2 BASIS CERTIFICATE IN CROP PROTECTION IPM (Aluminium Phosphide for Vertebrate Control) SYLLABUS & INFORMATION The BASIS Certificate in Crop Protection has been established since 1981 to provide training and certification for sellers and distributors of agrochemicals and those giving advice on their use. For the first few years after it was introduced, the Crop Protection training and Certification was a voluntary action embraced by the major pesticide manufacturers and distributors in the UK. In 1985 the Government passed the Food and Environment Protection Act (FEPA). This act covered all aspects of pesticides from manufacturers to users and consumers. As BASIS had several years of experience in training and certification for advisers, the Government looked at BASIS as the blueprint for some aspects of the new legislation. In 1986 all BASIS certificates became a legal requirement under The Control of Pesticides Regulations (COPR) a statutory instrument designed to give guidance in the FEPA implementing. The Plant Protection Products (Sustainable Use) Regulations 2012 came into force in July 2012 to transpose the European Sustainable Use Directive, 2009/128/EC relating to the use of plant protection products. This new legislation reinforced the importance of training and certification for all pesticide distributors and advisers with new provisions for internet sales and requirements for the availability of advice at the time of sale. This booklet is designed for candidates and their employers, trainers and training providers to offer guidance on the subject areas which need to be covered in order to achieve the required level of competence for this specific certificate. It is essential that candidates are aware that the Crop Protection Certification IPM will only be awarded to individuals capable of demonstrating theoretical knowledge alongside substantial practical understanding of crop protection challenges and solutions with a clear emphasis on the Integrated and Sustainable approach. The BASIS Certificate in Crop Protection IPM (Aluminium Phosphide for Vertebrate control) is intended for those who will only sell, and/or give advice, on the use of Aluminium Phosphide (for the control of vertebrate pests). It does not cover sales of, or advice regarding, pesticides used in growing crops. Anyone who will sell or advise on pesticides used on growing crops must obtain the broader BASIS Certificate in Crop Protection IPM (Agriculture, Commercial Horticulture or Vegetables). Vertebrate pest control is covered in the Grassland & Forage Crops Syllabus and therefore anyone holding the FSTS Grassland & Forage Crops Certificate does not require further certification in Aluminium Phosphide. It is recommended that a training course of at least two days is undertaken prior to the examination day. In addition, it is essential that candidates are issued with the course work book (available from BASIS Registration Ltd) at least two weeks prior to the training. Candidates will need to be able to understand and answer the questions in the work book to meet the required level of knowledge. The work book is designed to be used as part of a training course. 2
3 By attempting to answer the questions at the end of each module in the work book candidates will increase their knowledge and understanding. Not all of the information they will need is in this book, some will come from the training course and some additional work is also necessary. A list of useful websites and publications is included in the work book. Courses are offered for the BASIS Certificate in Crop Protection IPM (Aluminium Phosphide for Vertebrate control) by the BASIS Approved Trainers listed in this booklet (Page 18). 4 EXAMINATION GUIDELINES Introduction Examinations are held by Training Providers who have been running training courses for the BASIS Certificate in Crop Protection IPM (Aluminium Phosphide for Vertebrate control) in various parts of the UK. The examination consists of a multi-choice and short-answer question paper, a scenario and a viva panel. Pass mark 70% EXAMINATION TIMING am Coffee / meet Independent BASIS appointed Chairman am Examination begins and consists of: 50 multi-choice and 3 short answer questions 90 mins am Short break 10 mins am 1 scenario question 45 mins am Viva Examinations mins per person Viva Panel The final section of the examination involves candidates meeting a panel of people from the pesticide industry. The purpose of this section is to enable the panel to make a final assessment of the candidate as a competent adviser for the use of Aluminium Phosphide for vertebrate control. All the candidate s marks from the three previous sections are available to the panel. The interview is carried out in an informal and friendly atmosphere. NB - No project is required for the Aluminium Phosphide certificate. Overall Standard for Examination The BASIS certificate was originally aimed at pesticide sales staff and advisers within the distributor/manufacturer trade, and independent advisers. However, since the inception of the various assurance schemes, there has been an upsurge of interest from farmers, growers and other organisations to obtain the BASIS qualification. The overall aim of the examination is to determine whether candidates have understood the basic principles relating to pesticides, detailed within the BASIS (Aluminium Phosphide for Vertebrate control) syllabus. Candidates who successfully pass this certificate cannot necessarily classify themselves as 4
