non-Disclosure Agreement (NDA). 1. Whether companies from Outside USA can apply for this? (like from India or Canada) Answer: Yes, as long as firms meet the Solicitation requirements. Refer to the Bid/Proposal Affidavit, Insurance Requirements, Living Wage, State of Maryland terms and conditions, etc. 2. Whether we need to come over there for meetings? Answer: In person meetings are required for creative presentations. The preference is for local TV and radio production. Proposers are responsible for travel related costs. 3. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) Answer: Yes, see Answer Can we submit the proposals via ? Answer: Yes. This information is outlined in the RFP. Please refer to Section I, Subsection 4. Proposal Closing Date. 5. Are you open to a Canadian agency as a potential vendor for these services? We work with clients in the US all the time, but would like to confirm the same. Answer: Yes, see Answer Are there any scoring metrics associated with the geography of the agency? Answer: There are no specific scoring metrics. We are looking for the best capabilities at the best price. 1

2 7. Could you identify what the annual spend historically has been across those categories separated from the media spend? Answer: Historical production spending is not relevant. This is for a brand new market launch. Although not significant, the total combined production expense shall not exceed $5 million over 3 years. 8. The rate card for the pricing proposal - Would an hourly rate for the various types of services we provide suffice as approximating project costs would be difficult with the differences with each client and project scope? Answer: Yes. 9. Are the fees supposed to remain the same for the three years or are you expecting that we would include cost of living increases per year for the fees as well? Answer: This information is referenced in the Solicitation. Refer to Section III, Article 3, Price Proposals, and Appendix E - Living Wage. 10. Can you let us know what the sample pricing should be indicative of? Answer: Refer to RFP Section II, Article 3, Price Proposals. 11. Is this RFP for the execution of the recent campaign? Answer: Yes. 12. What demographics are you looking to take advantage of? Answer: Average age is 33, 50% have children living in the household, 53% are male, 47% female, 55% African American, and 45% white. 13. What is the volume of transit shelters you would like to acquire for your advertising? Answer: It depends on the buy. We cannot answer at this time. 14. Is the RFP for a Creative Buy or Media Buy? Answer: Creative production. 15. Can you provide a list of strategies you will be executing to help us identify the required assets? (ie display outreach, Facebook, IP Targeting, etc.) Answer: We will produce a fully integrated ad campaign including TV, Radio, Online Display, Paid and Organic Social, Print, etc. 16. What are the different audience demographics you will be reaching? This will help us determine how many creative sets are needed. Answer: See Answer 15. 2

3 17. How frequently do you intend to update/change your creative assets in a given year? Answer: We will optimize based on performance throughout the year. 18. Can you provide a detailed overview of the different campaigns that will be running? (ie brand, program-specific, event-specific, etc.) Answer: We will run a combination of brand, testimonial and rational campaigns. 19. If running campaigns to advertise specific programs, would you like to utilize unique landing pages for those campaigns? Answer: Yes. 20. If so, how many programs will be utilizing a unique page? Answer: We run a variety of unique landing pages depending on tracking strategy, messaging and priorities. 21. Do you currently have a Marketing/Advertising agency? Answer: Yes. 22. If so, are you satisfied enough with the agencies current level of work and thinking to continue the contract? Answer: This RFP is for production of a new campaign. 23. What metrics were used to gauge ROI for 2017? Answer: Enrollments. 24. For the past three years, what were the annual advertising budgets for enrollment marketing? Answer: Past advertising budgets are not indicative of UMUC's future enrollment marketing needs as UMUC is embarking upon an entirely new campaign for enrollment marketing. UMUC anticipates that all services performed by vendors awarded contracts out of this solicitation shall not exceed $5 million over the contract term, to include renewal terms. 25. What is the percentage breakdown for your media buys (TV, Radio, Out of Home, Events, etc.) in the past? Answer: UMUC will disclose this information to the awarded vendor(s). 26. What are the key performance indicator's that the marketing agency will be measured against? Answer: Enrollment growth. 3

