1 Bid Submission 1 Q: Will the service fee of $10.70 (inclusive of GST) be refunded if I am unsuccessful in my bid application for vehicle registration numbers? A: No, the service fee paid is non-refundable as it is for the processing of the bid application for vehicle registration numbers. 2 Q: What are the payment modes available for me to submit the bid application for vehicle registration numbers? For total payable amount (i.e. full bid amount plus service fee with GST): Up to $50,000/-, payment must be made via enets Debit. Above $50,000/-, payment may be made via enets Debit or Cashier s Order. However, the service fee of $10.70 must be paid via enets Debit. You may contact your Bank s Customer Service for enquires or assistance on matters pertaining to your daily payment limit. 3 Q: Can I pay the bid amount partially by enets Debit and by Cashier s Order? A: No. Partial payment is not allowed for online bid submission. For total payable amount (i.e. full bid amount plus service fee of $10.70) up to $50,000/-, payment must be made via enets Debit. For total payable amount (i.e. full bid amount plus service fee of $10.70) above $50,000/-, payment may be made via enets Debit or Cashier s Order. However, the service fee of $10.70 must be paid via enets Debit. 4 Q: Can I bid for the main and weekly bid exercises in the same bid application e.g. Choice One number is from the main bidding exercise and Choice Two number is from the weekly bidding exercise? A: No, you will need to submit a separate bid application for numbers from different bidding exercises. 5 Q: LTA now allows me to put in 3 registration numbers of the same prefix. Can I put in different bid amounts for the 3 numbers? A: No, you must put in the same bid amount for the 3 registration number and rank them in order of preference in the application. If successful, only one number will be awarded based on the order of preference. 6 Q: How do I bid for more than 1 registration number with different bid amounts? A: To bid for more than 1 vehicle registration number with different bid amounts, you need to submit a bid application for each number. Thus, if you want 2 different numbers, please put in 2 separate bid applications, i.e. 1 for each number. 7 Q: How do I revise my bid amount? A: Revision of bid amount is not allowed. Please ensure that you have entered the correct bid amount before submitting the bid application for the vehicle registration numbers.

2 8 Q: With the electronic bidding starting from 17 June 2016, can I still use the manual bid form and envelope to submit my bid for vehicle registration number? A: No. All physical bid submission via bid form and envelope received after 17 June 2016 will be disqualified. 9 Q: How do I check that my bid application via enets Debit had been successfully submitted? A: An electronic receipt will be generated after the deduction has been made from your Internet Banking account. The electronic receipt will confirm that the payment has been received and the bid application is being processed. In addition, an notification with the electronic receipt on your bid application will be sent to the address indicated in your online bid application upon successful submission. 10 Q: Can I withdraw my bid submission at any point of time during the transaction? Would payment be deducted? A: As long as you have not clicked "Submit" at the Bank's screen, you may abort the bid submission at any time by clicking on the "Cancel" button. However, if you have already submitted your request to deduct the money from your account at the Bank's page, you would not be able to withdraw unless the deduction attempt is unsuccessful. However, after I made the payment for service fee of $10.70 using enets Debit, I had closed the window before printing my bid envelope. Where can I re-print the bid envelope? A: You may re-print the bid envelope for submission of Cashier's Order during the bidding exercise period. The link to re-print the bid envelope can be found at the instruction message where you submit your bid application. You will be required to input the bidder details and bid information. The bid envelope will be sent to the address entered at the point of submission. 12 Q: Why is electronic bidding unavailable from midnight to 1.00AM daily during the bidding period? A: Electronic bidding is unavailable from midnight to 1.00AM for daily scheduled maintenance and updates with external systems. 13 Q: Why is electronic bidding unavailable on certain Sundays for a period of time during the bidding period? A: There may be extended period of scheduled maintenance and updates with external systems on certain Sundays for a period of time. Hence, electronic bidding is unavailable during this extended period. 14 Q: Why do I receive notification on my online bid application after the bid exercise has closed? A: There could be an delay due to routing between systems. Hence, the could be sent out slightly later. 15 Q: How do I submit my bid for vehicle registration number if I am a Foreigner? A: Foreigners must use their Foreign Identification Number (FIN) to submit bids for vehicle registration number. Please select Foreign Identification Number for Owner ID Type and enter your FIN under Owner ID in the e-service for submission of bids for vehicle registration numbers.

3 16 Q: Why is it compulsory to use my Foreign Identification Number (FIN) to submit bid for vehicle registration number if I am a Foreigner? A: With effect from 27 June 2016, foreign asset owners will need SingPass Two Factor Authentication (2FA) to access LTA e-services for Asset Owners in one.motoring. Likewise, only FIN will be accepted for foreigners who wish to submit their bids for vehicle registration numbers online through one.motoring during the bidding period. Passport and Malaysian NRIC numbers will no longer be accepted. Bid Results 1 Q: How do I check the vehicle registration number bidding results? A: Main Bidding Exercise - The results will be released within 7 working days after the closing date. Weekly Bidding Exercise - The results will be released within 4 working days after the closing date. Bid results will be sent to the address indicated in your online bid application. Successful bidders will receive the e-notification letter in the . Alternatively, you can check the bid results via the Vehicle Registration Number Bidding Results e-service available at 2 Q: I would like to know why my bid is unsuccessful. A: Please contact our Customer Service Officers at 1800-CALL LTA ( ). 3 Q: What should I do if I have not yet received my Cashier s Order(s) when my bid application was unsuccessful? A: If you have indicated in the online bid application to collect the results by post, you will receive the returned Cashier's Order(s) via post within 2-5 working days after the announcement of the result. Otherwise, please contact our Customer Service Officers at 1800-CALL LTA ( ). Matters on Registration Numbers 1 Q: Can I ask for an extension if my successful bid for the registration number is expiring? A: The registration numbers are valid for 12 months from the date of notification by LTA. If it is not used by the expiry date, it may be reassigned by LTA. However, before the expiry date you may apply to extend the validity period for a further 6 months, subject to payment of a non-refundable fee of $1,000 and a service charge of $30 (before GST). To extend the validity period, you need to present the payments to LTA, Customer Service Centre, 10 Sin Ming Drive, Level 1, Singapore Please proceed to the Reception Counter for assistance. Payment of $1,000 and administrative fee of $30 (before GST) by cash, NETS or cheque made payable to "Land Transport Authority" or LTA, for each extension. 2 Q: Can I transfer my bid number to another party? A: A successful bid registration number is non-transferable. Hence, you will not be able to transfer the bid number to another party. In addition, an assigned bid registration number cannot be cancelled and the bid amounts will not be refunded.

