REPORT ON THE CELEBRATION OF THE WORLD OZONE DAY IN MONGOLIA 09-16 SEPTEMBER 2018 THEME: KEEP COOL AND CARRY ON Country Subject References, links, pictures Mongolia SUMMARY The National Ozone Authority (NOA) of Mongolia successfully celebrated the World Ozone Day from 9 th to 16 th of September by organizing and participating number of events in Ulaanbaatar city and Dornogovi aimag (en. province). On May 23, a bill of a renewed regulation of The Procedure for Licensing the Import, Trade and Use of Ozone Depleting Substances was submitted to the Government of Mongolia for 5 th time in August since 2012 and approved on 5 September 2018 by the Cabinet Meeting of the Government. On September 9 (Sunday), Mongolian Heating, Ventilation, Airconditioning and Refrigeration Association (HVAC-R Association, previously known as MRA) organized mountain trekking on occasion of the World Ozone Day. More than 50 engineers and technicians from the HVAC-R Association member companies, students of refrigeration engineering of the University of Science and Technology, and staffs of NOA participated in the trekking and celebrated the World Ozone Day together. On September 11 and 12, Prof. Adiyasuren Ts., Director of NOA, gave scientific lectures to college and university students in occasion of the World Ozone Day. He also gave

interviews to live broadcast of MNB (Mongolian National Broadcasting channel) and Eco TV. Prof. Adiyasuren Ts. and Mrs. Dulamsuren D., Senior officer of NOA, gave number of interviews to raise public awareness about the world ozone layer, its depletion and use of ozone depleting substances (ODSs). These interviews were published on newspapers, websites and broadcasted on televisions. On September 15, the NOA participated in an opening ceremony for the Green Passport campaign by recommendation of Minister of Environment and Tourism, which is dedicated to enhance knowledge of high school students on environmental issues and what they can do to protect it. The event was organized by a Ministry of Environment and Tourism of Mongolia (MET) at the Khamar Monastery in Sainshand soum, Dornogovi aimag. This year s World Ozone Day theme was to Keep Cool and Carry On, therefore the NOA included background information on success of the Montreal Protocol, its objectives, greenhouse gases and their effect in global warming to our lectures, interviews, and published materials. The NOA celebrated the World Ozone Day during one week by involving people with wide range of age and educational background, such as high school students, college students, university students, engineers and technicians of refrigeration and airconditioning servicing field, government officials, and general public. 1. The Green Passport campaign by a Ministry of Environment and Tourism of Mongolia

The Ministry of Environment and Tourism of Mongolia is starting the Green Passport campaign, initiated by the Minister of Environment and Tourism Mr. Tserenbat N., for high school students (9-11 th grade) across the country with the Let s change our attitude! slogan. The campaign s objectives are that to enhance students knowledge on environmental issues such as climate change, energy saving, waste management, etc., and to prepare new generation s citizens that care for a nature. The event, opening ceremony for campaign s countryside was organized in September 15 and the NOA Mongolia joined to the event to promote the World Ozone Day and spread knowledge about the world ozone layer, ozone depletion and its negative effects to human health and environment. The main organizer of the campaign is the Fresh Water Resources and Nature Conservation Center of the MET. Total of 261 students and their 14 teachers gathered at the Khamar Monastery in Sainshand soum of Dornogovi aimag from the Ulaanbaatar city, Govisumber aimag, and other sides of the Dornogovi aimag to take part in the event. The Minister of Environment and Tourism, Mr. Tserenbat N., Members of the Parliament Mrs. Munkhtsetseg G. and Mr. Delgersaikhan B., Dornogovi aimag s Governor Mr. Enkhtuvshin T. and other officials attended the event and opened the campaign in countryside. Aside participating in the opening ceremony, the students toured the area and planted trees beside the Monastery. When explaining the reason for selecting the Khamar Monastery as the campaign opening site, the Minister said that the area had forests some 80 years ago, but now barely has any trees. Therefore, he wanted the students and other participants attending the event to plant trees beside the monastery in hope of to create a forest in the Gobi region. Total of 261 high school students and their 14 teachers took part in an opening ceremony of the Green Passport campaign at the Khamar Monastery. The NOA Mongolia gave information to the students on the world ozone layer, ozone depletion, ozone depleting substances and the activities conducted under the Montreal Protocol

The monastery is also one of the biggest tourist attraction sites in Mongolia and he said that having forest with an irrigation system in the site will help creating comfortable environment for tourists and help tourism in the region. After touring the monastery and the energy center, the students went to the 5 training stations that gave information on environmental issues. The NOA hosted one of the training stations, the Ozone station, and gave detailed information on the world ozone layer, ozone depletion, uses of ODSs and its alternatives, and the activities conducted under the Montreal Protocol. The students were divided into 5 groups and the staffs of NOA gave lecture to each group for 20 minutes. Also, the NOA developed a booklet for students similar to the Green Passport, but with ozone content and handed to all of the students along with the brochure of Let s protect the ozone layer. In addition, we distributed the translated OzonAction factsheets, posters and other materials published by the NOA to the teachers for training purpose. The participants planted trees beside the Khamar Monastery. In the pictures, the students, the Minister of environment and tourism Mr. Tserenbat N., Prof. Adiyasuren Ts. (above), and Mrs.Dulamsuren D. (below) are seen planting trees. NOA developed a booklet similar to the Green Passport and handed to the students along with the brochure.

