2 EXECUTIVE SUMMARY PHH ARC Environmental Ltd. (PHH ARC) was retained by the City of Vancouver to sample the drinking water from various Vancouver Police Departments located within Vancouver, British Columbia (the Site ). The surveys were conducted in response to a number of complaints about the water fountain taste and smell as being unacceptable for human consumption in a number of VPD properties. PHH undertook sampling in five police buildings on Thursday August th 09 and compared the analytical results to Health Canada s Guideline for Canadian Drinking Water Quality (GCDWQ) and/or the British Columbia Approved Drinking Water Quality Guidelines (BCDWQ). FINDINGS Exceedences of GCDWQ and/or BCDWQ standard for selected parameters (turbidity, copper and/or lead) were evident in the analysis results for samples from four of the five locations. The exception being 9 Waterfront Marine Station where no exceedances were recorded. RECOMMENDATIONS As a result of these findings, the following recommendations are made by PHH ARC; Location 9 Waterfront Marine Squad -4 Main Street Public Safety Building East Cordova East Annex East 8 th Avenue Police Support Building Cambie Street Police Station Recommended Action No immediate action required. Regular testing of drinking water is recommended Implement distribution system flushing as part of regular maintenance. Replace Lead-containing taps and compression components within the distribution system with Lead-free components. Replace Lead-containing piping and/or solder. Implement distribution system flushing as part of regular maintenance. Following flushing, lines should be super chlorinated to reduce turbidity. Filtration units could be installed for persistent problems Following implementation of the recommendations above, regular testing of drinking water is recommended to ensure that all applicable standards have been met, and analysed parameters are consistently below standard. (PHH ARC) was retained by the City of Vancouver to sample the drinking water from various Vancouver Police Departments (VPD) located within Vancouver, British Columbia (the Site ). The surveys were conducted in response to a number of complaints about the water fountain taste and smell as being unacceptable for human consumption in a number of VPD properties. The following buildings were identified by the City of Vancouver as requiring sampling to be undertaken; -4 Main Street Public Safety Building; East Cordova East Annex; Cambie Street Police Station; East 8 th Avenue Police Support Building; and 9 Waterfront Police Marine Squad. At the request of the City of Vancouver each building was sampled at the following locations; the point closest to and farthest from the water intake, lunchrooms and two () water fountains. The only exception being 9 Waterfront Police Marine Squad where only two () samples were taken. In addition, no water fountains were located within the East 8 th Avenue Police Support Building. In order to ensure the field investigation quality assurance and quality control (QA/QC) program, a duplicate sample was taken in this building from the nd floor Kitchen..0 SAMPLE PARAMETERS PHH ARC sampled potential drinking water sources within the five () buildings for the following parameters: Microbiological Physical Anions Metals Parameters Total Coliforms Escherichia Coli (E. Coli) Total Hardness, True Color, Conductivity, ph, Total Dissolved Solids and Turbidity Nitrite, Dissolved Sulphate, and Dissolved Chloride Aluminum, Antimony, Arsenic, Barium, Boron, Cadmium, Calcium, Chromium, Cobalt, Copper, Iron, Lead, Manganese, Mercury, Molybdenum, Nickel, Selenium, Silver, Uranium, Vanadium and Zinc PHH ARC Environmental Ltd. Microbiological The presence of Total Coliforms may indicate that water treatment is inadequate, or that the distribution system is experiencing regrowth or infiltration. The presence of Escherichia coli (E. coli), a species of fecal coliforms, may be an indicator of the presence of fecal coliforms contamination in water.. Chemical and Physical Parameters Various chemical and physical parameters in potable water may contribute to either health concerns or aesthetic concerns. These standards have been defined by Health Canada s Guideline for Canadian Drinking Water Quality (GCDWQ) and/or the British Columbia Approved Drinking Water Quality Guidelines (BCDWQ) as either Maximum Acceptable Concentration (MACs) in the case of health considerations or their aesthetic objectives (AO) in the case of aesthetic considerations..0 METHODOLOGY Samples were collected directly from lunchroom taps or water fountains at each location, following a flushing period of one () minute, in order to ensure a cold, representative water sample was obtained. A unique sample number was assigned to each sample representing the location of their collection. Samples were collected in appropriate clean laboratory-provided containers and placed in a cooler prior to being submitted to Maxxam Analytics, a Canadian Association for Laboratory Accreditation (CALA) accredited laboratory, for analysis. The results are included in Appendix A Tables and full sample locations are provided in Appendix B. A visual inspection of all water discharge points was also undertaken by PHH ARC staff. 4.0 RESULTS The results of the laboratory analysis undertaken by Maxxam Analytics of all water samples are summarised below 4. Physical Parameters All samples were analysed for the following physical parameters; total hardness, true color, conductivity, ph, total dissolved solids and turbidity. PHH ARC Environmental Ltd. Microbiological All samples were analysed for the presence of Total Coliforms and Escherichia coli (E. coli). The exception being 9 Waterfront Marine Station where no exceedances were recorded. It is assumed that elevated levels of copper and lead are as a result of leaching of materials in the distribution system or plumbing. The standard for turbidity and lead are health based, and thus reported exceedances should be acted upon at the earliest opportunity. The standard for copper is an aesthetic objective (anticipated to lead to staining of materials coming into contact with such water, and generating an undesirable, bitter taste).
