4 1 General This sectin includes general infrmatin regarding sampling, testing and acceptance f Bar Reinfrcement. See Sectin 52 Reinfrcement f the Standard Specificatins fr further infrmatin. Rebar withut a cating is cmmnly knwn as black rebar. When the designer requires rebar t be cated, it is designated t be either epxy cated r galvanized. Headed bar reinfrcement is designed t anchr the tensile capacity f the rebar and prevent premature pullut failure. 1.1 Certificatins Black Bar Reinfrcement The cntractr shall submit a certificate f cmpliance fr each shipment f reinfrcement. In additin, the Cntractr shall submit the fllwing: A cpy f the certified mill test reprt fr each heat and size f reinfrcing steel shwing physical and chemical analysis A list f all reinfrcement befre starting reinfrcement placement Epxy Cated Bar Reinfrcement The Cntractr shall submit a certificate f cmpliance fr each shipment f epxy-cated reinfrcement. Include with the submittal: COC must certify that the material cmplies with the applicable ASTMs. The COC shuld be accmpanied by Quality Cntrl (QC) test results required by the ASTM. Due t the very lw quantity f epxy cated bar n the jb (pile A bars) the epxy cated bars will nt be surce inspected and damaged bars will nt be accepted. The Cntractr shall submit Steel Reinfrcement Mill Test Reprts (MTRs) and steel supplier purchase rders. It shall be verified that the MTRs satisfy Buy America Requirements Galvanized Bar Reinfrcement Submit a certificate f cmpliance fr each shipment f galvanized reinfrcement. Include with the submittal: Certificatin that the galvanized reinfrcement cmplies with ASTM A 767/A 767M fr bar reinfrcement. Minr repairs t galvanizing must cmply with ASTM A 780. Submit a certificate f cmpliance fr the patching material that includes a certificatin that the patching material is cmpatible with the galvanizing t be used. Page I-3

Befre transprting test samples: Securely bundle and package the 4 test samples fr each test in a way that preserves their cnditin during transprtatin Identify each test sample by lt number and Cntract number using weatherprf markings Attach a cmpleted Sample Identificatin Card t each bundle 2 Materials 2.1 Black Bar Reinfrcement In general, reinfrcing bars must be defrmed bars cmplying with ASTM A 706/A 706M, Grade 60, except yu may use: Defrmed bars cmplying with ASTM A 615/A 615M, Grade 60, in: Junctin structures Sign and signal fundatins Minr structures Cncrete crib members Mechanically-stabilized-embankment cncrete panels Page I-4

ASTM A 775/A 775M fr bar reinfrcement 2. ASTM A 884/A 884M, Class A, Type 1 r Type 2, fr wire reinfrcement 3. ASTM A 934/A 934M fr prefabricated epxy-cated steel reinfrcing bars. A cmparisn f the epxy-cating standards is shwn in Figure G1 belw frm the Caltrans OSM QASI Manual: Figure I1 : Cmparisn f Epxy-Cating Standards Fabricatin and jb site handling f epxy-cated bar reinfrcement must cmply with ASTM D 3963/D 3963M. 2.3 Galvanized Bar Reinfrcement Galvanize bar reinfrcement under ASTM A 767/A 767M, Class 1, except chrmating is nt required. 2.4 Headed Bar Reinfrcement Headed bar reinfrcement must cmply with ASTM A970/A970M. 7 At fracture, headed bar reinfrcement must: Cmply with the tensile requirements f ASTM A970/A970M, Class A. Shw signs f visible necking in the reinfrcing bar. The visible necking must be lcated at least 1 bar diameter away frm the affected zne. Headed bar reinfrcement must have full size heads and must be n the Caltrans Authrized Material List. If headed bar reinfrcement is t be epxy cated: Rund edges f heads Remve sharp edges, burrs, and weld flash that wuld prevent prper cating f the headed bar D nt use threaded heads if headed bar reinfrcement is t be epxy cated. 