5 experienced advisers; this will depend on the individual s experience or develop over time within the industry. OBJECTIVE SYLLABUS The syllabus has been designed to allow individual sections of training to be treated as separate units for training purposes. MODULE 1 ENVIRONMENT AND WILDLIFE: IDENTIFICATION AND RECOGNITION OF PROTECTED SPECIES 1.1 Competence Demonstrate a knowledge and understanding of the importance of wildlife recognition. Explain the importance of accurate recognition and identification of non-target species. Explain how to ensure protected species and non-target organisms can be identified and left undisturbed by treatment activity. 1.2 Performance criteria Candidates must be able to: identify and describe the signs of activity, to look for, to ascertain the presence of ground burrowing non-target species understand aspects of pest biology and behaviour that are important in the management of pest species and the recognition and identification of non-target species demonstrate an ability to positively identify non-target ground burrowing species 1.3 Essential Knowledge and Skill Candidates must have the ability to: describe which species may be controlled with Aluminium Phosphide and which species may not list common non-target species found in farmland and the countryside. understand the importance of non-target species to other wildlife, countryside ecosystems and the wider aspect of nature conservation 5
6 describe those aspects of animal behaviour that may influence the effectiveness of Aluminium Phosphide management describe signs of animal activity which confirm, or otherwise, the presence of non-target species in burrows, hedgerows and common farmland understand which non-target species are likely to inhabit burrows and habitats previously inhabited by other ground burrowing animals identify key target and ground burrowing non-target species using a variety of guides and field keys have knowledge of a range of surveillance and monitoring programmes to identify the active species in the target area understand the effects of a control program on non-target species and the environment understand the benefits of habitat management to reduce / control damage 6
7 MODULE 2 RECOGNITION, BIOLOGY AND CONTROL OF VERTEBRATE PESTS IN FARMLAND AND THE WIDER COUNTRYSIDE 2.1 Competence Ability to recognise pests and pest damage, to anticipate and prevent pest problems and to choose safe and appropriate control measures. 2.2 Performance Criteria Candidates will be able to: state the most common vertebrate pest species found in farmland and surrounding countryside. explain the problems caused by the common vertebrate pests of farmland, farm buildings and the surrounding countryside. demonstrate an awareness of the factors that determine the occurrence of pest damage and its importance. demonstrate knowledge of the importance of vertebrate pests and explain the alternative practical measures used to exclude and manage them. demonstrate knowledge and understanding of the methods available to prevent or control pest damage. recognise the important vertebrate pests of open farmland. Identify, anticipate and understand how to prevent the damage each pest may cause and select the most appropriate control measures, or combination of measures, for specific circumstances. show knowledge of the characteristics and life cycles of those groups of animals that include important vertebrate pest species. relate a pest s biology and life-cycle to effective control measures. describe the three target vertebrate species which may be controlled with Aluminium Phosphide. 7
8 2.3 Essential Knowledge & Skills Candidates must have the ability to: diagnose the causes of vertebrate pest damage to crops, agricultural land and rural infrastructure by identifying symptoms, signs and/or pests. relate pest incidence to environmental conditions and other factors. apply knowledge of the factors affecting pest incidence to the monitoring of pest species and the prediction and prevention of pest damage by vertebrate pests. identify legislation designed to minimise the importation, dissemination and multiplication of vertebrate pests. select agricultural/horticultural management practices which may be used to minimise pest damage. explain the advantages of integrating pest control methods by reference to specific examples. Identify the main pest damage symptoms and signs of the target pest species. recommend and justify specific control measures. explain situations where Aluminium Phosphide use is necessary. explain the importance of following pesticide label requirements for intervals between treatment and allowing people/animals back into the treated area. understand where to find accurate dosage rates and instructions for use. describe the records which must be kept for Aluminium Phosphide use to control vertebrate pests. 9 MODULE 3 - COMPOSITION, ACTIVITY AND PERSISTENCE OF ALUMINIUM PHOSPHIDE 3.1 Competence To develop an understanding of the composition and nature of Aluminium Phosphide used for vertebrate pest control. 3.2 Performance Criteria Candidates will be able to: ensure the correct use of technical terms. understand the composition of relevant Aluminium Phosphide products. develop an awareness of the use of Aluminium Phosphide products and their limitations. describe the mode of action of Aluminium Phosphides products. understand factors influencing the development of resistance to pesticide materials by target organisms and why Aluminium Phosphide does not exhibit similar resistance problems. 3.3 Essential Knowledge & Skills Candidates must have the ability to: explain the use of chemical names, approved common names and proprietary names for relevant Aluminium Phosphide products. Identify and name the commonly available products classify relevant pest control materials into functional, chemical and mode of action categories. show how aluminium phosphide fits into this structure. accurately define terms used in relation to treatments with Aluminium Phosphide. show an understanding of the significance of the formulation of Aluminium Phosphide products for efficacy, safety, packaging and ease of use. explain the significance and limitations of Aluminium Phosphide in relation to application, activity, selectivity, toxicology and persistence. explain the importance of compliance with manufacturers instructions for correct application of Aluminium Phosphide products. demonstrate a knowledge of the properties of Aluminium Phosphide which may influence biological activity and human toxicity. 9