What percentage was spent in traditional media (print, Radio, Out of Home, Events, etc.) verse digital ( blasts, web marketing, etc) Answer: UMUC will disclose this information to the awarded vendor(s). 28. What are the measurable goals for increased enrollment in 2018? Answer: UMUC will disclose this information to the awarded vendor(s). 29. Do you have the student recruitment funnel data showing conversion rates through the recruitment process, from inquiry to an application, to enrollment? If you have this information, are there any benchmarks used for comparison? Answer: UMUC will disclose this information to the awarded vendor(s). 30. Would you be able to provide links to fonts, logos etc. in order for us to showcase any images/thoughts and new creative ideas for the RFP? Answer: Not at this time. 31. What have been the increase/decrease in enrollment for the past three years? Answer: UMUC will disclose this information to the awarded vendor(s). 32. Can you provide us a high and low budget estimate? Answer: UMUC anticipates that all services performed by vendors awarded contracts out of this solicitation shall not exceed $5 million over the contract term, to include renewal terms. 33. Do you have set goals for inquiries and enrollment numbers over the next 3-5 years? Answer: Yes. 34. Do you want to focus your advertising on the areas you already pull from or do you want to target new areas? Answer: We are launching a new campaign in a new market. 35. Who do you view as your main competitors? Answer: UMUC will disclose this information to the awarded vendor(s). 36. Do you have any insights to what your likes and dislikes for creative concepts? Answer: Work must be strategic, on brand, and differentiating. 4

5 37. What sets you apart from competitors? Answer: UMUC will disclose this information to the awarded vendor(s). 38. How many agencies are you planning to pick for a presentation? Answer: There is not a target number. Decisions for Oral Presentations will be determined after the evaluation of proposals. 39. Have you worked with agencies in the past? If so, can you let us know any process s that seemed to work or not work that you would want address? Answer: Yes, we work with multiple agencies. No comments on what works or does not work. 40. What is the internal decision-making process with the University Team? Is there 1 main decision maker or are decisions made by majority of a board? Answer: Decisions are made by a team. 41. Is it possible that you will pick an out of state agency? Answer: Yes. 42. Does UMUC have an established annual budget for creative services? Answer: UMUC anticipates that all services performed by vendors awarded contracts out of this solicitation shall not exceed $5 million over the contract term, to include renewal terms. 43. How are budgets for individual creative service projects set and funded? Answer: The budget has not been divided into projects. 44. How are these creative services currently being handled? Answer: Creative is produced by a variety of in-house and out-of-house agencies. 45. Does UMUC currently contract with other partners for Media Buying? Analytics? Website management? Answer: Media buying is done through external agencies. Analytics and site management is in house. 46. What is the structure of UMUC s internal marketing department? Answer: UMUC s Marketing Department consists of many individuals representing a variety of specialty positions. 47. Who will be the lead point of contact at UMUC for creative services? 5

6 Answer: Associate VP, Brand Marketing Communications. 48. How many rounds of revisions are typically required from UMUC to produce a television spot? Digital banner ad? Out-of-home? Answer: It varies. Some agencies are better than others in hitting the mark on the first round. 49. How many UMUC stakeholders are involved in the decision-making process related to production of marketing materials? Are there multiple rounds/layers of approval from a marketing manager to an executive director of marketing? Answer: Our in-house creative team approves agency work for brand standards, compliance and editorial style. 50. Does UMUC maintain any relationships with outside production partners? For example, is there a preferred print vendor that new partners will be required to work with? Answer: UMUC has contracts with several printers. There is no preference. 51. How is marketing strategy developed at UMUC? For example, how are the various media channels needed for development decided on? Answer: Our media optimization team uses analytics to determine the highest earning media mix. 52. How many integrated marketing campaigns does UMUC run throughout the academic year? Is it one campaign with many arms? Or is it a variety of campaigns based on degree areas? Answer: It is a singular integrated campaign. The campaign was designed to have legs and is nimble to accommodate a variety of business needs. 53. What are the typical expected timelines for development of creative assets? Answer: The new campaign will launch June 1, It is mentioned that A MBE subcontracting goal of no less than one (1) % of the total overall contract(s) value is established for the TV, Video, and Creative Production service providers under this solicitation. Does this mean only vendors certified under MBE will be considered? Answer: No. 55. What criteria would determine the best agency partner for you? Answer: The Technical and Price evaluation criteria are outlined in the RFP. 56. Other than MBE s identified in our response, are there any partners or preferred vendors that you would want the selected contractor to work with, or would the selection of those vendors be entirely at the discretion of the contractor? Answer: There are no preferred vendors. 6

