NGS Project Description TransCanada and the Ontario Power Authority signed a 20 year Clean Energy Supply contract for the Napanee Generating Station, in December 2012. NGS is a 900 MW combined cycle with a 2x2x1 configuration (2 Gas Turbines, 2 Heat Recovery Steam Generators, 1 Steam Turbine Generator). Schedule Completion: OPA contracted commercial operation by Dec 31, 2018, currently targeting Q1 2018 completion. 6

Economic Impact Study Key Findings During Construction 24-30% of 750 construction workforce will be local $308 million capital cost will accrue to in Napanee/ Kingston/Belleville Overnight stays will contribute nearly $4 million locally $90,000 - $100,000 in extraordinary costs to local organizations During Operations During operations, 23 direct jobs and approximately 222 person-years of indirect and induced work per year are anticipated During the operations phase approximately $11 million per year in annual expenses is expected to be spent locally $21 million in property taxes to Greater Napanee and Lennox & Addington 13

Matrix Project Status/Activities/Look Ahead Current Activities Beginning work to install temporary silt basins at each end of the construction laydown area Work is in progress on the west basin and will include excavation and blasting At the request of the Mohawks of the Bay of Quinte, work on the east basin will not start until the frost is out of the ground and secondary archeological surveying can be completed 22

Matrix Project Status/Activities/Look Ahead Current Activities Laydown Area Soil Stripping (Development Agreement re: return this area to Agricultural use following construction) Installation of Construction Infrastructure Layout approval from Greater Napanee Begin installing trailers mid-april, complete by end of May Will operate off generators until temporary power supply is available Blasting Start in mid-april with west siltation basin Continue to blast for all excavations expected to be complete this summer 23

Matrix Project Status/Activities/Look Ahead MTO Tender package for site entrances, lane and signal installation scheduled to be issued to 4 MTO approved contractors by April 20, 2015 Work is planned to get underway in early May with a completion date of July 30 Removal of construction entrance approx. 2017 Archaeological Survey Includes two areas around the temporary construction entrance area and east siltation basin When frost is out of ground, install silt control fencing, construct east basin and associated site grading. On-going monitoring of this work area by TransCanada s archaeological consultant 24

Community Liaison Committee Provide a forum for TransCanada to provide timely information about the construction and operation of NGS Facilitate ongoing reporting to the community regarding compliance with the undertakings and mitigation commitments TransCanada has made regarding the construction and operations of NGS Ensure that any issues or concerns relating to the facility s construction and operation are identified, discussed and resolved Provide a forum for meaningful and open dialogue and to share and exchange information in order to identify opportunities for improvements 26

Mandate CLC is a means to provide feedback to TransCanada on key aspects of the facility s construction and operations, including: Impact management procedures and plans; Emergency preparedness plans; Performance monitoring; Community consultation and communications plans; and Other relevant topics that TransCanada wishes to refer to the CLC for feedback or which community participants wish TransCanada to consider. 27
