Agriculture and Allied Activities 121 SECTION-3: AGRICULTURE AND ALLIED ACTIVITIES The agriculture situation in India has been presented with the help of a number of Tables highlighting India s share in World Agriculture, Land Use, Inputs, Crop Production, Crop Insurance, Livestock, Storage, Marketing, Exports, Wasteland Development and Afforestation. 3.1: Data on the geographical area, arable land, area under irrigation, crop production and livestock details and use of modern inputs in agriculture are incorporated for both India and the World for the year 2013. 3.2 (a), (b) & (c): The component-wise budget estimates under broad Agricultural Sector are included for the years 2010-11 to 2016-17. Plan-wise share of public sector outlays and expenditure for 2007-08 to 2015-16 are presented. 3.3: Statistics on land use classification in terms of fallow land, net area sown, irrigated area, etc., are given for the years 1950-51, 1960-61, 1970-71,1980-81,1990-91, 1995-96, 2000-01, 2010-11 to 2013-14. 3.4: Selected indicators of land use for some years during 1950-51 to 2013-14 are presented. 3.5: Distribution of operational holdings and area operated for all Social Groups for 2000-01 and 2010-11 are given. Source of data is the quinquennial Census of Agriculture. An Operational Holding is defined in Agricultural Census as: All land which is used wholly or partly for agriculture production and is operated as one technical unit by one person alone or with others, without regard to the title, size or location. The holdings are classified into five major groups according to size viz., marginal (below one hectare), small (between 1-2 hectares), semi-medium (2-4 hectares), medium (4-10 hectares) and large (10 hectares and above). 3.6 (a & b): The number of operational holdings across five farm size groups in respect of each State and UT for the years 2005-06 and 2010-11 is indicated. 3.7 (a & b): Size of area operated according to landholding size groups in respect of each State and UT are presented for the years 2005-06 and 2010-11. 3.8 (a & b): Average size of operational holdings by major farm size groups in respect of each State and UT are presented for the years 2005-06 and 2010-11. 3.9: The extents of rainfed area for States during 2011-12 are given. 3.10: This Table contains data on Ceiling on Landholdings. 3.11: The estimates of irrigation potential created under Accelerated Irrigation Benefit Programme (AIBP) 2008-09 to 2015-16 are presented. 3.12: Data on the net area irrigated according to source in respect of each State and UT during 2012-13 are included. 3.13: State-wise coverage of irrigated area under principal crops during 2013-14 is shown. 3.14: The extent of irrigated area both in absolute and percentage terms for different crops for some selected periods i,e 1970-71, 1980-81, 1990-91, 1999-2000, 2005-06 to 2012-13 are presented. 3.15: This Table shows gross cropped area across different crops during 2010-11 and 2013-14. 3.16: The quantum of breeder and foundation seeds produced and also the seeds distributed during 1991-92 to 2015-16 are presented. 3.16 (a to d): Average gross cropped area, gross area under crop, harvested value and quantity produced for agricultural households reporting cultivation as major for selected crops are given in these Tables.

122 Rural Development Statistics 3.17: Provides data on production, imports and consumption of chemical fertilisers for each year during 2006 07 to 2015-16. 3.18: Data on consumption of electricity for agricultural purposes from 1982-83 to 2014-15 are presented in this Table. 3.19: Shown in this table are the production levels of principal crops for 1990-91, 2000-01 and for each year during the period 2007-08 to 2014-15. 3.20: This Table includes data on area, production and yield rates for each crop under foodgrains, pulses, oilseeds, sugarcane, cotton, jute, mesta and other plantation crops for the years 2012-13, 2013-14 and 2014-15. 3.21 & 3.22: The tables contain data on the net availability of rice, wheat, cereals, gram, and pulses for the years 1951 to 2015 per day and per year. 3.23: The table provides information on the per capita availability of edible oil, vanaspati, sugar and cloth for the period 1980-81 to 2014-15. 3.24: The progress made under National Agriculture Insurance Scheme (NAIS) during the period 2000-01 to 2015-16 is depicted. The broad aspects covered in this Table include the number of farmers covered, the area covered, the sum insured, the premium income and value of the total claims. 3.25: Category-wise size of the total livestock for the years 1992, 1997, 2003, 2007 and 2012 are given in this Table. 3.26 & 3.27: The data on production of livestock and fish in different years covering the period 2006-07 to 2015-16 and State-wise data for the years 2012-13 to 2015-16 are presented. 3.37 (a) to 3.41 (a & b): 3.28: The trends in production of marine and inland fish in India are shown for different plan periods and also for individual years during the period of 1992-93 to 2015-16. 3.29: The State-wise data on total fish production for individual years during the period of 2008-09 to 2015 16 are given. 3.30: Growth Storage Capacity by Central Warehousing System (CWS) from 2005-to 2016 are shown. 3.31: Foodgrain storage capacity available with FCI during 2009 to 2016 is given in this Table. 3.32: Data on Cover and Plinth (CAP) storage capacity available with FCI during 2009 to 2016 are included. 3.33: State-wise storage capacity available with FCI (as on 31.12.2015) is indicated. 3.34: State-wise procurement particulars of Rice and Wheat for the period of 2007-08 to 2015-16 are presented. 3.35: The minimum support prices for Paddy, Jowar, Bajra, Ragi, Maize, etc., are shown for different years during 2005-06 to 2015-16. 3.36: Information about the quantity and value of exports of principal crops / commodities during the years 2013-14 to 2015-16 are presented in this Table. Wasteland Development Data on State-wise forest area, size of total and government wastelands, projects for development of wastelands are given in these Tables. 3.42 & 3.43: These Tables show that the State-wise funds released during 2009-10 to 2015-16 under Integrated Watershed Management Programme (IWMP). 3.444 & 3.45: These Tables are related to Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana sanctioned projects as on 2016.

