2 NOTICE TO BIDDERS Sealed bids will be received by the City of Escanaba at the office of the City Clerk, on or before 2p.m. e.s.t, on: 2 pm The bids will be publicly opened and read in Room 101 in the City Hall located at 410 Ludington Street, Escanaba, Michigan at said date and time. Bidder s proposals, and/or specifications may be obtained from the office of the City Clerk, located at 410 Ludington Street, Escanaba, Michigan, No bids will be considered unless the proposal form and /or specifications (furnished by the City of Escanaba, Michigan), are properly completed and enclosed in a sealed envelope, marked: ESCANABA WASTEWATER PLANT PRIMARY SLUDGE PUMP 2016 In addition, the City of Escanaba, Michigan will not consider any proposal which has not been received prior to the published time, date and year of bid opening. (FAX transmittals will not be accepted.) A Certified Check, Cashier s Check, or Bidder s Bond, drawn payable, without condition, to the City of Escanaba, Michigan, in an amount not less than 10% of the bid, will be submitted with each proposal as a guarantee that if the bid is accepted, the bidder will furnish materials or services as stated in his or her proposal. On failure of the successful bidder to fulfill the conditions of his or her proposal, he or she shall forfeit said deposit to the City of Escanaba,Michigan as liquidated damages. The acceptance of the proposal will be contingent upon the bidder s acceptance of this provision. The City of Escanaba, Michigan reserves the right to reject any or all bids, or any part thereof at its discretion, and to waive any irregularities in the bidding. The City of Escanaba, Michigan may also split bids at its discretion. The City further reserves the right to negotiate directly with any and all bidders concerning any matter related to any bid. All City of Escanaba, Michigan bids are prepared to afford all vendors the equal opportunity for fair and equitable competition. 3 SPECIFICATIONS FOR: ESCANABA WASTEWATER PLANT PRIMARY SLUDGE PUMP 2016 GENERAL Sludge Pump Specifications: The City of Escanaba Wastewater Department is seeking proposals for purchase and installation of two (2) new un-used Primary Sludge pumps capable of all the requirements listed below. The pump to be considered must meet the needs and specifications of this request. Different brands or models will be acceptable, providing they meet the listed requirements. Pump must fit into existing plumbing, or made to fit at Vendor s expense. The pump must either have the correct shaft diameter for current sheave or a correctly sized sheave must be provided to match existing pump and motor speed to deliver the correct performance combination. Current Pump: The current pumps are two Robbins & Meyers Moyno SW-10 pumps. MFG Serial #: AS & AS Shaft diameter must be confirmed by vendor to insure correctly matching of existing sheave. Minimal proposal requirements: Removal and replacement of existing pumps and pad if required. (Existing pumps will remain the property of owner.) Furnish and install pumps complete with all essential hardware and gaskets. Provide and install a newly constructed pad if so required for mounting of new pump. Page 3 of 7

4 Installation of pump shall be conducted with the use of alignment tools such as laser alignment or equivalent, along with and in conjunction of vibration tests recorded following start-up. Provide reports of both tests when completed. Pump must be compatible with existing plumbing and capable of pumping heavy solids. Pump must be capable of pumping raw wastewater sludge with thick solids to the current height of the digesters. Pumping capacity is expected to be around 60 gpm. (Pump must be able to pump to a rate of ~ 60 gpm before accepting product and making final payment.) Vendor must specify if pumps proposed will be fitted with mechanical seals or traditional packing. Provide pump curves for the proposed pump. Provide three (3) copies of the Operations and Maintenance Manual for pump supplied. Provide Warranty on both equipment installed and workmanship for a minimum of one year. All work must be done in a workmanship fashion and conducted in accordance with all MIOSHA rules and regulations. Mandatory Site Visit: 10 AM, 1900 Willow Creek Road A mandatory site meeting will be on February 22 nd, 10 am at the Escanaba Wastewater Treatment Plant. The City of Escanaba Wastewater Department will not be responsible for any shortcomings in the product being installed. It shall be the contractor s responsibility to notify the owner of any shortcomings within this request for proposal. A site visit is mandatory prior to proposal submission to insure correct measurements and calculations have been made as per the proposal. It shall be the contractor s responsibility to include any and all spacers and adapters to connect into existing plumbing. Page 4 of 7

5 CONTRACTOR QUALIFICATIONS For the purpose of evaluating bids, consideration will be given to quality of product, bid price, and also contractors qualifications. INSURANCE The Contractor shall provide the City of Escanaba with the following evidence of insurance before the commencement of the work: Workers Compensation Coverage A Statutory Michigan Coverage B $100,000 Comprehensive General Liability Bodily Injury Property Damage $1,000,000 Combined Single Limits (minimum) $1,000,000 Combined Single Limits (minimum) Comprehensive Auto Liability Auto Liability $1,000,000 Combined Single Limits (minimum) The City of Escanaba shall be named as additional insured on all certificates. All policies affording coverage under the insurance requirements shall further be endorsed to provide a ten (10) day notice to be delivered to the City of Escanaba before any coverage s are either reduced or cancelled. WORKMANSHIP 1. All work will be done in a workman like manner according to standard practice. 2. All materials will be installed according to written specifications, and all MIOSHA s rule and regulations. 3. Provide owner with any required training to personnel. Page 5 of 7

6 INSPECTION Owner reserves the right to inspect Contractor s work at any phase of the operation. Owner reserves the right to require the Contractor to coordinate various phases so as to facilitate the inspection process. If the Owner determines that any of the Contractor s work is unsatisfactory, the Contractor shall correct the work at his own expense. Before payment is made, contractor will conduct a test in conjugation with City staff to insure the unit is in good working order. PAYMENT Shall be one lump sum upon the satisfactory completion of all items of specifications check list, and owners test requirements stated in the Inspection section of this request. WARRANTY The Contractor guarantees materials and workmanship for a minimum of one year from the date of acceptance.
