1 September 2018 ABC Cnsumer Magazines Reprting Standards (UK) Changes have been agreed t the ABC Cnsumer Magazine Reprting Standards. We have updated the latest Reprting Standards t incrprate these changes and yu can nw view r dwnlad these frm ur Standards website Have a suggestin r a query abut a rule? Mnitred Free/Sample Free Distributin - Magazines distributed with ther prducts (Effective perids ending December 2018) Free cpies packaged/distributed with ther magazines r prducts can nw be included as Mnitred r Sample Free Distributin. A descriptin will be reprted n the certificate. Examples include A free magazine distributed as part f a retail multipack A magazine inserted within, r packaged with, ther free r paid publicatins A free magazine within a gdy bag 2. Digital Editins - Cntrlled Free Circulatin & Membership Cpies (Effective perids ending December 2018) Free Digital Editin Cpies can nw be included under Cntrlled Free Circulatin and Membership Cpies where distributin is demnstrated by the active pening f the cpy. This is an alternative t the existing methd f ed ntificatins alerting individuals t the availability f the Digital Editin issue. 3. Paid Single Cpies - Rate banding verseas cpies (Effective perids ending December 2018) Fr simplicity yu may cmpare all single/retail cpies against the UK Basic Cver Price fr identifying the apprpriate rate band. Hwever yu may pt t reprt ther cuntries cpies against the relevant lcal cver price.

Mnitred/Sample Free Distributin - Magazines distributed with ther prducts (Effective perids ending December 2018) Free cpies packaged/distributed with ther magazines r prducts can be included as Mnitred r Sample Free Distributin. The packaged methd f distributin will be identified in reprting. This includes the fllwing examples: A free magazine distributed as part f a retail multipack A free magazine inserted within, r packaged with, ther free r paid publicatins A free magazine distributed within a gdy bag (e.g. a carrier bag distributed at an event that includes an assrtment f gifts/handuts) Add new text as dented by shading: MONITORED FREE DISTRIBUTION [extract] 3. Cpies are made available at the knwn distributin pints fr pick up r receipt by cnsumers a) Yu must be able t prvide evidence, frm the third party respnsible, f the number f cpies f the publicatin made available fr pick up r receipt at each distributin pint by cnsumers. Nte: iv) In the case f cpies that are nt distributed slus but are packaged with ther free r paid publicatins, inserted in ther publicatins r in gdy bags yu must be able t demnstrate the cpies are distributed using that mechanic. This may include prviding evidence f insertin, packaging, sales etc. We recmmend yu cntact us fr advice n evidence required. - If free cpies are distributed via a retail multipack with a paid publicatin the claim shuld be restricted t the paid publicatin s net sale. If at the time yu submit yur circulatin claim unsld cpies culd still be returned r reprted yu must make an estimate f the final net sale. Yu must adjust yur claim in the fllwing perid t reflect any difference between the estimated net sale and the actual net sale. Reprting [extract] 4. 3 SAMPLE FREE DISTRIBUTION [extract] Reprting 3. Fr each issue claimed an analysis as fllws: a) Distributin type. E.g. Single cpy knwingly paid fr by the cnsumer t the retailer c) Multipacked (r banded) magazines A magazine is defined fr ABC purpses as being sld as part f a Multipack (i.e. where it is packaged r banded tgether as a unit with ther issues r publicatins) nly if tw r mre publicatins in that pack are included in an ABC circulatin claim. ii) Tw r mre publicatins claimed Sales f Multipacks must be separately and clearly identified n newstrade reprts and dcumentatin. If a magazine in the pack is a back issue r is at all prmted as free then it cannt be claimed as a sld cpy fr ABC purpses Nte: If the publisher has remved the nrmal cver price frm a publicatin (t prevent resale fr example) r reduced the cver price fr that issue the Basic Cver Price must still be applied fr this purpse. Fr ABC rate classificatin purpses the Multipack price must be allcated t each magazine included in an ABC circulatin claim n a pr-rata basis using their individual Basic Cver Prices. A free publicatin (r ne prmted as free) included in the multipack may be eligible t be claimed under Mnitred Free Distributin r Sample Free Distributin. Please refer t thse 3

4 sectins fr requirements and reprting. If a publicatin is claimed as a free cpy within a retail multipack it must be detailed n the multipack breakut fr the paid publicatin. REPORTING Yu will reprt retail sales as fllws, which will be brken ut n the ABC Certificate (nte: the term Full Rate will replace full r Basic Cver Price fr reprting purpses): 4. The issues that include cpies sld as a part f a multipack must be reprted, identifying the ther publicatin(s) included in the multipack (nly thse that are themselves included in an ABC circulatin claim - which culd be as Retail Sale r Mnitred/Sample Free) and the quantity and percentage f each issue s Paid Single Cpies figure (ttal f retail sales and single cpy sales) that is sld as part f a multipack. 2. Digital Editins - Cntrlled Free Circulatin and Membership Cpies (Effective perids ending December 2018) Free Digital Editin cpies can be included as Cntrlled Free Circulatin r Membership Cpies (sample), where the active pening f the issue demnstrates delivery f the cpy t the individual. Add new text as dented by shading and remve text struck thrugh: DIGITAL EDITIONS [extract] 5. Digital Editin cpies must meet requirements f the relevant print categry except where varied by this sectin c) If the end recipient receives the Digital Editin free, cpies may be claimed via either f the fllwing methds: i) Ntificatin methd: Yu must capture their name, pstal address and address. Yu can nly claim ne Digital Editin cpy per individual Yu cannt claim the cpy if yu have prvided a paid r free print cpy t the same individual (where knwn). Yu must send an alert t the individual infrming them that the issue is available fr view/dwnlad. Yu must exclude cpies where the alert generates a Hard Bunceback measured at least 24 hurs after the was sent. A Hard Bunceback is where an NDN (Nn-Delivery-Ntice) such as an SMTP 550 errr r ther hard bunceback errr message is received. Yu must be able t prvide evidence f the s sent and Hard Buncebacks received. Recipients may be cntacted as part f the audit prcess. ii) Actively pened methd: Cpies may be eligible fr the categries Cntrlled Free Circulatin - individually requested (regular r sample as apprpriate) and Membership Cpies Evidence f delivery t identifiable individuals must be demnstrated by the measurement f active penings f the cpy The delivery prcess/database must have a mechanism t minimise the risk f significant duplicates t the same individual within the distributin methd The auditr must have access t verify the claim in relatin t the delivery prcess/database and measurement f active penings 4

Paid Single Cpies - banding verseas cpies (Effective perids ending December 2018) Fr simplicity yu may allcate retail/single cpies in ther cuntries int rate bands by cmparing the price paid against the UK Basic Cver Price. Hwever if yu wish yu may cntinue t reprt cpies against the relevant lcal cver price. Add new text as dented by shading: RETAIL SALES (SALE OR RETURN & FIRM SALE)/SINGLE COPY SALES [extract] 7. Reprted by rate, cmparing price paid by the cnsumer with the Basic Cver Price b) The default psitin is t use the UK Basic Cver Price.
