CECIL COUNTY DEPARTMENT OF PUBLIC WORKS ELK NECK ELEMENTARY SCHOOL STORMWATER RETROFITS AND RACINE SCHOOL ROAD STORMWATER RETROFITS FROM OLDFIELD POINT ROAD TO LONGVIEW DRIVE ADDENDUM NO. 1 Comment Document Sheet or Page Comment and Response Comment and Response 1 General Comment During the Pre-Bid meeting a question was asked if the project will be awarded to multiple contractors. Below is additional information and clarification. Response The contract will be awarded to one contractor who is permitted to sublet or assign up to 50% of the dollar value of the Contract work, see GP-12 Subletting of Contract. 2 General Comment When can the filtering media be placed in regards to stabilization? Response Since this project involves construction of practices in areas that the contributory drainage area is already stabilized the contractor will be permitted to install filtering media as follows: The areas immediately adjacent to the filter media and within the LOD that is disturbed during the installation of the media and/or to achieve the proposed grades are to be stabilized the same day or in advance of the next forecasted weather event. For this project stabilization for installation of the filter media is defined as the final grading, topsoiling, seeding, mulching and/or soil matting. The contractor is still responsible to achieve vegetative stabilization and prevent contamination of the filtering media. The contractor is responsible to avoid cross contamination of the bio-soil, however any additional practices needed to avoid contamination will be the responsibility of the contractor at no additional cost to the County. 3 Plans Racine School Road from Oldfield Point Road to Longview Drive F-ESD-16 to F-ESD-19 Comment Response On the SWM Summary Tables sheets there are columns labeled Inspector Initials and Acceptance Date. Who is responsible to fill them out? The columns labeled Inspector Initials and Acceptance Date do not need to be filled out for the Contractor s As-Built ESD Submission to the Department of Land Use and Development Services. The Contractor s Engineer, as a part of the As-Build ESD Submission will be required to stamp and sign the plans, certifying the practices have been built in accordance with the project plans and specifications. Attached are revised proposal form and please note the on page P-4 and P-5 a new line item Planting Plugs () has been added to the component item lists. In addition, Special Provision Category 700, Landscaping has been included in identifying the type and number of planting plugs required. During the pre-bid meeting on January 31, 2018 at the County Administration Building it was mentioned by Contractor s in attendance that the plans on the Purchasing website were difficult to read. The plans have been separated into multiple documents to reduce the file sizes. Should you continue to have issues viewing please contact the Purchasing Department. Elk Neck Elementary School site visit coordination. Site Visit dates are scheduled for 2/6/18 and 2/8/18 at 10:00 am, rain or shine. The bid price on the attached and signed Proposal Forms is to include and cover the furnishing of all equipment, materials, and labor requisite and proper and the providing of all necessary machinery, tools, apparatus, and means for performing the work, and described, and shown in the plans and specifications within the prescribed time. If this proposal shall be accepted by said County and the undersigned shall refuse or neglect within ten days after receiving the Contract for execution to execute the same, and to give stipulated bond, then said County may at their option determine that the bidder has abandoned the Contract; and thereupon the proposal and the acceptance thereof shall be null and void; and the deposit accompanying the proposal shall be forfeited to and become the property of the County. PROPOSAL In the case of firms, the firm s name must be signed and subscribed to by at least one member. In the case of corporations, the corporate name must be signed by some authorized officer or agent thereof, who shall also subscribe his name and office. If practical, the seal of the corporation shall be affixed. I/We identify by number, date and number of pages the following addenda: Date of Pages The names and addresses of all members of a firm or the names, addresses, and titles of every officer of a corporation, as the case may be, must be given here by the member of the firm or by the officer or agent of the corporation who signs the proposal. TOTAL BID AMOUNT The Proposal Form is comprised of five Subtotal Lump Sum bid amounts (A through E) with corresponding component item breakdowns. The bidders shall insert the Subtotal Lump Sum bid amount and then provide a Grand Total Lump Sum bid amount for the entire project. The bid will be awarded to the bidder that has the lowest Grand Total bid price and is responsive and responsible as defined in the bid/contract documents. P-2

SPECIAL PROVISIONS CONTRACT NO. 18-12 700 PLANTINGS 1 of 1 CATEGORY 700 LANDSCAPING PLANTINGS DESCRIPTION. This work shall consist of furnishing plantings for educational outreach for the students and faculty of the Elk Neck Elementary School. MATERIALS. The County will notify the contractor two weeks in advance of when the planting plugs shall be provided. The contractor will coordinate and delivery healthy and undamaged plugs to the job site, and after visual inspection by the inspector they will become the property and responsibility of the County. MEASUREMENT AND PAYMENT. The plantings will not be measured and will be included in the lump sum price for each facility, and included in the Grand Total Lump Sum Bid Amount. 02-2-18