11 MODULE 4 - APPLICATION OF ALUMINIUM PHOSPHIDE USED FOR THE TREATMENT OF VERTEBRATE PESTS 4.1 Competence To develop an understanding of the equipment and techniques which may be used for the application of Aluminium Phosphide products. 4.2 Performance Criteria Candidates will be able to: show an awareness of the type and range of records which should be kept with regard to the storage, sale and/or purchase and use of Aluminium Phosphide products. demonstrate a knowledge of the types, and procedures for safe use, of equipment for application of Aluminium Phosphide. show an awareness of the need for correct procedures for applicator use, maintenance and accurate application. understand the potential hazards associated with application and demonstrate adequate safety procedures. 4.3 Essential Knowledge & Skills Candidates must have the ability to: describe the practical limits in relation to the the accuracy of placement and coverage of available Aluminium Phosphide products. Describe potential types of application treatment with Aluminium Phosphide. recognise the nature of pest habitats / burrows / soil types / soil conditions and their influence on the degree of retention and distribution of gaseous materials, particularly phosphine gas. demonstrate a knowledge of the various types of application equipment. identify major faults in the use and application of Aluminium Phosphide. calculate the appropriate amount of product to recommend in different situations, as per the label instructions. understand the items of PPE & RPE required for the handling and application of Aluminium Phosphide products. 11
12 understand the need to carry out and record the maintenance and calibration of application equipment, including respiratory protective equipment (RPE) and personal protective equipment (PPE). identify the potential hazards when carrying out an application of Aluminium Phosphide and in maintaining the application equipment. describe safe procedures for the handling of materials and their preparation for application. describe procedures for ensuring the safety of operators during the application of Aluminium Phosphide materials. recognise safe procedures for protecting the general public, the environment and non-target species from potential harm. understand the physical properties of Aluminium Phosphide which are important factors in its mode of action and its activities in the soil following application. state the appropriate training and certification required for operators using Aluminium Phosphide products. demonstrate a knowledge of the record keeping requirements for the sale / purchase of Aluminium Phosphide products. demonstrate a knowledge of the record keeping requirements for users of Aluminium Phosphide products. demonstrate awareness of the risk factors which should be considered when using Aluminium Phosphide products. describe the steps needed to report an incident or accident involving Aluminium Phosphide. demonstrate an awareness of PIAP ( appendix1.pdf) and RIDDOR ( and their role in pesticide incidents especially where Aluminium Phosphide is concerned. demonstrate an awareness of reporting procedures for water contamination and the relevant environment agencies in England and Wales who should be consulted when environmental contamination is suspected. 12
13 MODULE 5 - SAFE USE, HANDLING, TRANSPORT AND STORAGE OF ALUMINIUM PHOSPHIDE USED FOR THE TREATMENT OF VERTEBRATE PESTS 5.1 Competence Demonstrate a knowledge of the hazards of Aluminium Phosphide, encourage safety in its use and an awareness of the legal obligations and industry best practice for those involved in sale, supply, storage, transport and use. 5.2 Performance Criteria Candidates will be able to: demonstrate an awareness of counterfeit Aluminium Phosphide products and the key identification features of available products. show a thorough understanding of the human hazards presented by Aluminium Phosphide pesticides and the circumstances in which problems may occur. demonstrate awareness of the potential for harmful effects of Aluminium Phosphide on the environment, a knowledge of the hazards and how they can be eliminated and risks minimised, by conducting a relevant risk assessment. outline the obligations and requirements of pesticide legislation at EU and national level encourage safe practices and show a knowledge of the procedures and precautions that should be adopted. demonstrate an awareness of the symptoms of poisoning with Aluminium Phosphide and the actions which must be taken when poisoning is suspected. 5.3 Essential Knowledge & Skills Candidates must have the ability to: identify the application procedures likely to give rise to the greatest contamination of operatives clothing, skin and respiratory tract. recognise the hazards associated with uncontrolled access to treatment operations, materials and stores, especially by children, domestic animals and non-target wildlife. give an explanation of the hazards associated with the transfer of Aluminium Phosphide into incorrectly labelled containers. explain how harm could be caused by use of approved products. For example, through incorrect application, dose rates, or exposure to phosphene gas. show awareness of the purpose of the Directive 2009/128/EC and Regulation (EC) No. 1107/
