2 FRAMEWORK OVERVIEW HealthTrust Europe (HTE) has renewed the framework agreement for the supply of endoscopy consumables. The renewed framework agreement captures all endoscopy consumable products used in Bronchoscopy, Gastroscopy, Colonoscopy and ERCP, in addition to the provision for ongoing training and clinical support throughout the lifetime of the contract, to ensure safe, appropriate and effective use of products by clinical persons. A comprehensive range of products are available, including, but not limited to, balloons, biliary ERCP, biopsy, catheters, cannulae, capsule endoscopy, cleaning equipment, clips, cytology brushes, dilatation, endoscopic ultra sound (EUS), enteral feeding, forceps, guidewires, haemostasis, ligators, metal stents, needles, plastic stents, snares, sphincterotomes and accessories. The framework agreement is accessible via direct award with various spend bandings and discount options available for utilisation, and GPO mini competition for aggregation spend. The framework agreement was launched on 1st October 2016 and is for a duration of 2 years with an extension option of up to 24 months. HTE procured this framework agreement in compliance with the restricted procedure set out in the Public Contract Regulations 2006, and the EU Combined Directive (2004/18/EC). A Contract Notice (2016/S ) was published on 28th May Each of the appointed suppliers have been rigorously vetted in terms of their quality and value propositions through a robust, compliant evaluation process. 3 SERVICES INCLUDED Lot 1 Endoscopy Consumables This Lot is categorised into 8 product groups that include all endoscopy consumable products and a supplier managed inventory option. Lot 2 GPO Committed Spend Lot 1: Product groups Group A: Biopsy Group B: Polypectomy Group C: Pill Cameras and Capsule Endoscopy Consumables Group D: ERCP Group E: Metal Stents Group F: Haemostasis Group G: Dilation Group H: General Endoscopic Consumables and Cleaning Products This Lot enables the reopening of competition for participating GPO Member Trusts to aggregate spend and contractually commit in advance to purchasing a specified value and/or volume from one or more Product Groups to drive price efficiencies. All of the Lot 1 products and suppliers are awarded onto this Lot. All endoscopy consumable products associated with biopsy procedures. This may include products such as forceps, clips, EUS needles and snares. Any suitable endoscopy consumable products required to carry out a polypectomy procedure. This may include a variety of snares, nets, EMR kits, baskets, distal caps, procedure specific knives and forceps. Wireless capsule endoscopy consumable products and pill cameras. This enables recorded images to be taken of the gastrointestinal tract by swallowing a pill capsule containing a camera. All endoscopy consumable products associated with endoscopic retrograde cholangiopancreatography (ERCP) procedures. This may include products such as cannulae, sphincterotomes, guidewires, balloons and extraction devices. Metal stents for use as part of any endoscopic procedure. This may include the following types of metal stent: biliary, colonic, duodenal, pyloric, tracheobronchial, enteral and esophageal. Any suitable consumable products required to carry out an endoscopic haemostasis procedure. This may include products such as clips, probes, needles, catheters and ligators. Any suitable consumable products associated with endoscopic dilation procedures. This may include various types of balloons, dilators, syringes and inflation devices. This product group is for the provision for any additional endoscopy consumable products that cannot be categorised within the above product groups. This may include cleaning brushes, bite blocks, mouth-guards, dignity shorts, in addition to pulmonary equipment such as cytology brushes and syringes. Supplier Managed Inventory (SMI) There is a provision for a full managed stock inventory service with some suppliers via the framework agreement. This includes the delivery of endoscopy consumable products, maintenance and adjustment of stock to an agreed level with the participating authority, based on a minimum commitment level of expenditure. 5 KEY BENEFITS Compliant route to market This is a compliant framework that satisfies governance requirements as well as EU regulations and therefore removes the need to undertake your own local OJEU tender process. Market leading suppliers There is a choice of market leading, quality suppliers available to work with via the framework agreement; providing a diverse range of products, innovative technologies and dependable support for clinical, technical and ordering requirements. Clinical support and Training All suppliers offer clinical support, technical advice and training free of charge for the lifetime of the contract, ensuring safe, effective and confident use of products by end users. Authorities are also able to request additional bespoke training with many suppliers offering access to online supporting material and e-learning programmes. Spend reduction opportunities There are various opportunities to achieve further spend reductions through a range of discount and banded pricing options available via the framework. HTE works in collaboration with suppliers to identify and recommend spend reduction opportunities based on a number of areas such as spend, commitment and product group usage. One agreement The comprehensive scope of the framework agreement enables access to a full provision of endoscopy consumables product range, in addition to complementary support such as training, reporting and clinical support, via one agreement. Supplier managed inventory A fully managed stock inventory operated by a selected supplier to achieve greater efficiencies through maintenance and delivery of stock to an agreed level with the Participating Authority. 6 ACCESS TO THE FRAMEWORK Direct Award and Call Off Contracts The framework can be accessed via direct award. The customer must contact their Account Manager or our Customer Care Centre to log their interest and then the Category Specialist will make contact to discuss the requirement. The call off process is formalised by issuing an order to the supplier identified as offering best value in line with the direct award criteria specified in the framework agreement. In all instances HTE should be informed once an authority has entered into a contract with a supplier under this framework agreement. To ensure compliance to the framework agreement and customer requirements, a call off contract is exchanged and completed between the authority and the selected supplier(s). We build advisory board s representative of doctors, nurses, technicians and pharmacists to drive the development of clinical specifications and determine like products which are clinically acceptable. 7 FAQS What should I do next? Existing HTE members should talk to their Account Manager for further details. If you are not a customer of HTE please contact our Customer Care Centre on or customercare@htepg.com. What if the current incumbent supplier we use is not listed on the framework agreement, will they be able to be added on? As this is a framework agreement, suppliers are unable to be added on after the establishment of the contract. Therefore, only the suppliers listed on page 3 are accessible through this framework agreement. Will HTE provide a cost impact analysis to assist migration to this framework agreement? HTE is able to offer like-for-like spend analysis on the basis that the authority provides line level usage information and total annual spend. HTE will then use this information to provide a bottom line cost impact analysis summary and advise if this framework would offer a cost reduction on previous price paid, based on the information provided and applicable discounts. For signed participants of the framework agreement, HTE is able to support further equivalence analysis to identify specific product group areas for efficiency recommendations. However, as endoscopy is a clinically driven category area, the authority is required to engage with their clinical end users and in most circumstances, it is likely that product evaluations will be essential. Will HTE carry out product evaluations or trials on our behalf? If a product evaluation or trial is required by the authority, then it would be expected that the authority fund would coordinate this internally.