3 Surce Inspectin Prcedure and Dcumentatin 3.1 Black Bar Reinfrcement The Cntractr will submit frm CEM-3101 Ntice f Materials t be Used t the Resident Engineer and SMR. The SMR will cmplete frm TL-0028 Ntice f Materials t be Inspected and prvide t the Resident Engineer. The Resident Engineer will distribute t the Cntractr and vendr r fabricatr. Upn delivery f the material t the jbsite, a field engineer will accept the material n receipt f a COC and ther material dcumentatin, and upn visual inspectin. If the material meets all Cntract specificatins, the field inspectr will release the material t be incrprated int the wrk and cmplete frm CEM 4102 Materials Inspected and Released n Jb. The field engineer will attach the COC and ther material dcumentatin t the CEM-4102 and submit t the Resident Engineer fr review and filing. 3.2 Epxy Cated Bar Reinfrcement The Cntractr will submit frm CEM-3101 Ntice f Materials t be Used t the Resident Engineer and SMR. The SMR will cmplete frm TL-0028 Ntice f Materials t be Inspected and prvide t the Resident Engineer. The Resident Engineer will distribute t the Cntractr and vendr r fabricatr. Upn delivery f the material t the jbsite, a field engineer will accept the material n receipt f a COC and ther material dcumentatin, and upn visual inspectin. The epxy cating thickness will be measured, if deemed necessary. 8 3.3 Galvanized Bar Reinfrcement The Cntractr will submit frm CEM-3101 Ntice f Materials t be Used t the Resident Engineer and SMR. The SMR will cmplete frm TL-0028 Ntice f Materials t be Inspected and prvide t the Resident Engineer. The Resident Engineer will distribute t the Cntractr and vendr r fabricatr. Upn delivery f the material t the jbsite, a field engineer will accept the material n receipt f a COC and ther material dcumentatin, and upn visual inspectin. The galvanizatin thickness will be measured, if deemed necessary. If the material meets all Cntract specificatins, the field inspectr will release the material t be incrprated int the wrk and cmplete frm CEM 4102 Materials Inspected and Released n Jb. The field engineer will attach the COC and ther material dcumentatin t the CEM-4102 and submit t the Resident Engineer fr review and filing. 3.4 Headed Bar Reinfrcement The Cntractr will submit frm CEM-3101 Ntice f Materials t be Used t the Resident Engineer and SMR. The SMR will cmplete frm TL-0608 Ntice f Materials t be Furnished fr Inspectin and prvide t the Resident Engineer. The Resident Engineer will transmit t the Cntractr fr distributin t the vendr r fabricatr. The vendr r fabricatr shall submit t the Cntractr a frm TL-0038 Inspectin Request. The Cntractr shall frward the TL-0038 t the Resident Engineer and SMR. The SMR will schedule a QA inspectr t cllect samples. Prir t sampling the material, the QA inspectr will receive and review the material dcumentatin listed in Sectin If the inspectin is fr multiple shipments, the QA inspectr will verify that each shipment has its wn dcumentatin. If there is a discrepancy with the material dcumentatin, the QA inspectr will explain the requirements. If reslutin cannt be reached in a timely manner, the QA inspectr must cntact the SMR. Fllwing review f the dcumentatin, the material sampling can be perfrmed. QA will sample and test the first lt, and at least ne randmly selected f the next five lts. When sampling frm a cmpleted lt the inspectr must perfrm randm bservatins f the cnditin f the cmpleted lts at the supplier If the headed rebar is t be epxy cated the edges f the head must be runded and sharp edges, burrs, and weld flash must be remved. The QA inspectr will select 4 test samples t be remved frm each cmpleted lt: Test samples must be 4 feet lng fr bar sizes n. 9 and belw and 6 feet lng fr sizes n. 10 and abve. The supplier will cut the samples ut f the lt and secure them tgether fr transprting. If ne reinfrcing bar has a head n bth ends, it will be cunted as 2 samples. The samples must be randmly chsen frm a cmpleted lt and nt previusly prepared by the fabricatr. Page I-7