2. New regulation for import, sale and use of ODSs, its alternatives and equipment containing them On September 05, the Government of Mongolia has approved the renewed regulation of The Procedure for Licensing the Import, Trade and Use of Ozone Depleting Substances which will enter into force from 01 January 2019. This renewed regulation will replace the currently implemented regulation, which was approved in 1999 by the Government Resolution No.104, and included new substances and provisions that were amended to the Montreal Protocol after 2000. 3. Scientific lectures for college and university students Prof. Adiyasuren Ts. gave scientific and comprehensive lecture on the theme of Keep Cool and Carry On for college and university students on September 11 at the Technology Institute in Ulaanbaatar. About 200 students of the Food and Technology College and Technology Institute attended to the lecture, who are specializing as a refrigeration technician, cook, pastry chef, etc. In the lecture, the professor specifically explained about the uses of ODSs and its alternatives, the role of refrigerants in ozone layer depletion and global warming, and importance of the ozone layer as a protective layer for the earth eco-system. Mrs. Altantsetseg P. (left), Lecturer of the Technology Institute and the Food and Technology College, is introducing the staffs of the NOA and theme of the lecture to the students. On September 12, the professor gave same lecture to the geography major students of Mongolian National University of Education, school of Mathematics and Natural Science. Total of 54 students and teacher took part in the lecture. After the lecture, one of the students asked whether is it technically possible to recover the depleted ozone layer by means of technology such as building a station in the atmosphere that interferes with the chemical reactions that take place in the upper atmosphere. Press conference The NOA hold a press conference on occasion of the World Ozone Day on September 13. The press conference was held at the Khaan Hall of the MET and total of 6 journalists arrived 4 from television channels (25 TV, Mongolian National Broadcasting channel MNB, UBS TV, and E TV), 1 from daily newspaper (Daily News), and 1 from website (times.mn). introduction on their working field and its connection to activities conducted by the NOA. Firstly, prof. Adiyasuren Ts. gave brief introduction on activities of the NOA and theme of this year s World Ozone Day. After that, Mr. Nyamdavaa G. talked mainly about importance of the reduction of greenhouse gases and the amount of greenhouse gas emissions in our country. Following the information regarding environmental aspects, Mr. Usukhjargal Ts. gave information on a refrigeration and air-conditioning sector of Mongolia. He highlighted the issue of certification of RAC servicing technicians and explained why it became important. He also mentioned about the Train the trainer of R-32 and R-290 based split air-conditioner and heat pump programme, which was organized on June 05-07 by NOA. This training workshop was an important step to address certification issue of RAC servicing technicians and future co operation of the NOA and Mongolian HVAC R Association. Mr. Batdorj Ts. talked about the results of the stakeholders meeting which was organized on June 08 with topic of certification of RAC technicians and explained the steps of certification in TVET system. He mentioned that the curriculum development work is already included in their work plan and reminded the other stakeholders role and responsibility in development of the curriculum. During the press conference, journalists received answers for their interested questions and in the evening, all of the above-mentioned TV channels broadcasted news about the press conference and the World Ozone Day. 5. Mountain trekking with RAC technicians The press conference

The Mongolian HVAC R Association organized a mountain trekking to the Bogd Khan mountain in Ulaanbaatar on September 9 to celebrate the World Ozone Day. More than 50 engineers and technicians from the HVAC R Association member companies, students from the University of Science and Technology who will become RAC engineers in the future, staffs of the NOA participated in the trekking. After arriving at one of the Bogd Khan mountain peaks the West Shireet peak, Mr. Usukhjargal Ts. and Mrs. Dulamsuren D. gave speech to the participants. Mrs. Dulamsuren D. gave information on adverse impacts of ozone layer depletion, climate change and what kind of refrigerants we should choose in order to mitigate these impacts and climate change. Mr. Usukhjargal Ts. addressed importance of good practice and competence of technicians who work in RAC servicing sector. The NOA disseminated the brochure to the participants and presented the Good Practices in Refrigeration book (in Mongolian) to the winners of fun competitive games.
