1 BTI INSTITUTE TRANSITION STRATEGY As per OUP, Transitin is defined as the prcess and eventual transfer f wnership and peratin/maintenance f a prduct r system: Transfer f respnsibility fr a prduct r system frm a research and develpment rganizatin t a receiving activity, with subsequent integratin f the prduct r system int the receiving activity s peratins. Fr purpses f this definitin, the term "peratins" can include any phase f an acquisitin prgram, capability develpment, r equivalent. The BTI Institute will emply a transitin mdel sensitive t the unique needs f key stakehlders and the envirnment within which BTI Institute perates. Specifically, BTI Institute will be using the ideas and cncepts f the Missin Mdel Canvas pineered by Alexander Osterwalder and Steve Blank ( This mdel prvides a missin riented framewrk that measures success thrugh benefits achieved, cst management, deplyment, and stakehlder supprt. This is a transitin away frm a revenue based business mdel. The missin riented mdel aligns with the BTI Institute missin, purpse, and strategy. The transitin strategy emplyed by BTI Institute cnsists f a custmer-centric prcess driven by the Prject Principal Investigatr and assisted by the BTI Institute team, leveraging the resurces f the University f Hustn, and directly engaging with end-users in the DHS cmmunity t deliver pragmatic slutins fr the near-term, the mid-term, and the lng-term needs f the DHS. In general, there are five phases t transitin: Phase 1 Pre-Award Set cre requirements Phase 2 Perfrmance Perid Gain custmer Supprt Phase 3 Pst Award Evaluatin Phase 4 Transitin Plan Dev./Apprval Launch Preparatin Phase 5 Implementatin Deplyment Phase 1 Pre-Award: During the pre-award phase and develpment f the wrk plan, he transitin team assists the PPI t develp a ntinal transitin plan as an integral part f the prject wrkplan t address cre cmpnents f the prject and align with a missin utcme. Phase 2 Perfrmance perid: During the perfrmance perid, the custmer is identified and included in the briefings related t the prject. Custmer suggestins are incrprated int the plan t maximize ptimal transitin utcmes. A viable transitin plan fr the Custmer(s) is develped and apprved within the first year. Phase 3 Pst Award: Upn cmpletin f the prject, an evaluatin f the deliverables is perfrmed t decide if transitin is desired by the Custmer.

2 Phase 4 - Transitin Plan Develpment/Apprval: A detailed transitin plan fr research deliverables is develped and apprved by the Custmer. Phase 5 - Implementatin: Transitin is undertaken by an entity decided by the custmer. The BTI Institute leadership, wrking in cnjunctin with the PPI and Champin, will cnduct an assessment f the needed mix f interdisciplinary skill sets, unique capabilities, expertise, credentials and partners needed t achieve the research bjectives. It will reach ut t partner institutins t prvide representatives and subject matter experts t the team t address any perceived gaps. TRANSITION TEAM BTI Institute emplys a custmer-centric structure t the transitin strategy thereby ensuring the cntinued advancement, timely adptin, and effective migratin frm research t use by the DHS cmmunity. At a minimum, each prject will include representatives frm the Prject s Principal Investigatr (PPI) Organizatin, the BTI Institute, and DHS, as fllws: PPI s Organizatin The principal investigatr Representative frm the Technlgy Transfer Office f the PPI s rganizatin Representative frm the Cmmunicatins Office f the PPI s rganizatin BTI Institute BTI Institute s Transitin POC The BTI Institute s Executive Directr fr Strategic Partnerships Member f the BTI Institute s Research Cmmittee assigned versight f the prject The BTI Institute s Emerging Technlgies Architect (TBN) Representative frm the Technlgy Transfer Office f the University f Hustn DHS Prject Champin Prject Advcates Custmer s Transitin POC (beginning in Phase 4) The Transitin Team is nt limited t the agencies, rganizatins, and psitins listed abve. The BTI Institute may add partners and persnnel t the Transitin Team as necessary t ensure a successful transitin f research t its custmers. The transitin team, partners, and persnnel cntribute t develpment f the value prpsitin thrugh the refinement f prducts and services and hw these effectively prduce benefits and address prblems. PHASE 1 PRE-AWARD During the pre-award phase, the BTI Institute frms a Transitin Team t assist the PPI in an analysis f deliverables and the develpment f the wrk plan, f which the ntinal transitin plan is an integral part. This phase sets the fundatin fr identifying key beneficiaries, determining effective financial stewardship, prgram implementatin, and strengthening stakehlder relatinships thrugh prgram transitin. Phase 1 Prcess Use-cases/need The transitin team will assist the PPI in identificatin f specific use cases/needs fr the prject utputs (deliverables/prducts). Thrugh this custmer-centric needs assessment, mre infrmatin abut the use-cases and needs are assessed. Further, additinal research is