9 The QA inspectr must fill ut a TL-6034, Surce Inspectin Reprt, which will dcument the inspectin and sampling fr that day. The QA inspectr will prvide the samples t the Verificatin Testing Labratry. The samples will be tested in accrdance with Sectin D(5) f the 2015 Standard Specificatins and Appendix E f this SIQMP. The Verificatin Testing Labratry must the test results t the: 1. Prject SMR 2. Resident Engineer At fracture, headed bar reinfrcement test samples must cmply with the requirements specified in 2015 Standard Specificatin Sectin as fllws: If nly 1 test sample cmplies with the requirements, the Department rejects all headed bar reinfrcement in the lt. If nly 2 test samples cmply with the requirements, perfrm 1 additinal test n the same lt f headed bar reinfrcement. This additinal test must cnsist f tensile testing 4 test samples, randmly selected by the Engineer and remved by yu frm the lt. If any f the 4 test samples frm this additinal test d nt cmply with the specified requirements, the Department rejects all headed bar reinfrcement in the lt. If 3 r mre test samples cmply with the requirements, the Department accepts all headed bar reinfrcement in the lt. The SMR shall infrm the fabricatr f the test results when they are received. When test results shw the lt cmplies with the apprpriate specificatins, the SMR shall then schedule a QA Inspectr fr final inspectin and release the material. During the final inspectin and release the QA Inspectr must verify: Prductin test reprt is acceptable Must be signed by an engineer wh represents the labratry and is a registered civil engineer in the State f Califrnia Reference 2015 Standard Specificatin Sectin C(3), Prductin Test Reprt fr required cntents f reprt The COC is accurate The mill test reprts are accurate Cnditin f material appears satisfactry If the material is fund t be acceptable, the QA inspectr will tag the material with a TL-0624 Inspectin Release Tag. The QA inspectr will cmplete frm TL-0029 Reprt f Inspectin f Material, attach COCs and all ther applicable material dcumentatin, and submit t the SMR and Resident Engineer. The field engineer will verify the lt numbers match the TL-0029 and inspect the material fr any shipping damages. If the material meets all Cntract specificatins, the field inspectr will pull the tags and attach them t the TL-0029 and release the material t be incrprated int the wrk. The material dcumentatin package will be submitted t the Resident Engineer fr review and filing. Page I-8

10 4 Splicing Bar Reinfrcement Bar reinfrcement is made cntinuus by lap splicing r butt splicing. This appendix details service and ultimate butt splicing requirements as specified in the Caltrans Standard Specificatins. The main types f butt splicing anticipated n this jb are resistance welding and mechanical cupling. Mechanical splicing is generally dne in the field and resistance butt welding is dne in a fabricatin shp. 4.1 Pre-qualificatin f Splices Befre any service r ultimate splices can be used, resistance welding machines and mechanical cuplers must be n the Caltrans apprved prduct list. Befre manufacturing hps using resistance butt welding, the Cntractr submits t the Engineer the manufacturer s Quality Cntrl (QC) manual fr the fabricatin f hps. The QC manual cntains the fllwing: The pre-prductin prcedures fr the qualificatin f material and equipment The methds and frequencies fr perfrming QC prcedures during prductin The calibratin prcedures and calibratin frequency fr equipment The welding prcedure specificatin (WPS) fr resistance welding The methd fr identifying and tracking lts The Cntractr s designated QC Manager, wh reviews and apprves all dcuments befre submitting them t the Engineer, reviews and apprves the Splice Pre-qualificatin Reprt (SPR). The Engineer then reviews and apprves the SPR. The lcal agency SMR shuld request a cpy f the SPR if the Engineer des nt prvide ne. The SPR cntains the fllwing: Splice material infrmatin Names f peratrs wh will be perfrming the splicing Descriptins f the psitins, lcatins, equipment and prcedures t be used in the wrk Certificatins fr pre-qualificatin f peratrs and prcedures Certified test results fr all pre-qualificatin sample splices Operatr and prcedure certificatins are valid if they are based n sample tests perfrmed within the last tw years. Each peratr is certified by perfrming tw sample splices fr each bar size f each type f splice type that the peratr will be perfrming n the wrk. Fr defrmatin-dependent types f splice devices, each peratr is certified by perfrming tw additinal samples fr each bar size and defrmatin pattern that will be used in the wrk. Page I-9

