10 What we know by now from consultants based on 6th December workshop conclusions: Significant compliance costs, probably higher than initially expected indication that SMEs particularly affected Increase of prices vs. non-eu firms present (but not widespread) Indications of contribution to market concentration Significant role of market surveillance and unified approach Redirection of R&D expenditure into compliance (permannent) Positive role in promoting cooperation with customers/suppliers, supply chain integration potential medium-long term benefits No evidence indicating loss of markets due to REACH Benefits from new knowledge expected to materialise and provide competitive advantage (but only in the long term) Single Market objective generally served (but, no evident impact on trade flows at this stage) Increase in overall R&D expenditures
