All bidders interested in participating in the on-line e-tendering process are required to obtain Class II or Class III Digital Certificates. The tender should be prepared & submitted online using individual s digital signature certificate. An important Training Workshop on e-tendering procedure will be held on at 11:30 Hrs. at Directorate of Vocational Education & Training, M.S., 3, Mahapalika Marg, Mumbai (5 th Floor, Meeting Hall). Gazette, Part-II Purchase and Downloading Of Tender Form: The tender document is uploaded / released on Government of Maharashtra, (GOM) e-tendering website Tender document and supporting documents have to be purchased on-line and downloaded from following link of DIRECTORATE OF VOCATIONAL EDUCATION & TRAINING on e-tendering website of Government of Maharashtra, by filling Demand Draft details online. Subsequently, bid has to be prepared and submitted online ONLY as per the schedule. Tender forms will not be sold / issued manually from DIRECTORATE OF VOCATIONAL EDUCATION & TRAINING, MAHARASHTRA STATE. Only those Tender offers shall be accepted for evaluation for which non-refundable Tender Fee as mentioned in the tender items list, in the form of Demand Draft drawn in favour of Director, Directorate of Vocational Education & Training, Maharashtra State, Mumbai payable at par at Mumbai, is deposited in the office of Directorate of Vocational Education & Training, M.S., 3, Mahapalika Marg, Mumbai (Desk No.16, 5 th Floor, Purchase Department) on or before scheduled date given in TIME SCHEDULE AND IMPORTANT DATES of the tender. SUBMISSION OF BIDS Both the Bids (Technical as well as Commercial) shall have to be submitted online only. Bids not submitted online will not be entertained. TECHNICAL BID Technical Envelope shall contain following documents (in the form of PDF files / Scanned images). These documents need to be digitally signed by individual tenderer s digital signature and uploaded during online bid preparation stage. Original copies shall be kept ready at the time of opening of the tender. List of Documents / Information to be uploaded / submitted online : 1) Scanned copy of D.D. drawn against tender cost (separately for each item) 2) 3% of the offer limited to amount specified in the Tender Form should be paid in the form of D.D. (Separately for each tender) in the name of DIRECTOR OF VOCATIONAL EDUCATION & TRAINING, MAHARASHTRA STATE, MUMBAI-1. 3) Copy of C.S.P.O./D.I.C./S.S.I./N.S.I.C./D.G.S. & D./Registration Certificate should be submitted in support of exemption from paying E.M.D. for tendered item. 4) Sales Tax / VAT Clearance Certificate either from State or from Central Govt.(Wherever applicable) having Tax paid upto Dec and proof of Tax paid thereafter. 5) If Sales Tax / VAT Clearance Certificate is not possible to submit alongwith tender, the proof of application made for getting Sales Tax / VAT Clearance Certificate having acknowledge of Sales Tax Department should be submitted alongwith tender form and Sales Tax / VAT Clearance Certificate should be submitted before opening of Commercial Bid. Otherwise tender will be rejected. 6) No Deviation Certificate in detail in the prescribed proforma should be submitted for each item separately, wherever there is no deviation.

6 7) Undertaking for service after sales and warranty for minimum 1 year should be given alongwith tender. ( In case of dealer it should be obtained from manufacturer.) 8) Manufacturer s Catalogue / Leaflet / Circuit-diagram / Layout-diagram for each product should be attached with the offer, wherever applicable. 9) a) Authorisation Certificate from the manufacturer (in case of dealer) mentioning clearly the name of the Model for the tendered item in ORIGINAL to be obtained in the name of DIRECTOR OF VOCATIONAL EDUCATION & TRAINING, MAHARASHTRA STATE, MUMBAI for participating in this tender. b) Manufacturer Certificate Copy of Entrepreneurship Memorandum Part II issued by concerned D.I.C. should be submitted (for Micro, Small & Medium Manufacturers) & For Large Manufacturers Copy of Manufacturing License issued by concerned Govt. Authority to be submitted in the Technical Bid. c) For imported items Manufacturer s Manufacturing License / Certificate from Competent Authority. If it is in foreign language, it should be translated in English & a notarised copy of it should be submitted. 10) Details of manufacturing facilities i.e. Details of staff, machinery, manufacturing capacity etc. (Dealers should submit these details from the Manufacturer.) 11) List of users other than this department regarding quality of the equipment supplied and sales service rendered by the supplier. Minimum 3 recent certificates are to be submitted received from the consignees. And / Or Past experience for tendered item with this Department in the prescribed proforma (For minimum 3 years) 12) Undertaking of delivery period within eight (8) weeks to twelve (12) weeks is to be submitted. 13) Undertaking for delivery at various institutes, including demonstration, installation, satisfactory trial at free of cost and service during warranty period. 14) Undertaking for giving demonstration of tendered item within short period of notice. 15) Undertaking duly signed by the tenderer regarding acceptance of penalty clause, risk purchase clause and fall clause. 16) Test Report from Govt. Laboratory prescribed in Schedule VIII of Govt. Resolution, dated from Industry Energy & Labour Dept., Govt. of Maharashtra (List enclosed in Tender document) wherever prescribed in specification. Tenders without D.D. for tender cost, E.M.D, sales tax / VAT clearance certificate (or proof of application made for getting sales tax / vat clearance certificate) and authorization of manufacturer (wherever applicable) will be summarily rejected, which may be noted. Discrepancies (if any) should be complied in the given time limit. Note: If, during online bid preparation, any need arises to upload additional documents, apart from the above mentioned documents, an option to upload additional documents has been provided in the e-tendering software which will be available to bidders during online bid preparation stage. COMMERCIAL BID : All financial offers must be prepared and submitted online (An online form will be provided, during online bid preparation stage) and signed using individual s digital certificate. He should not quote his offer any where directly or indirectly in Technical Envelope (T1), failing which the Commercial Envelope(C1) shall not be opened and his tender shall stand rejected. OPENING OF BIDS: TECHNICAL ENVELOPE (T1):