7 57. The MBE goal is a flat 1% - are there any sub-goals? Does UMUC currently have preferred MBE vendors that should be considered for this contract? Answer: No, UMUC does not have preferred MBE vendors. 58. Who will ultimately make the decision on which agency you hire, and what is the makeup of your selection committee (number of individuals and areas they represent)? Answer: An Evaluation and Selection Committee will recommend the award(s). The Committee consists of a variety of positions within the University. 59. Does the proposal need to have a completely separate Technical Sheet for each service being offered (since they are repetitive)? Or should we deliver one Technical Sheet that addresses element 1 (the table) and then includes a section for each service under which we address elements 2 and 3 in the Technical Sheet as well as methodology/approach as described in RFP section 2. Proposals should be delivered in a format that maintains formatting across devices, such as PDF, Word/Excel. Answer: Per Section III, Article 1, Subsection 2.1, Technical Sheets will need to be provided for each primary service category the Vendor is responding to. 60. Should the blended rate include the three levels of staff outlined, or ALL levels of staff required? Does blended rate imply that this contract will only have one hourly rated, and not have specific billing rates by staff level, or will the bidder s rate card apply? Answer: Per the Pricing Sheet, you may add additional rows and sheets as necessary as well as add additional types of services and fees not listed. Please see Section III, Article 3, Subsection 2, there are no reimbursable associated with this Contract. 61. If the prime who is responding to the RFP is an MBE, do they still need to hire MBE subcontractors as part of the proposal? And do those subcontractors have to be certified or is that just preferred? Answer: An MBE Prime Contractor can self-perform up to 50% of the MBE established goal. The remaining 50% of the goal would have to be performed by one (or more) Subcontractors. All MBE Contractors (whether they be Prime Contractor or Subcontractors) must be MDOT-certified by the State of Maryland. This is a requirement. You will be asked to provide your MBE certificate number and your subcontractors MBE certificate numbers. 62. What constitutes Performance Results as requested as part of the 4 samples provided by a Proposer in their Technical Proposal? Answer: We would want to see key performance metrics such as sales growth, lead generation, or another appropriate measure of impact of the initiative. 63. What will determine the success of these creative initiatives outlined in the RFP? Answer: Success is determined by enrollment growth. 64. How will creative be tracked/evaluated related to UMUC s overall marketing goals? 7

8 Answer: The creative will be research tested and tracked through unique landing pages. 65. What is the anticipated annual volume of content/service required (e.g. TV/video work, radio spots, digital advertising campaigns, outdoor/out-of-home campaigns, etc.)? Answer: UMUC anticipates that all services performed by vendors awarded contracts out of this solicitation shall not exceed $5 million over the contract term, to include renewal terms. 66. What has been the size of the total creative services spend annually? Do you expect to continue at this same level? Answer: Past spending is not relevant due to market expansion. 67. Do you anticipate taking any departures from the types of TV, video, radio, print, out-of-home and digital content being utilized currently or in the recent past? In what ways will you seek new directions or approaches? Answer: We will launch a new campaign on June 1, Will materials be needed in multiple languages? If so, which ones? Answer: No. 69. Do you currently have a firm or multiple firms doing this work? If so, can provide a list of those firms? How is the work currently divided among firms? Answer: There are no incumbent firms. This is a new initiative. 70. If there are contractors currently providing these services, will they be continuing? If not, will they be rebidding this work? Answer: See Answer Will video and photography assets be produced under this contract vs. using existing assets? Answer: This RFP reflects new production. 72. Does this contract include execution of any outreach activities e.g. paid media, earned media, social media, partnerships or is it purely creative development? In reference to strategy, might this include outreach planning or is it solely related to creative development? Answer: This procurement relates to creative only. 73. How many different campaigns/creative versions are required each year? Are they themed around specific campaigns or seasonal marketing outreach periods, or is creative consistent across the year? Answer: The University will launch a fully integrated ad campaign across multiple channels with appropriate rotation for the media weight. The campaign will be consistent and will be expressed appropriately for different audiences, editorial, demand periods, etc. 8