11 4.2 Inspecting, Sampling, and Testing f Prductin Splices One lt f prductin splices cntains 150 splices, r fractin theref. Each lt f prductin splices is QC tested. QC samples g t the independent testing labratry, which is required t have the fllwing: Prper facilities, including a tensile testing machine capable f breaking the largest size f reinfrcing bar t be tested with minimum lengths as shwn in the amended standard specificatins. A device fr measuring the ttal slip f the reinfrcing bars acrss the splice t the nearest 25 μm, that, when placed parallel t the lngitudinal axis f the bar is able t simultaneusly measure mvement acrss the splice, at tw lcatins, 180 degrees apart. Operatrs wh have received frmal training fr perfrming the testing requirements f ASTM Designatin: A 370 and Califrnia Test 670. A recrd f annual calibratin f testing equipment perfrmed by an independent third party that has 1) standards that are traceable t the Natinal Institute f Standards and Technlgy, and 2) a frmal reprting prcedure, including published test frms. Quality Assurance (QA) sample splices are sampled and tested n the first, and at least ne randmly selected f the next five, lt f prductin splices. QA samples, which are used t verify prductin splice test results, are in additin t QC samples. QA samples g t the Verificatin Testing Labratry. Each sample cntains eight (fur t independent QC Lab and fur t the Verificatin Testing Labratry). Ultimate splices require eight cntrl bars in additin t the splices. The labratries will test neither bundles cntaining less than fur splices nr bundles nt accmpanied by the prper dcumentatin. 4.3 Service Splices Service splice lcatins are indicated n the plans. Service splices are typically used t splice reinfrcement in elements that are nt expected t underg significant pst-yield straining, such as bent caps, clumn flares and bridge superstructures. Service splices are resistance welded, mechanically cupled r cmplete jint penetratin welded Resistance Weld Splices Pre-qualificatin: See Sectin 4.1 QC sampling (Prductin Test Requirements): Cntractr prepares samples. Fur splices frm every lt f prductin splices. Samples shuld be 4 feet lng fr #9 and smaller and 6 ½ feet lng fr #10 and larger. Securely bundle sample splices tgether. Cntractr identifies the samples as Prductin Service and fills ut the TL PB befre shipping. Page I-10

12 Send samples t the independent testing lab. QA sampling (Quality Assurance Test Requirements) is the same fr QC sampling, except: The first and at least ne randmly selected f the next five, lt f prductin splices is sampled and tested. QA Inspectr randmly selects the samples (fur t the independent QC lab and fur t the Verificatin Testing Labratry) and places tamper prf markings n all samples. Cntractr identifies the samples as QA Service and fills ut the TL-0101 befre shipping. Test Requirements Cntractr ntifies Engineer at least ne week prir t testing. Tensile requirement: minimum tensile strength f nt less than 550 Mpa fr three ut f fur samples. N sample will be belw 420 Mpa. Acceptance Criteria Test splices fr tensile strength If at least three splices pass the tensile requirement, the lt is acceptable. If nly ne sample passes, the lt is rejected. If nly tw samples pass, retest fur additinal splices frm the same lt. If all fur pass, the lt is acceptable. If ne fails, the lt is rejected Mechanical Splices Pre-qualificatin: See Sectin 4.1. QC sampling: Same as Sectin QA sampling: Same as Sectin Test Requirements: Same as Sectin In additin and prir t tensile tests, ne f the fur samples shall cnfrm t the requirements fr ttal slip as specified in Caltrans Standard Specificatin Sectin B. Tensile requirement: minimum tensile strength f nt less than 550 MPa. Acceptance Criteria: Same as Sectin 4.3.1; hwever, slip test requirement must be met first. Slip test requirement: Test ne splice fr slip. If this splice fails the slip requirement, test remaining three fr slip. If any f the three fail, the entire lt is rejected. Page I-11

