Tajikistan experience in mainstreaming climate resilience into development planning PPCR programmatic approach Adaptation Futures 2016 Rotterdam, the Netherlands, May 10-13, 2016 Jamshed Hasanov PPCR Secretariat Chief Technical Advisor Presentation Outline Country background & climate change impact PPCR in Tajikistan Mainstreaming Climate Resilience into Development Planning PPCR Programmatic Approach The difference the PPCR makes 1

Tajikistan at a Glance Tajikistan is a landlocked country in Central Asia with a population of 8.3 million (2015); The total area of the country is 142.6 thousand sq. km, out of which 93% is covered by mountains around 75% of the population live in rural areas; it is a lower middle income country with the per capita income of USD 1100 (2014); more than 60 % of the region s water resources originate in the glaciers of Tajikistan; the highest and the lowest air temperatures are prevalent here (lowest: -63 С; highest +47 С); Climate Change Impact Tajikistan is highly vulnerable to adverse effects of climate change; Tajikistan is also exposed to a range of climate-related hazards; The glaciers cover reduced from 6% to 4.8% of the land area of Tajikistan; Annual losses from climate-induced extreme weather events are estimated to be around US $600 million, or 4.8% of GDP; 2

Climate Change Impact ( 2) Climate change projections indicate higher air temperatures, reduced snowfall and an increased frequency of extreme meteorological events; Glacial areas are projected to decline by 15-20% compared to the current level; C Average annual temperature scenario Pamir-Alay mountain and glacier zone 4 2 0-2 -4 2000 2025 2050 2075 2100 PPCR in Tajikistan Tajikistan was included as a pilot country in 2009; Following sectors were identified as particularly vulnerable to climate change: agriculture, water resources, energy, environment and disaster risk management; PPCR in Tajikistan is composed of two phases and is being administered by three MDBs: ADB, EBRD and the WB; Phase 2: Impleme ntation Phase 1 & 2 overlap Phase 1: Support for developin g SPCR & readiness 3

SPCR National Climate Change Adaptation Strategy National Development Strategy 4

PPCR Programmatic Approach Value added of the PPCR Programmatic Approach: Key elements of the programmatic approach National Coordination Mechanism Key lessons: Leadership rests with the President s and Prime Minister s offices Strong political will Institutional arrangements for climate change Engagement of multi and broader stakeholders Relevance and nonduplication Inter-Ministerial Committee (Chaired by Deputy Prime Minister with representatives of Committees and Sector Ministers) 5

Key elements of the programmatic approach Comprehensive stakeholder engagement platform Country Level Engagement Country-led engagement, with support of MDB ; Three levels of engagement: - Information Sharing; - Consultation; - Partnership; Governance Level Engagemen t Observers: CSOs, the private sector Means: - Stakeholder visits; - Knowledge notes, communications, social media, seminars. Number of meetings /events held with stakeholders 600 400 200 0 2009 2012 2015 Donor Agencies UN Agencies MDBs CSOs Government of Tajikistan Key elements of the programmatic approach Knowledge management Development of the KM system; Learning-by-doing; Continuous capturing and sharing of lessons; Participatory approach for M&E Consultative and country driven processes ; Focus on an inclusive process rather than score card results ; Continuous capacity building process Feedback from communities Strong support for PPCR; Desire to ensure further scale up of interventions; Positive impact on households and families 6

The difference the PPCR makes PPCR is unique in: its link to national policies; its multi-stakeholder approach; its community-driven development focus; its knowledge of resilience and continuous awareness raising; its focus on public-private sector engagement and dialogue; its aim to promote innovative approaches to climate resilient development; its intension to address gender and social inclusion issues; For further information contact: Jamshed Hasanov jamshed_hasanov@ppcr.tj www. ppcr.tj 7