7 ENVELOPE NO.1 (TECHNICAL OFFER) will be opened online through e-tendering procedure, to verify its contents as per requirements, on the date specified in Tender Notice in presence of tenderer/s or their Authorised Representative. If the various documents contained in this envelope do not meet the requirements, a note will be recorded accordingly by the tender opening authority and the said tenderer s Commercial Envelope will not be considered for further action but the same will be recorded. Decision of the tender opening authority shall be final in this regard. COMMERCIAL ENVELOPE (C1): The tenderers qualifying technically are only eligible for opening of envelope no.2. Envelope No.2 (Commercial Offer) will be opened in the presence of tenderer or their authorised representative at a date which will be notified later. This envelope shall be opened online as per the date and time given in detailed tender schedule (if possible), through e-tendering procedure only, The financial bids shall not be opened till the completion of evaluation of technical bids. Commercial Bids of only technically qualified Bidders as mentioned above will be opened. Instruction to bidders for online submission The interested tenderers / bidders will have to make online payment (using credit card/debit card/net banking/cash Card) of Rs. 1024/- (inclusive of all taxes) per bid per tender to online service provider of e-tendering system (Sify NexTenders) at the time of entering online Bid Submission stage of the tender schedule. (A detailed list of different modes of online payment has been provided on the last page of the this document) The date and time for online submission of envelopes shall strictly apply in all cases. The tenderers should ensure that their tender is prepared online before the expiry of the scheduled date and time and then submitted online before the expiry of the scheduled date and time. No delay on account of any cause will be entertained. Offers not submitted online will not be entertained. If for any reason, any interested bidder fails to complete any of online stages during the complete tender cycle, department shall not be responsible for that and any grievance regarding that shall not be entertained. EARNEST MONEY DEPOSIT (EMD) 3% E.M.D. (Limited to Rs.5000/- for each tender) is to be submitted separately by D.D. in favour of Director, Directorate of Vocational Education & Training, Maharashtra State, Mumbai-01 in the office of Directorate of Vocational Education & Training, M.S., 3, Mahapalika Marg, Mumbai (Desk No.16, 5 th Floor, Purchase Department) on or before scheduled date given in TIME SCHEDULE AND IMPORTANT DATES of the tender. However following categories are exempted from payment of E.M.D. :- (i) Factories located in Maharashtra State quoting for the items registered with D.G.S. & D. (ii) Government & Semi-Government Undertaking. (iii) S.S.I. Unit registered with Director of Industries, Maharashtra State and for the Items quoted and manufactured by them with valid registration. (iv) S.S.I. Unit registered with N.S.I.C., Small Service Institute of Government of India only for the items manufactured by them, irrespective of location of manufacturing unit.

8 (v) Suppliers Registered with C.S.P.O. (Maharashtra State) only for the item mentioned in certificate, provided the certificate is valid (Relevant copy of the certificate to be attached with the Tender) (vi) (vii) The legal jurisdiction is Mumbai. The undersigned reserves the right for any changes / cancellation / rejection of all offers without assigning any reason what-so-ever. Pre-dispatch Inspection: Pre-dispatch Inspection will be carried out from the representative of this Directorate. However inspection charges will be borne by the tenderer. Installation: Installation and free working trial is to be given to all consignees at their sites. WARRANTY: WARRANTY SHOULD BE MINIMUM FOR ONE YEAR for machines as well as for its accessories. PAYMENT TERMS :- 100% payment against delivery of equipment and satisfactory commissioning and trial at consignees place. The offer should be firm, inclusive of all taxes till the period of delivery. Escalation in prices will not be allowed. Reduction in Taxes / levies by Govt. during the period, the benefit should be passed on to consignees.