13 4.4 Ultimate Splices Ultimate splice lcatins are indicated n the plans. Typically used t splice reinfrcement in seismic critical elements such as pile shafts and clumns, ultimate splices can be resistance welded, mechanically cupled, r cmplete penetratin welded. Hps can have ultimate splices inside the N-Splice Zne, but splices are nt allwed in main clumn reinfrcing steel inside the N-splice Zne. Ultimate splice samples, which require a cntrl bar in additin t the splice, are tested fr ductility as well as tensin Resistance Weld f Ultimate Splices Pre-qualificatin: See Sectin 4.1. QC sampling (Prductin Test Requirements): QCM ntifies Engineer in writing when splices in a lt have been cmpleted (and epxy-cated if required) and are ready fr testing. The Engineer r Engineer s representative randmly selects fur samples and places tamper-prf markings r seals n them. Splices n straight bars are sampled at the jb site. Hps can be sampled either at the fabricatin facility r at the jb site. The Cntractr selects the adjacent cntrl bar fr each splice. The Engineer places tamper-prf markings r seals n them. If a tamper-prf marking r seal is disturbed prir t testing, the sample can be rejected. Sample fur splices frm every lt f prductin splices and fur cntrl bars. Samples shuld be 4 feet lng fr #9 and smaller and 6 ½ feet lng fr #10 and larger. Securely bundle sample splices and cntrl bars tgether. Cntractr identifies the samples as Prductin Ultimate and fills ut the TL befre shipping. Send samples t the independent testing lab. QA sampling (Quality Assurance Test Requirements) is the same fr QC sampling, except: The first and at least ne randmly selected f the next five, lt f prductin splices is sampled and tested. QA Inspectr randmly selects the samples (fur t the independent QC lab and fur t the Verificatin Testing Labratry) and cntractr prepares the crrespnding eight cntrl bars. Cntractr identifies the samples as QA Ultimate and fills ut the TL-0101 befre shipping. QA samples are set t the labratry. Test Requirements Cntractr ntifies Engineer at least ne week prir t testing. 14 Tensile requirement: minimum tensile strength f nt less than 550 Mpa. Ductility requirement: rupture utside the affected zne r if within rupture zne, splice achieves at least 95 percent f the ultimate tensile strength f the assciated cntrl bar. In additin, necking f the bar shall be visible at rupture, regardless f where the rupture ccurs Acceptance Criteria Test splices fr tensile strength If at least three splices pass the tensile requirement, the lt is acceptable. If nly ne sample passes, the lt is rejected. If nly tw samples pass, retest fur additinal splices frm the same lt. If all fur pass, the lt is acceptable. If ne fails, the lt is rejected. Test splices fr ductility If at least three splices pass, the lt is acceptable. If nly ne sample passes, the lt is rejected. If nly tw samples pass, retest fur additinal splices frm the same lt. If all fur pass, the lt is acceptable. If ne fails, the lt is rejected. Test cntrl bars fr ultimate tensile strength Tensile test cntrl bars t rupture. If tw cntrl bars are tested fr ne sample splice, the bar with the lwer ultimate tensile strength shall be cnsidered the cntrl bar Mechanical Splices Pre-qualificatin: See Sectin 4.1. QC sampling: Same as Sectin QA sampling: Same as Sectin Test Requirements: Cntractr ntifies Engineer at least ne week prir t testing. Slip requirement: Dependent upn bar diameter- see table in B(1). Only applies t mechanical butt splices n straight bars (n hps). Tensile Requirement: Minimum tensile strength f nt less than the lwer ultimate tensile strength f the tw cntrl bars; in any case nt less than 550MPa. Ductility requirement: rupture utside the affected zne r if within affected zne, splice achieves at least 95 percent f the ultimate tensile strength f the assciated cntrl bar. In additin, necking f the bar shall be visible at rupture, regardless f where the rupture ccurs. Acceptance Criteria: Test splices fr slip Page I-13