4 3 Q: What must I do if my bid for vehicle registration number is successful? A: To Register a Brand New Vehicle Inform your motor dealer of your successful bid before he registers your vehicle. To Replace the Registration Number of Your Existing Vehicle Complete the application form R06 "Application to Replace A Vehicle Registration Number" for replacement of vehicle registration number. Please ensure that the road tax has not expired. Please proceed to get a Q-ticket at Reception, LTA, Customer Service Centre, 10 Sin Ming Drive, Level 1, Singapore A fee of $300 (before GST) together with a duly filled application form is required for each replacement. 4 Q: What must I do if my bid for vehicle registration number is unsuccessful? A: Payment of Bid Amount by enets Debit Refund of unsuccessful bid amount paid by enets will be processed through GIRO and this will take up to 7 working days after the announcement of bidding results. Payment of Bid Amount by Cashier's Order Your Cashier's Order will be returned to you as per your instructions in the online bid application, via mail or through collection (Self or Proxy) at: LTA Customer Service Centre 10 Sin Ming Drive, Level 1, Singapore Please note that if you would like to reuse the returned Cashier's Order, it must have a validity period of at least 3 weeks from the date of bid submission. The bid amount for your new online bid application must also be consistent with the bid amount stated on your Cashier's Order. 5 Q: When can I use my bid vehicle registration number? A: You may generally utilise the bid registration number on the day of the announcement of the bid results unless otherwise stated by the Authority. Please note that a successful bid number must be utilised within twelve (12) months from the date of LTA's notification . Otherwise, it may be re-assigned by LTA without notice. If you are unable to utilise the bid number before its expiry, you may apply to extend the validity period for a further 6-month period, subject to payment of a non-refundable fee of $1,000 and a service charge of $30 (before GST). 6 Q: How do I check the expiry date of my successful bid? A: You may login in to your Asset Owner account, under My Account, select My Assets to check the expiry date of your successful bid number.

5 Payment Matters 1 Q: What should I do if the payment transaction is unsuccessful but my funds were deducted? A: Please call our Customer Service Hotline at 1800-CALL LTA ( ) and provide us with the following information for investigations: Bid Vehicle Registration No (s). Business Transaction Reference No. Payment Transaction Reference No. PSP Payment Reference No. Date and Time of Transaction Transaction Amount 2 Q: Will I be given an electronic receipt for the payment transaction submitted? A: Yes, an electronic receipt will be generated for successful payment made to the online bid application. In addition, an notification with the electronic receipt on your bid application will be sent to the address indicated in your online bid application upon successful submission. 3 Q: If I am unsuccessful in my bid application and I had paid for the bid amount via enets, when will the funds be credited to my bank account? A: Refund of bid amount paid via enets will be processed through GIRO and this will take up to 7 working days after the announcement of the bidding results. 4 Q: Is there any other internet payment modes besides enets Debit for online submission of bid application for vehicle registration numbers? A: Currently, we only offer enets Debit to pay for online bid application for vehicle registration numbers. We will continue to work with the Service Provider and offer other payment methods when it is viable for the Authority to do so. 5 Q: What should I do if I decide to change the refund method for bidding of vehicle registration numbers from GIRO to cheque mode? A: For refund of unsuccessful bids paid by enets, the default refund method is via GIRO. If the GIRO refund is unsuccessful (for example, if the bank account details are incorrect), LTA will re-issue your refund via cheque and mail it to the address provided in your bid application. 6 Q: I do not have a bank account. Can I request LTA to issue my refund to a third party via GIRO? A: No, GIRO refunds can only be made to the designated GIRO refund bank account furnished by the applicant at the point of online bid application via LTA e- Services@ONE.MOTORING. No further change to the GIRO refund bank account is allowed once submitted. 7 Q: Why is credit card payment not accepted for online bid application of vehicle registration numbers? A: LTA has to be prudent with public funds and cannot justify the high processing / transaction cost for online bidding of vehicle registration numbers using credit card. 8 Q: How do I make payment for online bid application of vehicle registration number? A: Step 1 You will need a valid Internet Banking Account with Citibank, DBS/POSB, OCBC/Plus!, Standard Chartered Bank or UOB. Your account with the aforesaid banks will be deducted

6 through the electronic direct debit payment scheme offered by NETS. Please refer to the FAQ on Online Payment and enets Debit for more details on internet payment facility. Step 2 Visit the One.motoring portal at and click on 'LTA e-services', 'e- Transactions', and 'Submit bid for Vehicle Registration Number'. Step 3 If you are using pop-up blocker, you must add the allowed site(s) at the pop-up blocker settings (for Internet Explorer, Mozilla FireFox and Chrome users) or turn-off the pop-up blocker (for Safari users) before you proceed.
