1 Analysis of Bid ANALYSIS Aquifer Storage and Recovery Test Well No. 4 RFP Department Estimated Cost: Total project $1.75M (including engineering) Date: 4/24/2016 SUMMARY: This solicitation was for the construction of the City of Naples Aquifer Storage and Recovery (ASR) System. The ASR system will consist of construction of an ASR Test Well at the approximate location shown on the drawings. The project area is located adjacent to the City of Naples Water Reclamation Facility located at 380 Riverside Circle. The City of Naples owns the property within the project area. ANALYSIS The Purchasing Division concurs with the Evaluation Committee in recommending Youngquist Brothers Inc.(EIN ). The non-technical elements of their submission were not deficient in any manner. The firm is found to be responsive in their submittal and the data on the company indicates an acceptable level of responsibility. Youngquist Brothers Inc. is a City registered vendor (Vendor No ) and has done previous work at proficient levels. A purchasing staff check of references found no areas of concern. The Engineer of Record for this project is also in agreement. Please provide your concurrence as soon as you are satisfied with the technical portions of the submission, at which time Purchasing will post Notice of Declaration of Intent to Award. 11 Attachment G EOR RECOMMENDATION Hazen and Sawyer 2101 NW Corporate Boulevard, Suite 301 Boca Raton, FL April 26, 2016 Robert Middleton Utilities Director City of Naples 380 Riverside Circle Naples, FL City of Naples Lower Hawthorn Test Well ASR Well No. 4 Bid Number Bid Review and Recommendation Dear Mr. Middleton: This letter provides a summary of the bid review and a recommendation of award for the recent bids received for the construction and testing of an Aquifer Storage and Recovery Test Well No. 4 (ASR-4) adjacent to the City of Naples wastewater treatment plant (WWTP). The City of Naples advertised a project for the construction and testing of one ASR Well on March 7, A mandatory pre-bid meeting was held on March 16, Bids were opened on April 5, 2016, at 2:00 pm. Six (6) bids were received. The following is a summary of the bid evaluation: Adequacy of competition / Qualified bidders Several drilling contractors attended the nonmandatory pre-bid meeting suggesting a strong interest in the project by potential bidders. Bidders were informed that this project was unique and that contractors would have to demonstrate experience in the construction of similar projects to be considered qualified due to the strict requirements associated with drilling a Class V ASR Well. As stated above, six (6) contractors submitted bids, demonstrating good competition. Contractor Attended Pre-Bid Submitted Bid A. C. It should be noted that this project is unique in that it involves construction and testing of an ASR well in the geologic framework found in the Naples area, and the fact that the site is an active ASR well field. As such, there are additional risks that may be encountered during construction of wells. Design and procurement of this contract was therefore organized to account for these unique features. There are two areas that are being considered for this contract. One is hazenandsawyer.com

12 Naples ASR Test Well Bid Review the qualifications of the potential contractor and the other is the price for the constructing the project. Both of these requirements were spelled out in the bid documents, and both of these directives were considered in the bid evaluation. Along with the Schedule of Bid Prices, the contractors provided the following information: Addenda All bidders acknowledged received of Addendum No. 1 Bid Bond All bidders provided an adequate bid bond References All bidders provided the requested list of references Qualifications All bidders provided documentation regarding qualifications Costs Prices were provided by all bidders for the information requested Corporation All bidders provided adequate proof of corporation Exceptions No exceptions to the contract documents were submitted Table 1 Bid Tabulation Contractor Bid Price A. Based bids were established with the lumb sum price of Bid Item 1. Advanced Well Drilling was the apparent low bidder with a total base bid of at $768, The second low bidder was Youngquist Brothers at $797, Layne Christensen submitted the third lowest bid at $810, Qualifications Drilling in southwest Florida is unique as is construction and testing of ASR wells. Hence, a questionnaire was prepared to evaluate the qualifications of potential bidders. The questionnaire requires bidders to have experience in drilling Class I and Class V injection wells in southwest Florida with emphasis in the City of Naples, Collier County and surrounding area within the last 10 years. This step in the bidding process provided additional insight for use in the bid evaluation process. The bidders all have equipment and drilling experience in Florida. Advance Well Drilling has experience in construction of wells in central Florida, but no projects in southwest Florida. In addition, they do not have experience in construction and testing of ASR wells in the Naples area. Youngquist Brothers, the second lowest bidder, is the most experienced contractor hazenandsawyer.com Page 2 of 3

13 Naples ASR Test Well Bid Review and has constructed several wells in Florida including ASR wells in the Naples area. All Webb s Enterprises also demonstrated well drilling experience in Florida, but do not have any drilling experience in southwest Florida. Layne Christensen has extensive experience, but has limited experience in drilling ASR wells in southwest Florida. A. C. Schultes has good experience in southwest Florida and has constructed one ASR well in the Naples area. Comments The City s ASR program was initiated several years ago and is a critical component of the overall water resources master plan. Combined with water conservation and continued expansion of the reuse system, ASR is vital for sustainability and optimization of fresh water resources. In fact, funding has been obtained for several elements of the ASR program which is a direct result of support by the regulatory community. Therefore, a combination of expertise and fiscal responsibility is mandated. Based on review of bid prices and contractor qualifications, it appears that Youngquist Brothers provides the best combination of price and expertise. The City s selection committee met on April 21, 2016 to discuss bids and provide a recommendation using criteria outlined in the bid documents. The selection committee ranked Youngquist Brothers first, Layne Christensen second, and A. C. Schultes third. Recommendation Based on the information provided herein, we concur with the recommendation of the selection committee and recommend award of the contract to Youngquist Brothers in the amount of $797, for construction and testing of ASR-4 as the lowest, qualified and responsive bidder for said work.