15 Test ne splice fr slip. If this splice fails the slip requirement, test remaining three fr slip. If any f the three fail, the entire lt is rejected. Test splices fr ductility If at least three splices pass, the lt is acceptable. If nly ne sample passes, the lt is rejected. If nly tw samples pass, retest fur additinal splices frm the same lt. If all fur pass, the lt is acceptable. If ne fails, the lt is rejected. Test cntrl bars fr ultimate tensile strength Tensile test cntrl bars t rupture. If tw cntrl bars are tested fr ne sample splice, the bar with the lwer ultimate tensile strength shall be cnsidered the cntrl bar. 4.5 Dcumentatin f Bar Reinfrcement Splice Testing The Cntractr will submit frm CEM-3101 Ntice f Materials t be Used t the Resident Engineer and SMR. The SMR will cmplete frm TL-0608 Ntice f Materials t be Furnished fr Inspectin and prvide t the Resident Engineer. The Resident Engineer will transmit t the Cntractr fr distributin t the vendr r fabricatr. The vendr r fabricatr shall submit t the Cntractr a frm TL-0038 Inspectin Request when the splices are ready t be assembled. The Cntractr shall frward the TL-0038 t the Resident Engineer and SMR. The Resident Engineer shall verify that the splices have been prequalified in accrdance with Sectin 4.1. Prductin QC and QA sampling will be cnducted as detailed in Sectins 4.3 and 4.4 abve. The QA Inspectr must dcument the inspectin and sampling f the splicing with a Surce Inspectin Reprt (TL-6034) frm. The independent QC testing lab prepares the Prductin Test Reprt (PTR) fr all QC testing perfrmed n each lt f splices. The PTR is submitted t the QCM fr review and apprval. The PTR is signed by the lab s representative, wh is a Civil Engineer registered in the State f Califrnia. The PTR cntains the fllwing infrmatin fr each test: Cntract number Bridge number Lt number and lcatin Page I-14

The Engineer has three wrking days t review each PTR and respnd in writing. The Verificatin Testing Labratry must the test results t the: 1. Prject SMR 2. Resident Engineer The SMR must ensure that Quality Assurance test results fr each bundle f splices are reprted t the cntractr/fabricatr within three wrking days after the Verificatin Testing Labratry receives the bundle. If mre than ne bundle arrives at the labratry in ne day, tw additinal days are allwed t prvide results fr each additinal bundle received. QA test results will be prvided fr each bundle tested. QA Inspectrs will nt release any bundle f splices unless all QA test results are acceptable and ther QC dcuments have been submitted and accepted by the SMR and Resident Engineer as per the specificatin requirements. Once all dcuments are received and apprved by the SMR and Resident Engineer, the SMR will schedule a QA inspectr t release the material. The QA inspectr will cmplete frm TL-0029 Reprt f Inspectin f Material, attach COCs and all ther applicable material dcumentatin, and submit t the SMR and Resident Engineer. If the prductin sampling was cnducted at the surce, the QA inspectr will tag the material with a TL-0624, Inspectin Release Tag. If the prductin sampling was cnducted in the field, a TL-0624 will nt be required. The field engineer will verify the lt numbers match the TL-0029 and inspect the material fr any damages. If the material meets all Cntract specificatins, the field inspectr will pull the tags, if applicable, and attach them t the TL The material will be released t be incrprated int the wrk. The material dcumentatin package will be submitted t the Resident Engineer fr review and filing. Page I-15