Agriculture and Allied Activities 123 Highlights l l l l l l l l India s advantage in world agriculture is evident from its share in production of pulses, tea, sugar and jute. While it accounts for a high proportion of global livestock, its share in otal milk production was highest at 18.7 per cent. The public sector outlays in agriculture during the last decade indicate increased emphasis on crop husbandry, animal husbandry and strengthening of cooperatives. The declining trends in public sector outlays on Food, Storage and Warehousing and Agriculture Research and Education are disturbing unless the private sector enters into these areas on a large scale to bridge the demand supply gap. The area under forest cover expanded considerably until 1980-81 and thereafter stabilised but it is still well below the desired level of one-third of the geographical area. The fallow land which is about 25 million hectares provides an opportunity for promotion of millets and crops for enhancing productivity of ruminants. The near stabilisation of net sown area around 141 million hectares suggests that future growth of agriculture depends upon the cropping intensity and productivity of major crops. Nearly 45 per cent of the gross cropped area has been receiving irrigation and lack of assured irrigation is one of the determinants of low productivity of crops. One of the measures undertaken towards achieving this goal is utilisation of the irrigation potential created which helps in realisation of benefits from the investments made. The Indian agriculture is small-holder agriculture as 85 per cent of the holdings are small in size and their share in total operated area is about 44 per cent. Besides enhancing productivity of these tiny holdings, occupational diversification is essential for sustainable growth of the rural economy. Distribution of surplus land (above the ceiling limit) to the landless poor is one of the important programmes for reducing socio-economic inequality. The gap between area declared surplus and land distributed brings out clearly the lack of total commitment by the State in implementing the programme. Distribution of government wastelands is another related measure. To achieve the four per cent growth rate in agriculture, provision of quality and adequate quantum of inputs such as quality seeds, fertilisers and electricity have been the key concerns of the policy. However, the progress is a way behind the requirement. With over 86 million hectares of the area under agriculture rainfed, the crop insurance is one of alternatives to minimise the risks. To achieve high growth of agriculture as well as food security, price support policies coupled with market regulation, storage, procurement and distribution are envisaged. However, the benefits of procurement could not be reaped to the desired extent by backward and poverty stricken States such as Bihar, due to lack of infrastructure and weak institutions. The per capita net availability of foodgrains which is a major source of nutrients has been declining though fluctuating in a narrow band after attaining the peak level in 1991. Given the inequalities in the distribution of grains, these trends would explain the prevalence of high levels of malnutrition among low income groups. Perhaps, they also indicate the shifts in consumption basket from foodgrains to nonfoodgrain food items (milk, eggs and fish, etc.).

124 Rural Development Statistics l l There has been remarkable progress in the production of milk since 1991. It is growing at the rate of 2.46 million tonnes per annum in 90s and further increased to 3.58 million tonnes per year in the last decade (2000-01 to 2009-10). The share of Uttar Pradesh, Punjab, Rajasthan, Andhra Pradesh, Gujarat and Maharashtra in total production was about 54.0 per cent in 2014-15. The output of eggs has gone up significantly and the rate of increase per year was 1.5 billion eggs in 90s and 2.64 billion eggs in the last decade. States of Andhra Pradesh, Tamil Nadu, Haryana, Punjab, Maharashtra and West Bengal are the major producers. Five States viz., Andhra Pradesh, Madhya Pradesh, Punjab, Rajasthan and Uttar Pradesh together account for nearly 59 per cent of the estimated net irrigated area of about 66.1 million hectares in 2012-13. Nearly three-fifths of the net irrigated area is being served by tubewells and other wells. Tanks as a source of irrigation are mainly found in Andhra Pradesh, Madhya Pradesh and Tamil Nadu. In Punjab, Haryana and Uttar Pradesh, about 98.7, 92.5 and 77.2 per cent of areas under total foodgrains was under irrigation in 2012-13.