9 74. How does digital creative tie into your digital marketing/lead generation platform? Answer: All leads generated by digital and other marketing are tracked in Salesforce. 75. Does this contract include website updates or new microsites, or is that handled internally/under separate contract? pages. Answer: This contract does not include web content management but it does include landing 76. Will creative be adapted regionally/by country, or is it one-size-fits-all? Answer: This is for stateside creative only. 77. Is UMUC looking to totally reimagine its marketing campaigns/approach? How so? Or is there an existing brand framework to which we must adhere? Will creative development be tied to new brand research being sought under a separate RFP? Answer: The research and campaign development are in development. The contract reflects creative development only. 78. Should the blended rate include the three levels of staff outlined, or ALL levels of staff required? Does blended rate imply that this contract will only have one hourly rated, and not have specific billing rates by staff level, or will the bidder s rate card apply? Answer: The blended rate should be inclusive of all rates and fees. UMUC's preference is for one blended hourly rate regardless of staff position. 79. Should Pricing Proposals be submitted in a completely separate or can the Technical Proposal and Pricing Proposal be separate elements within the same submission ? Answer: Price Proposals should be submitted in a separate . No pricing is to be provided in the Technical Proposal submittal, therefore, the Price Proposal included MUST be sent separately from the Technical Proposal. The Price Proposal must be clearly labeled with Price Proposal and the RFP number and name. Failure to provide the Price Proposal separately may disqualify the Offeror s Proposal from progressing in the procurement. 89. Section 2.2.4, can you please provide clarification for the request, Provide current technologies to support digital creative efforts? Answer: Pending. 90. If the MBE firm is the prime contractor responding to this proposal, is the MBE prime still required to meet the 1% subcontracting goal? Answer: Yes. See Answer 61. 9

10 91. The RFP encourages Minority Business Enterprises (MBEs) in the State of Maryland to respond to this solicitation. However, the RFP only requires an MBE subcontracting goal of no less than 1%. That percentage seems to be quite low. Answer: The percentage was determined by a review committee. 92. The RFP states that multiple contracts will result from this solicitation. Once these multiple awards are made, how will the number of jobs/project or dollar value be determined among the many selected companies? Will each selected company be required to compete again for each task order? Answer: The budget for individual services has not been determined. It is not anticipated that firms will be required to compete again. 93. What projects does the UMUC s marketing team anticipate during 2018? Answer: Vendor(s) will be fully briefed upon selection. 94. The staffing requirements call for bios/resumes in the RFP. Do you want a bio and resume on each staff person? If only one is required, which is preferred - bio or resume? Answer: Refer to Section III, Article 1, Subsections 2.2. Resumes/Bios must be provided. There is no preference. 95. The RFP calls for bios/resumes specifically for the account representative, managing executive and creative director. May we provide additional bios/resumes of the creative marketing team i.e. the marketing and PR specialist, communications specialist and writer/editor, who are all essential to execution of any integrated marketing campaign and its creative and production services. Answer: Yes. 96. Is there an incumbent(s)? If so, who are they? Answer: No, this is a new initiative. 97. UMUC appears to have a significant budget for media placement services? What is the annual budget for the 2018 media placement services? What was the 2017 spend for media placement services? Answer: UMUC anticipates that all services performed by vendors awarded contracts out of this solicitation shall not exceed $5 million over the contract term, to include renewal terms. Past spending is not relevant due to market expansion. 98. Will there be multiple agencies working within the same category together? Answer: That is a possibility depending on the outcome of the RFP. 99. The RFP states UMUC does not guarantee the number of jobs/project or dollar value requiring creative marketing services from any vendor awarded a contract. UMUC will not be required to solicit all awarded vendors, either individually or collectively, when the need for services arises. Is this a support-staff role? 10

