I. STRATEGY AND PLANS FOR GREEN GROWTH OF HAIPHONG CITY Issued of legal documents and policies: 1. Decision No. 1463/QD-UBND dated 03 Jul. 2014 on Plan for Green Growth in period of 2014-2020 (Important Foundation to implementation: Green growth plan made by Kitakyushu city) 2. Decision No. 3002/QD-UBND dated 01 Dec. 2016 issuance of urgent measures to protect environment in Haiphong city 3. Decision No. 3337/QD-UBND dated 06 Dec. 2017 on Plan to implement Decision 2053/TT-CP dated 28 Oct. 2016 issued by Prime Minister on the issuance of a plan for the realization of the Paris Climate Change Agreement Target: Reduce 4.6 million tons Co2, equipment to 14% of total emission in 2030 in scenery of 2030CM 4. Decision No. 65/QD-UBND dated 08 Jan. 2014 on issuance of action plan to response to climate change in Haiphong up to 2025 2
I. STRATEGY AND PLANS FOR GREEN GROWTH OF HAIPHONG CITY Set up action plans: 1. Raise awareness of related organs, persons. 2. Set up a system of indicators which is suitable with city s condition. Then, city s economic-social development plan will be done based on this system. 3. Study and set up green models such as: Green Port City, Green Urban, Green Industry, Green Agriculture 4. Build mechanism and policies to support the action plan 5. Implementation of sustainable development plan in 2011-2020 term. 6. Research and apply new technology to production 7. Save energy and natural resource. Increase of the usage of clean and recycle energy. 8. Gradually reduce the size and sections which cause high emission 9. Increase international cooperation 10. Do regularly inspection and review the implementation of action plan 3

Issue plan to reject ineffective technology, unfriendly to environment in the field of agriculture, industry, transportation and energy 14. Use save energy equipments 15. Increase the application of new energy, recycled energy to 5% 16. Force 90% enterprises apply cleaner production technology. 17. 90% urban waste to be collected and treatment, in which 85% is recycled. 4
II. ACTIONS TAKEN FOR LOW CARBON DEVELOPMENT CITY Activities to be implemented: 1. Strengthen co-operation with cities and organizations which have abundant experience in green growth. 2. Pilot activities to produce results which will be used as a foundation for indicators application. 3. Develop and declare investment portfolios, under which environmental friendliness is one of the major criteria for project assessment resolutely reject any project possible of high economic benefits but potentially damage the environment. 4. Roll out numerous activities to produce results which will be used as a foundation for formulating a green growth action plan for the city. 5
Difficulties: II. ACTIONS TAKEN FOR LOW CARBON DEVELOPMENT CITY 1. Lack of legal documents/ regulation under environmental law 2. Ineffectively implementation of legal documents 3. Limited Capital/Fund for environment protection activities (monitoring equipments for inspection) and high-tech equipment 4. Human resource is not meet the demand in quantity and quality 5. Awareness on law implementation is not good enough 6. Prevention of environmental crime has not meet the demand 7. Irregular and timely inspection on environment 8. Week cooperation between functional departments, organs and association 9. Lack of knowledge on JCM projects 6
Solutions: II. ACTIONS TAKEN FOR LOW CARBON DEVELOPMENT CITY 1. Effectively and timely implement Green Growth Plan consulted by Kitakyushu city 2. Solve all existing serious polluted places/areas 3. Improve environment in agriculture area 4. Timely complete environmental documents/ plans such as Planning of environment protection up to 2030, vision 2050; Planning of monitoring environment; Project of waste resource database. 5. Set up support policies for high-tech equipment, human resource training, monitoring equipments 6. Continue to improve administrative system 7

Encourage enterprises to use cleaner and save energy production machine/equipment 10. Severe control of environmental activities by regular and timely inspection 11. HAIPHONG KITAKYUSHU COLLABORATION PROJECTS AND ITS EFFECTIVENESS INTRODUCTION OF HAIPHONG CITY Population of 1.98 million and 1.562 km 2 Located in the Northeastern coast of Viet Nam, 102 km from Ha Noi and 200 km from Viet Nam and China borders. A key transport hub, a main gateway to the sea in Northern Viet Nam. A center for industry, trade, service and tourim of the whole country and the Northern coastal region. 9

HAIPHONG KITAKYUSHU COLLABORATION PROJECTS AND ITS EFFECTIVENESS Friendship and Cooperation Agreement (May 2009) Organized 03 Workshops on Haiphong Green Growth Promotion Plan (in 2014, 2015); Seminar on Water Supply technology and Management (Oct 9, 2015); Seminar on Expansion Waste collection and separation at source in Haiphong (Jan 17, 2018) Organized Workshops and Meetings on pilot projects in the framework of Green Growth Promotion Plan of Haiphong City (from 2015 to 2017) Sister City Agreement concluded (April 2014) 10

Composting Production Project at Trang Cat Waste Treatment Complex Testing compost production (Nov.2015~01.2016) - Implementated by URENCO upon Takakura technique guided by Kitakyushu expert - Fresh waste collected from markets, household, restaurant: 50 tons/day - Compost quality meets standards regulated by Ministry of Agriculture and Rural Development of Vietnam. 13

Waste-to-Energy Project at Dinh Vu Industrial Zone Continuing related research to realize waste to energy project by diversifying services as below. We are conducting profitability analysis using several scenario.