3 cnducted t identify cncerns that may be masked, hidden, r cmpensated fr by plicy, dctrine, r practices. T facilitate the identificatin f the use-cases/needs, prvide accurate metric-verifiable cdificatin, and share acrss the transitin team, the cdified details f the usecases/needs are seminal t the generatin f the transitin plan. In additin, using existing usecases (thrugh CGAP r Acquisitin Dcuments like a CONOPS, r planning CONOPS) will be explred. It shuld be recgnized that, in this phase f transitin plan develpment, the initial usecases/needs may be eclipsed r integrated int an identified/discvered brader scpe and scale f applicability. In turn, that may drive r shape the near-term, mid-term, and lng-term transitin plans and actual prject develpment. Althugh all cases and needs are imprtant, the dgmatic pursuit f a single use-case/need slutin, within the cntext f a greater ptential applicatin, will nly be advcated as a near-term fundatinal/prf f cncept prlegmena t a brader applicatin f the slutin. What are the means and methds used by the PPI t engage with the PPI s rganizatin s technlgy transfer ffice and cmmunicatins ffice t leverage the capabilities and assets they represent, including: Frequency and level f cmmunicatin Leveraging f existing cntacts frm the identified/discvered ptential enduser(s)/custmer(s) within the DHS cmmunity and allied cmmunities Partner COE, academic, industrial, and cmmercial cntacts Phase 1 Outcmes The PPI updates the wrk plan with detailed descriptins answering the questins frm the deliverables analysis and the ntinal transitin plan. It shuld be emphasized that the ntinal transitin plan is a dynamic dcument subject t mdificatin as dictated by changes in physical, gegraphic, and regulatry envirnments f the end-user(s)/custmer(s) and new manifestatins f use-cases/needs. The Prject Principal Investigatr, assisted by the BTI Transitin Team, may amend/update the written ntinal transitin plan ver time. The wrkplan apprved by the Prject Champin and OUP and cntract is signed. PHASE 2 PERFORMANCE PERIOD During this phase, the transitin team assists the PPI t identify a custmer fr the prject. Phase 2 Prcess All team members ffer leads t the PPI and facilitate intrductins. The DHS cmpnents functin/perate acrss a brad spectrum f physical, gegraphic, and regulatry envirnments. Use-cases/needs identified fr a specific user have a high prbability f being applicable t cmpnents in the riginal frm r with minimal mdificatin. T ensure the greatest return n

5 investment frm DHS funds, resurces, staffing, and time, the bradest pssible user cmmunity must be identified, and shuld be included. Custmer Discvery: Tward a cmprehensive and accurate understanding f the ptential custmers fr a prject and the prpsed deliverable, the user cmmunity including the DHS S&T prgram advcates, DHS agency advcates, DHC agency cntact(s) fr prject acquisitin, allied agency/cmmunity advcates/subject matter experts (external t the DHS, University f Hustn, r BTI Institute s cmmunities), prject champin(s), and ptential end-user(s)/custmer(s) shuld be surveyed with, at a minimum, the fllwing questins: Wh is/are the ptential and mst likely end-user(s)/custmer(s) f prpsed deliverables? Hw, ptentially, will the end-user(s)/custmer(s) change in scale and scpe acrss the near-term, mid-term, and lng-term research, develpment, testing, and deplyment f the prject? Are the deliverables scalable? What are the functinal and/r peratinal requirements fr the prpsed deliverables as identified? Are the functinal/peratinal requirements specific t a specific end-user/custmer r a spectrum f users? If there are significant cnflicts between the ptimal deliverable acrss a spectrum f ptential end-users/custmers, hw will they be reslved? Hw is the ptimal slutin as prescribed by cst/time/resurces defined? Are there any technical, prcedural, plicy, r dctrinal dependencies that exist and wuld need t be mdified, r wuld be required fr the end-user t adpt/acquire t use the develped slutin? Are there alternative technlgies/prcesses/methds/prtcls/knwledge prducts that culd address the requirements fr slving the prblem? What methdlgy was emplyed t survey alternatives? If they exist, what are their limitatins/advantages? What is the cmparative rate f develpment in the alternative technlgy, and is there a ptential fr the prpsed slutin t be eclipsed r vertaken by the alternative technlgy? Phase 2 Outcmes The PPI writes a memrandum f recrd fr each ptential custmer dcumenting the interactin and its utcmes, and identifies ne r multiple custmers fr the specific prject. Each ptential custmer ffers a written cmmitment t participate in the develpment f an evaluatin plan f the deliverables. PHASE 3 POST AWARD During this phase, the BTI Institute develps and implements an evaluatin plan fr the deliverables based n the custmer use cases. The Custmer is encuraged t identify the: 1) Requirements Manager; 2) Prgram Manager; 3) Operatinal Spnsr. Phase 3 Prcess The BTI Institute s team interviews the custmer(s) t write the requirements fr the specific need. The BTI Institute invites the Custmer t designate a Custmer Transitin POC. The BTI Institute and the Prject Champin perfrms an evaluatin f the deliverables against the requirements and prvides a reprt t the custmer. Fcus is placed n ensuring gaps, requirements and use cases are used t ensure and explain the prduct can be evaluated against the initial prblem.