11 Answer: No, this is not just a support staff role The RFP states The University is issuing this solicitation for the purposes outlined in Section 1.1 above in order to obtain as-needed creative marketing services. Can you define as-needed? Answer: Services will be requested when needed according to the project timeline The RFP states 1.2 Evaluation and Selection Committee: All Qualifying Proposals will be reviewed by a UMUC Evaluation and Selection Committee (the Committee ) established by the Procurement Officer. As the procurement progresses, the Committee may seek input from other appropriate UMUC staff or request additional technical assistance from any other source. What does this mean? Answer: Input may be obtained from other personnel outside the Evaluation and Selection Committee Does UMUC anticipate that creative marketing services may address some or all the following areas? Admissions in general, Admissions to specific degrees, specializations, and certifications within the University, Specific populations (e.g., military), Instruction, Online, Classroom. Answer: Yes to all Does UMUC anticipate that vendors will help suggest marketing campaigns? Answer: No. The vendors will execute a pre-determined campaign Does UMUC anticipate that its marketing avenues may include the following? Video, Broadcast television, Online venues such as Military and other specialized websites, Social media, Closed circuit venues such as Doctor s offices, County offices, Municipal and county television. Website (UMUC s and other) Live presentation: Open houses, Information sessions, Fairs Instruction: Online and Classroom Sales: Webinars Broadcast radio, Print (Brochures, Rack cards, Bus and bus stop posters, Promotional items) Digital: Website, Writing and design, SEO, Reorganization, Blogging campaigns, Apps (e.g., campus map and help services), Testing (SCORM compliant?) Answer: Most of the marketing avenues listed are appropriate. Vendor(s) will be fully briefed on the media and communications strategy upon selection Please describe your primary target audiences, both for online and for classroom instruction. Answer: Vendor(s) will be fully briefed on the business upon selection Does your population (both online and classroom) include virtually every state? Answer: UMUC is a global university. The creative for this RFP is primarily stateside What percentage of your students are international? Answer: See Answer

12 108. Which populations is UMUC targeting for increase? Answer: Vendor(s) will be fully briefed on the business upon selection How will UMUC measure success? Increase in admissions? Perhaps for certain disciplines? Increase in certain populations? Answer: Enrollment growth is the primary measure of success. Vendor(s) will be fully briefed on the business upon selection Can you please confirm that Price Proposal will only be submitted by shortlisted firms (as indicated in the affidavit)? Answer: Price Proposals are due January 22 nd, 2018 no later than 2:00 pm If Price Proposal is to be submitted by January 22nd, would UMUC consider limiting submission of the MBE document to shortlisted agencies only? Answer: No Section III, item 2.1 (page 11) indicates that each proposal should provide a narrative of how your firm will provide and approach the requested services Can you please clarify whether a separate narrative technical approach and methodology should be included, or if each proposal methodology will be presented using the technical sheets only? Answer: Technical sheets should be provided for each service a firm is responding to. The Technical sheets should be accompanied with a narrative of how your firm will provide and approach the requested services in the Scope of Work, set forth in Section 2 in the solicitation Are the proposers expected to provide 1 Technical Sheet per Creative Services Category - 1 sheet that captures all 4 samples (potential of up to 6 total sheets) or 1 Technical Sheet per sample for each Creative Services Category (potential of up to 24 total)? Answer: Firms are to provide 1 Technical Sheet per Service category including four samples per each Technical Sheet Can UMUC please clarify whether the selected agency will be expected to provide media buying, ad placement and/or production services as part of this contract? And if the selected agency is not handling the campaign strategy and media buying, how will the relationship with that agency/organization work (i.e. will the agencies work together as a team? Will one dictate to the other? Will UMUC facilitate everything?) Answer: Pending For pricing purposes, can you please provide additional information on videos? For videos that need to be updated, are they animated or live action? Would updating require editing only or should we account for other services within this category? Answer: Pending. 12

13 116. For pricing of landing pages, can you please confirm that updating, versioning and concepting are limited to designs only and that there is no development work expected for these tasks? If development is expected, can you please provide information on the format and CMS that the landing pages will be/have been built? Answer: Pending Can you please confirm that the MBE subcontracting goal, applies only to those firms that are responding to the TV, Video, and Creative Production Services item? Answer: MBE requirements apply to all proposals Can you please share the total number of contracts that will be awarded as a result of this solicitation? Answer: Contract awards will be determined after evaluation of all proposals. NOTE: Regarding MBE Per Maryland law, if MBE Attachment A is NOT provided, the Procurement Officer SHALL deem the proposal not susceptible of the award. This is non-curable. Refer to Attachment B MBE Participation Schedule. Proposers are not required to fill in the five lines for the percentage of Total African-American MBE Participation, Total Asian-American MBE Participation, Total Hispanic-American MBE Participation, etc. Proposers ARE required to fill in the percentage for the Total MBE Participation. 13
