11 Requirements for Success - Owner It all starts with the RFP. You get what you specify. The RFP sets minimum requirements. (Can t add as you go along unless there s a contract mod.) It must be detailed with specific requirements. (Think more what than how allow for innovation and creativity.) Clear hierarchy of governing criteria and technical standards Address life cycle / required Design Life for key components Clearly Construction When will you let the Contractor work ahead on the project? Conditions? Controls? Prioritize early procurement and early decisions (can be very uncomfortable because of lead times) Co-location can improve decision making

12 Keys for Design Team Project Managers with big infrastructure and Design-Build experience Strong local presence and global experience for complex APD projects Deep bench to draw from for unexpected challenges Availability of Subject Matter Experts is invaluable Experienced project and document controls organizations Understand that the Constructor could suffer real losses if you don t deliver, as promised.

13 Constructor Expectations On-time delivery anticipate delays and don t stop construction! Always be Senior staff who are engaged and willing to work 7 days per week, if necessary. Delivery staff with APD experience Lump sum cost design is a subcontract (Designers - include a healthy contingency you ll need it) Optimize designs which save costs (Designers - they may expect this in your base fee watch for it.) Co located staff be specific on how many

14 Owner Expectations IWWIW: Translation: I want what I want. D-B-B control with D-B advantages. Designers really work for them, not the Constructor. Direct line of communication outside the Constructor can t let it happen. Designer represents their interests, not the Constructor s. Again, this is a misperception. Designers are aligned with the Constructor, but still have to meet code and ethical obligations. Co located staff

15 Delivery - Designer Hard on people prepare and monitor Higher Risk! Assume you ll have a claim filed against you. Document like it from the start! Virtual Delivery s tough plan and manage! My last big job was delivered out of > 70 Stantec locations with 16 subconsultants. Subs are a significant risk plan for it and manage it! Quality, quality, quality - it s key throughout.

Project set-up, governance, and controls are Entire Team must be engaged including Senior Leadership no room for non-productive management Construction Phase Services are critical, too! Define these carefully On-site presence is critical Plan to meet EOR requirements for certifications (i.e., fuel system certification, fire marshal certification ) Communicate, communicate, communicate!

17 Cost of Close-Out Designer must consider possibility that the Constructor may want to set-off costs against them document all potential change orders in prep for that day Constructor must manage potential Owner claims with Designer s help. It s in both parties best interests. Need to manage setoff / Owner claims Owner must assure themselves that they got what they contracted for may not be 100% of what they wanted.

18 Cost of Close-Out (cont.) Budget for close-out and warranty period Relationship management is critical Teamwork between Designer and Constructor is essential. Satisfying the Owner and their client, if there is one, is essential to future work opportunities. Avoid the Lily Tomlin situation, We re all in this alone