6 Phase 3 Outcmes The BTI Institute prvides a written evaluatin f deliverables t the Custmer. The Custmer(s) designate(s) a Transitin POC(s) t assist in the develpment f the specific Transitin Plan. The Custmer s Transitin POC will have the respnsibility/authrity t apprve the specific Transitin Plan. PHASE 4 - PLAN DEVELOPMENT/APPROVAL During this phase, the PPI develps a specific Transitin Plan. Phase 4 Prcess The transitin plan will include: A clear and cncise explanatin fr the cncrete real-wrld use f the research and subsequent deliverables The deliverables as defined by the analysis, including: the specific granularity f the deliverables as develped fr a cmmitted end-user(s)/custmer(s) within the DHS cmmunity, the applicability acrss a larger scale and scpe, and any limitatins r technical, prcedural, plicy, r dctrinal dependencies. A clear and cncise explanatin fr the transitinal pathway t deply the deliverables t end-user(s)/custmer(s) within the DHS cmmunity, including the issues f: The rights f intellectual prperty Manufacturing cnsideratins As apprpriate, identified surces fr sftware, hardware, fabricatin, and/r manufacturing The peratinal and maintenance cnsideratins, including: cst, enduser(s)/custmer(s) required knwledge base Test, training, and evaluatin (with metrics fr testing) fr end-user(s)/custmer(s) The means and methds f engagement with and deplyment t enduser(s)/custmer(s) Dcumentatin f best practices and methds, and prvisins f accessibility t enduser(s)/custmer(s) The specific initial end-user(s)/custmer(s) recipients (by agency, rle, and name where pssible) f the deliverables and the prtcl fr sharing by the initial recipients t ther users within the DHS and allied cmmunities The means f deplyment fr deliverables t specific initial end-user(s)/custmer(s) recipients Ptential plans fr publicatin f metrics, narratives, surce cde, presentatins, websites, wrkshps, telecnferences, s, and face-t-face meetings and hwt instructins t the DHS. Phase 4 Outcmes Specific Transitin Plan has been develped and apprved by the Custmer POC. PHASE 5 IMPLEMENTATION During this phase, the Phase-5 assigned entity perfrms the transitin. Assessment f the Transitin Prcess Beynd the satisfactry meeting and/r delivery f the stated task, milestnes, deliverables, and perfrmance metrics, the assessment f the transitin prcess will be a measure f: The effective deplyment f the deliverables t end-user(s)/custmer(s) The level f engagement by end-user(s)/custmer(s) in the use f the deliverables

7 The clsing f a knwledge, and/r peratinal capability gap/deficiency f significant imprtance t the Hmeland Security Enterprise, and/r a change in the technlgy, sftware, database, CONOPS, visualizatins, prcess, methd, r prtcl f enduser(s)/custmer(s) with n majr utstanding/remaining business issues The establishment f a transitin agreement and prtcl with the end-user(s)/custmer(s) fr the sustainment and maintenance f the deliverable deplyment As apprpriate, the effective and wide-spread circulatin f metrics, narratives, surce cde, presentatins, web sites, wrkshps, telecnferences, s, and face-t-face meetings and hw-t instructins t the DHS stakehlders Thrughut the five phases f the transitin prcess, the gal is t identify and maximize the value ffered t all stakehlders. In this prcess facilitated by BTI Institute, internal and external custmers engage thrugh prjects and needs discvery t align the prblem under cnsideratin with the gain creatrs and pain relievers, (Osterwalder & Blank, 2017). BTI Institute seeks missin riented slutins; it is this fcus that drives the relatinships, prcess, criteria, and utcmes. The transitin strategy is key t the value creatin prcess. Phases 1-5 fit within a theretical missin-riented structure identified by (Osterwalder & Blank, 2017).
